வாஷிங்டன்: சிரியா மீது ராணுவ நடவடிக்கை எடுப்பதற்கு அமெரிக்கா மும்முரம் காட்டி வருகிறது. ஆனால் அமெரிக்காவின் நட்பு நாடுகள் இந்த நடவடிக்கைக்கு ஒத்துழைப்பு தராமல் நழுவி வருவதால் அமெரிக்க அதிபர் ஒபாமா அதிர்ச்சி அடைந்திருப்பதாகவும் கூறப்படுகிறது.

சிரியாவில் புரட்சி நடத்துவோரை அதிபர் ஆசாத்தின் ராணுவம் கடுமையாக ஒடுக்கி வருகிறது. கடந்த 21-ந் தேதி தலைநகர் டமாஸ்கஸ் அருகே ரசாயன குண்டுகளை வீசி குழந்தைகள் உள்பட 1,429 பேர் கொல்லப்பட்டதாக அமெரிக்கா குற்றம்சாட்டியது. இதைத் தொடர்ந்து அமெரிக்கா மற்றும் அதன் நட்பு நாடுகள் சிரியா மீது ராணுவ நடவடிக்கை மேற்கொள்ள தீர்மானித்தன.

இதற்காக மத்திய தரைக்கடல் பகுதியில் போர் கப்பல்கள் குவிக்கப்பட்டுள்ளன. அமெரிக்காவின் இந்த நடவடிக்கைக்கு பிரான்சு, ஜெர்மனி ஆகிய நாடுகள் முழு ஆதரவை தெரிவித்தன. ஆனால் நட்பு நாடான இங்கிலாந்து ஒதுங்கி கொண்டது. இது அமெரிக்காவுக்கு அதிர்ச்சி அளித்திருக்கிறது,

அமெரிக்கா ராணுவ தாக்குதல் நடத்தினால் அதை முறியடிக்கும் விதமாக பதிலடி கொடுக்க சிரியாவும் தயாராக உள்ளது.

இந்நிலையில் சிரியா மீது தாக்குதல் நடத்த ஒப்புதல் அளிக்கும் நகல் தீர்மானம் அமெரிக்க நாடாளுமன்றத்துக்கு அனுப்பி வைக்கப்பட்டிருக்கிறது. இதனால் சிரியா மீதான தாக்குதல் நடவடிக்கை தாமதமாகக் கூடும் எனத் தெரிகிறது.

Syria: Assad forces carried out 'massive' chemical attack, says France Forces loyal to Syrian President Bashar al-Assad carried out a "massive and coordinated" chemical attack on August 21, one of "at least three" this year, a declassified French intelligence report has concluded.

The nine-page intelligence document details five points suggesting pro-Assad fighters were behind the assault, which US intelligence alleges kills at least 1,400 people, a well as at least two others.

Satellite imagery showed strikes coming from government-controlled areas to the east and west of the Syrian capital and targeting rebel-held zones - areas that have since been bombed to wipe out evidence, intelligence concluded.

"The attack of August 21 can only have been carried out by the (Assad) regime," the report said.

"Unlike previous attacks that used small amounts of chemicals and were aimed at terrorising people, this attack was tactical and aimed at regaining territory," said the report, published on government websites.

Around 47 amateur video clips reportedly filmed on the morning of the attack and showing the impact on civilians had been authenticated by French military doctors, according to the intelligence. Video evidence alone showed that at least 281 people died in the attack but the real figure was more likely around 1,500, it said.

Moscow: Russia's foreign minister on Monday dismissed as unconvincing the evidence presented by Secretary of State John Kerry of chemical weapons use by the Syrian government and said the United States had fallen far short of making a case for international cooperation on military strikes against the government of President Bashar Assad.

"If someone tries to make gross violations of international law a norm, then we will create chaos," Mr Lavrov warned.  

"We were shown certain pieces of evidence that did not contain anything concrete, neither geographical locations, nor names, nor evidence that samples had been taken by professionals," Foreign Minister Sergey V. Lavrov said in a speech at the Moscow State Institute of International Relations.

Mr Lavrov's remarks were the most pointed signal yet that Russia would continue to use its veto in the UN Security Council to block authorisation of military intervention against the Syrian government, even if Congress grants President Barack Obama the backing he has requested for an attack.

 

Mr Lavrov initially had appeared to develop a strong working relationship with Mr Kerry, a striking contrast with his often acrimonious relationship with the former Secretary of State Hillary Rodham Clinton. But the relationship has soured swiftly in recent weeks, particularly after Mr Obama cancelled a planned summit in Moscow with President Vladimir Putin.

 

"What we were shown before and recently by our American partners, as well as by the British and French does not convince us at all," Mr Lavrov said, adding, "There are no facts, there is simply talk about 'what we definitely know.' But when you ask for more detailed evidence, they say that it is all classified, therefore it cannot be shown to us. This means there are not such facts to encourage international cooperation."

Mr Lavrov also took a direct jab at Kerry. "It is very strange to hear, when we recently discussed the issue, my good colleague, US Secretary of State John Kerry, say that the American side had produced irrefutable evidence for Russia of the Assad regime using chemical weapons and then claiming that Russians deliberately refused to recognise the fact."

 

Later, in a news conference with his South African counterpart in Moscow, Mr Lavrov said that Russia would insist that the United States comply with international agreements and not attack Syria without the consent of the Security Council.

"If someone tries to make gross violations of international law a norm, then we will create chaos," Mr Lavrov warned. "We will create a situation where the UN Charter and the principles under which all the nations of the world have signed up, including the principle of unanimous agreement of the permanent members of the UN Security Council, the so-called right of veto, which the United States insisted on, then all of these principles will simply collapse."

பாதுகாப்பு விவகாரங்களில் ஐ.நாக்கு மட்டும் தான் கொஞ்சம் பிடி இருந்தது. பலத்தில் எப்போதும் அமெரிக்கவும், நேட்டோ முன்னனியில்.  சோவியத் ஒரு காலத்தில் உலகை பொசுக்கத்தாக ஆயுதம் வைத்திருந்தது. அதன் நீர்மூழ்கிக் கப்பலகள் தேவை இல்லாமல் அணு ஆயுதத்துடன் உலகை வலம் வந்தன. இதனால் மேற்கு நாடுகள் கவனமாக இருந்தன. பல ஆண்டுகள் முயற்சியால் போரை தொடக்காமல் சோவியத்தை சிதைத்தன. ருசியா, அணிசேரா நாடுகளில் இருப்பது போல, சாப்பாட்டுக்கே வழி இல்லாமல் போனது. இதனால் அமெரிக்க ரூசிய ஒப்பீடு மலையும் மடுவும் ஆனது. அன்றிலிருந்து தனி நாயகனாக அமெரிக்க இடை நிறுத்தம் இல்லாமல் போரில் இறங்கி வருகிறது. ருசியாவுக்கு இன்னும் 10 வருடங்களுக்கு போர் என்ற்தை நினைக்க முடியாது.

இப்போது யப்பான் திரும்ப ஆயுதங்கள் செய்ய வேண்டிய நிலைக்கு தள்ளப்படுகிறது. அணுக்குண்டுக்கு மேலான தொழில் நுட்பங்களுடன் செய்யாமல் காத்திருக்கிறது. ஒன்றாகிவிட்ட ஜேர்மனி இனி இனி தனது பங்குக்கு ஆயுதம் செய்ய தொடங்கும். சீனா மூன்றாம் இடத்தில் இருக்கிறது. 150 மில்லியன் சனத்தொகை உள்ள ரூசியா இந்தியாவுக்கு மேல் இன்னும் 10,15 வருடங்கள் நிற்பது கஸ்டம். தென் அமெரிக்க நாடுகளும் தலை தூக்குகின்றன. அவை சீனாவுடன். மாறும் உலகில், ரூசியா, அழிந்து போன செல்வாக்கை திரும்ப பெறும் சந்தர்ப்பம் இல்லை. 

 

சோவியத் தனது பலத்துக்கு "பிச்சை கம்யூனிசம்" பேசிய கியூபா, யூக்கோசிலவாக்கியா, இந்தியா போன்ற  அணிசேரா அல்லது ஃப்ணிசேர்ந்த நாடுகளுடன் இணங்கி நடந்தது. அத்தோடு இவை எங்கும் போகவுமில்லை; இங்கேதான் சில வளர்ச்சிகளுடன் இருக்கின்றன. மேலும் அணி நாடுகளுக்கெதிராக இந்தியா, எகிப்து, பிறேசில், ஆயன்ரீனா பலமான பொருளாதார வளர்ச்சி கண்டிருக்கின்ற்ன. இவர்களின் எண்ணிக்கை  140க்கு கிட்ட வந்தும் விட்டது. எது இருந்தும் இந்த நாடுகள் ஒருநாளும் பூனைக்கு மட்டும் நிலையில் இருக்கவில்லை. இவை இனிமேலும் கட்ட போவதும் இல்லை.
