While condemning the Government of Sri Lanka and the Liberation Tigers for "systematic ceasefire violations," the co-chairs called both sides to "seize the historic opportunity created by the 2002 Cease-Fire Agreement to resolve the country's conflict peacefully," in a press release issued after the meeting in Washington Tuesday. Co-chairs while urging re-opening of A9, called on the LTTE to co-operate with GoSL's effort to send one convoy as a first step.

The full text of the joint statement issued by Norway, the United States, the European Union, and Japan following their November 21, 2006, meeting as Co-Chairs of the Tokyo Donors Conference, follows:

The Co-Chairs of the Tokyo Donors Conference - Norway, the United States, the European Union, and Japan - met in Washington, D.C. on November 21.

The Co-Chairs view with alarm the rising level of violence in Sri Lanka that has led to significant loss of life and widespread human rights violations. The Co-Chairs condemn the continued and systematic ceasefire violations by Government of Sri Lanka and LTTE. We call on both sides to seize the historic opportunity created by the 2002 Cease-Fire Agreement to resolve the country's conflict peacefully. Only by committing to sustained and substantive negotiations can the downward spiral of hostilities and human rights violations be reversed.

The Co-Chairs particularly condemn the LTTE for initiating hostilities from heavily populated areas and the Government of Sri Lanka for firing into such vulnerable areas and killing and wounding innocent civilians. The Co-Chairs call on both sides to respect international humanitarian law and set aside demilitarized zones to protect internally displaced persons.

The Co-Chairs recall the responsibility of both parties to guarantee the security of the Sri Lanka Monitoring Mission to fully exercise its mandate. The Co-Chairs were disturbed by the incident on November 8 when the Head of Mission of the SLMM came under fire. The Co-Chairs remind the parties of their responsibility to respect all rulings by the SLMM and to implement the Cease-fire Agreement fully, including re-opening the A-9 highway.

The Co-Chairs recognize that talks took place on October 28-29 in Geneva. However, we urge the Parties to the conflict to commit to a structured and sustained process of further negotiations without preconditions once a proposal is available, as indicated by the Government and welcomed by the LTTE delegation in Geneva.

The agreement between the Sri Lankan Freedom Party and the opposition United National Party should lead to a credible power-sharing proposal that can help form the basis for a viable negotiated settlement between the Parties. At the same time, the specific arrangements for the north and east should not be disturbed as they are fundamental to continuing the dialogue to achieve an agreement. The legitimate interests and aspirations of all communities, including the Tamil, Muslim and Sinhala communities must be accommodated as part of a political settlement.

The Co-Chairs welcome the Government of Sri Lanka's progress in establishing a Commission of Inquiry for Human Rights with international observers. They condemn the growing violations of human rights by all sides and the fear that pervades civil society, politics and the media. The Commission of Inquiry and the Government should work promptly to bring the perpetrators to justice and to address the climate of impunity.

Citizens are caught in this conflict and agencies are unable to reach them. We recognize the efforts by government to provide essential supplies themselves and welcome the establishment of the consultative committee on humanitarian assistance that is addressing several humanitarian access issues for international agencies.

The Co-Chairs urge both parties to depoliticize the issue of humanitarian access and for the immediate, permanent and unconditional opening of the sea and road routes for humanitarian convoys of essential supplies. As a first step towards this, the Co-Chairs welcome the readiness of the Government to send one convoy via the A-9 highway to Jaffna and to allow International Non-Governmental Organizations with a proven track record immediate access to uncleared areas to restart their relief work. The Co-Chairs call on the LTTE to cooperate with such initiatives.

The Co-Chairs, together with other members of the international community, express their strong support for Norway's ongoing efforts to facilitate the peace process and the Sri Lanka Monitoring Mission's role in monitoring the Cease-Fire Agreement.

இலங்கையில் வன்முறைகள் அதிகரித்து வருவதால் உயிரிழப்புகள் அதிகரித்துள்ளமை தொடர்பாகவும் மனித உரிமைகள் மீறல் தொடர்பாகவும் இணைத் தலைமை நாடுகள் எசரிக்கை விடுத்தன.

இலங்கை போர் நிறுத்த கண்காணிப்புக் குழுவினரின் பாதுகாப்பு தொடர்பில் இருதரப்பினரும் பொறுப்புடன் செயற்பட வேண்டும் என்றும் கேட்டுக்கொள்கிறோம்.

கடந்த நவம்பர் 8 ஆம் நாள் இலங்கை போர் நிறுத்த கண்காணிப்புக் குழுவின் தலைவர் தாக்குதலுக்குள்ளானமை தொடர்பில் இணைத் தலைமை நாடுகள் அதிருப்தி கொள்கிறது.

ஏ-9 பாதை திறப்பு உள்ளிட்ட யுத்த நிறுத்த ஒப்பந்தத்தை முழுமையாகச் செயற்படுத்த வேண்டும் என்றும் இலங்கை போர் நிறுத்த கண்காணிப்புக் குழுவுக்கு உரிய மதிப்பளிக்க வேண்டும் என்றும் இருதரப்புக்கும் நினைவூட்டுகிறோம்.

கடந்த ஒக்ரோபர் 28-29 ஆம் ஆகிய நாட்கள் ஜெனீவாவில் நடைபெற்ற பேச்சுக்களை இணைத்தலைமை நாடுகள் அங்கீகரிக்கிறது. இருப்பினும் எதுவித முன் நிபந்தனைகளும் இல்லாமல் அடுத்த கட்ட பேச்சுக்களை இனப்பிரச்சனையில் தொடர்புபட்ட இருதரப்பினரும் முன்னெடுக்க வேண்டும் என்று வலியுறுத்துகிறோம்.

சிறிலங்கா சுதந்திரக் கட்சிக்கும் ஐக்கிய தேசியக் கட்சிக்கும் இடையேயான புரிந்துணர்வு ஒப்பந்தத்தின் மூலம் வடக்கு கிழக்கானது பாதிக்கப்படாமல் இருக்க வேண்டும். தமிழர்கள், முஸ்லிம்கள் மற்றும் சிங்களவர்கள் உள்ளிட்ட அனைத்து இன மக்களினது அபிலாசைகள் அரசியல் வழி தீர்வில் இணைக்கப்பட வேண்டும்.

இணைத் தலைமை நாடுகளின் கருத்துக்கு சிறிலங்கா அரசாங்கம் எதிர்ப்பு

யுத்த நிறுத்த மீறல்கள் தொடர்பாக இணைத் தலைமை நாடுகள் தெரிவித்திருந்த குற்றச்சாட்டுக்கு சிறிலங்கா அரசாங்கம் எதிர்ப்புத் தெரிவித்துள்ளது.

இது தொடர்பாக கொழும்பில் இன்று புதன்கிழமை ஊடகவியலாளர்களிடம் சிறிலங்கா பாதுகாப்பு பேச்சாளரும் அமைச்சருமான கேகலிய ரம்புக்வெல கூறியதாவது:

An Open Letter to the Co-Chairs of the Tokyo Donors Conference

You have miserably failed the Tamil People in the island of Sri Lanka, in their will and desire to progress diligently and peacefully on the commitments and agreements reached between the GOSL and the Liberation Tigers of Thamil Eelam.

The Statement

Done it Again! The Co-Chairs have given their proven record of partisan diplomacy an added significance by completely ignoring the continuing Human Rights abuses and Humanitarian violations, now being inflicted upon the Tamil people particularly in the Northern homeland of Jaffna, in the Eastern homeland of Vaharai and also in the Capital Colombo.

The Co-Chairs have extended their privy and shown more interest in addressing and welcoming the nefarious promises and trivial exercises of the Government of Sri Lanka in its efforts to hoodwink the entire international community, on their present vengeful and diabolical approach to the Tamil National Issue.

Background to the Co-Chairs

After certain early stages of the entry of Norway as the Peace Facilitator, it was considered to be important to have some major wealthy countries to give strong backing for their Peace initiative, and to give strength to their efforts in seeing the implementation of any agreements between the two Parties to the Conflict.

As time progressed towards the requirement of very important and tough periods of diplomacy and incentives, the Tokyo Donors Conference took shape in the form of three countries, namely the United States, Japan and Norway together with the European Union, assuming the mantle of Co-Chairs of the Tokyo Donor Conference.

Now, we all know how during the build-up to formulating the functions and agenda of this elite grouping, the Liberation Tigers of Thamil Eelam was sidelined and isolated by non other than the Host country of the latest meeting, in difference to the encouragement total involvement of the Government of Sri Lanka.

Now and again, at regular intervals this Host country has actively indulged in wooing the Government of Sri Lanka through offering various methods of facilitating training and support to its armed forces and providing Aid through its less obvious channels set up for such purposes. It has consistently turned a blind eye to the reality of the sufferings of the Tamil people at the hands of these armed forces, the perpetrators of violence.

It is glaringly obvious where this host country stands, when the person who presided over this latest meeting of the Co-Chairs, Mr Nicholas Burns himself had proclaimed, 21 October 2006, that the United States was signalling their strong support for the Government of Sri Lanka. He further reiterated, as if that was not enough endorsement, that they do not recognise or support the Liberation Tigers of Thamil Eelam. It was ironical that this was expressed on the eve of the Geneva talks.

Where then, is the integrity and diplomatic credibility of a nation that calls itself the defender of Freedom, Justice and Liberty of people around the world, who are suppressed and marginalized under repressive regimes ?

Is it not also then very clear, that there is little difference between this country’s stand and that of the paramilitary groups, the extremist JVP, the Buddhist Hela Urumaya and the marauding Sri Lanka Military ?

The United States and the European Union stand guilty of practising double standards on the Tamil National Issue, and do not possess the true credentials to participate in a fair and just manner as Co-Chairs when addressing the Parties to the Conflict.

This is an eye-opener for the Tamil people, in that here we see the drama of a very partisan exercise being enacted by the very same countries that is purported to bring the Parties to the Conflict to the negotiating table in an equal and equitable manner.

You Have Failed

The joint statement released by yourselves following your deliberations over two days as Co-Chairs on 21 November 2006 in Washington, would deem to have been read with Contempt by the entire Tamil population of Thamil Eelam.

You have miserably failed, to neither address nor comment on the prevailing volatile military activities along the borders of the Tamil homeland, on the continuing aerial bombardment of the Tamil homeland, on the near starvation and open-prison conditions of the Tamil people in the northern Jaffna peninsula.

You have miserably failed, to address nor comment on the killing of Tamil Parliamentarians, Tamil Journalists and Tamil Public figures carried out by the government of Sri Lanka through or in collusion their paramilitary collaborators

You have miserably failed, to address nor comment on the ongoing abductions and murders committed on a daily basis by the Armed forces of Sri Lanka and their paramilitary colleagues, in the Tamil homeland areas under their jurisdiction. In the year leading up to the anniversary of the presidency of Mahinda Rajapakse, more than, One Thousand and two Hundred (1,200) Tamils have been murdered by the Sri Lanka army and their paramilitary collaborators.

You have miserably failed to apply the principle of equality, in a fair and equitable manner, when addressing the violations of the Cease-Fire Agreement. The movement and amassing of government armed forces, the offensive exercises carried out these armed forces, the movement and installation of heavy armour to the borders of the Tamil homeland, the closure of the entry and exit points to the main arterial A9 road at Muhamalai and Omanthai, by the armed forces, the denial of food and medical supplies to the Tamil people, held within the confines of an army occupied region of their homeland

The CFA stipulates that the Government of Sri Lanka and the Liberation Tigers of Thamil Eelam shall be and are equal partners at the negotiating table in their endeavour to reach a peaceful negotiated settlement to the Tamil National Issue. This recognises GOSL as representing the Sri Lanka State and the LTTE representing the Tamil people at the negotiating table. This equality status has been well recognised by the Peace facilitators and held with respect and dignity by the Tamil Leadership. It is the GOSL delegation that tries repeatedly, to disrespect this principle in trying to dictate its nefarious and infamous authority over the Tamil Representatives.

More importantly you have miserably failed, due to your perceived intransigent support and favour of the Government of Sri Lanka, to correctly identify the main perpetrator of initiating the present hostilities. The Mavilaru episode is the creation of the Government of Sri Lanka, in not implementing its promises to provide adequate water resources to all farming communities irrespective of their racial origins. It went ahead with supplies only to their own newly settled Sinhalese farming community, and denied any for the Tamil farming community. It should also be stressed here, that immediately prior to this manoeuvred exercise, the government had amassed armed forces at the ready, near to this region.

Finally, you have miserably failed to display a broad and verifiable transparency in your approaches to the contentious issues that prolongs this conflict in the island.

The manner of your approach, decision-making and derived conclusions towards the very brutal human rights abuses and humanitarian violations now unleashed on the Tamil people by the Sri Lanka government, should be called into question.

INTERNATIONAL OBLIGATION

The Tamil people have a right to know what the true relationship that is currently exercised or prevalent between the International Community and the Government of Sri Lanka and between the International Community and Liberation Tigers of Tamil Eelam – the True representatives of the Tamil People.

To be impartial, dedicated and truthful towards finding a negotiated political settlement that recognises the aspirations of the Tamil people, that recognises their Right to Self-Determination, that would recognise the existence of a two-nation entity in the island of Sri Lanka, and to further promote and establish a permanent end to a conflict in the island as a whole, the following fundamental actions needs to be fulfilled.

Lift the Ban on the Liberation Tigers of Thamil Eelam

Give Legitimacy to the NorthEast homeland of the Tamil people

Recognise the Tamil Peoples’ Right to Self-Determination

Censure the Sri lankan Armed Forces on their breaches of international Law

Sanction the GOSL on their intransigent approach towards the Tamil National Issue

இலங்கையில் வன்செயல்கள் பெருகும் வேகமட்டம் மிக ஆபத்தான கட்டத்தை நோக்கிச் செல்வதுகண்டு அச்சம் வெளியிட்டிருக்கும் டோக்கியோ மாநாட்டின் இணைத் தலைமை நாடுகள், 2002ஆம் ஆண்டு யுத்தநிறுத்த உடன்படிக்கை மூலம் உருவாக்கப்பட்டசரித்திர முக்கியத்துவம் வாய்ந்த சந்தர்ப்பத் தைப் பற்றிப் பிடித்து இரு தரப்புகளும் இறுதித் தீர்வைக் காண்பதற்கு முன்வரவேண்டும் என்றும் அழைப்பு விடுத்திருக்கின்றன.

திட்டமிட்ட வன்முறைகள்மூலம் போர்நிறுத்த உடன்படிக் கையை மீறிச் செயற்படுவதாக தரப்புகளைக் கண்டித்திருக் கும் இணைத்தலைமை மாநாட்டின் கூட்டறிக்கை, ஏ 9 வீதி யைத் திறப்பது உட்பட போர்நிறுத்த உடன்படிக்கைக்கு மதிப்பளித்து அதனை முழுமையாக நடைமுறைப்படுத்து மாறும் தரப்புகளை வற்புறுத்திக் கேட்டிருக்கிறது.

போர்நிறுத்தக் கண்காணிப்புக் குழு வுக்கு வழங்கப்பட்ட ஆணைகளை மதித்து அவர்களின் பாதுகாப்பை உறுதிப்படுத்துவது மற்றும் சர்வதேச மனித உரிமைகள் சட்டங்களை மதித்து நடப்பது ஆகிய விடயங்களில் இருதரப்புகளுக்கும் இருக்கின்ற பொறுப்புகளை கூட்டறிக்கை வற்புறுத்திச் சுட்டிக்காட்டியுள்ளது.

இலங்கைக்கு உதவி வழங்கும் நாடு களைப் பிரதிநிதித்துவப்படுத்தும் இணைத் தலைமையின் இருநாள் மாநாடு வாஷிங்ட னில் முடிவடைந்தது. மாநாட்டின் இறுதியில் இணைத் தலைமைகளான அமெரிக்கா, ஜப்பான், ஐரோப்பிய ஒன்றியம், நோர்வே ஆகிய நாடுகளின் பிரதிநிதிகள் ஒப்பமிட்ட கூட்டறிக்கை வெளியிடப் பட்டது.

நோர்வேயின் சர்வதேச அபிவிருத்தி அமைச்சரும் இலங்கை சமாதான முயற்சி களுக்குப் பொறுப்பான அமைச்சருமான எரிக் சொல்ஹெய்ம் இந்தக் கூட்டறிக்கையை வெளியிட்டார்.

கூட்டறிக்கையின் முழு விபரம் வருமாறு,

டோக்கியோ நன்கொடை மாநாட்டின் இணைத் தலைமை நாடுகளான நோர்வே, அமெரிக்கா, ஐரோப்பி யூனியன், ஜப்பான் என்பனவற்றின் கூட்டம் நவம்பர் 21 ஆம் திகதி வாஷிங்டனில் நடந்தது. இலங்கையில் வன்செயல்கள் பெருகும் வேக மட்டம் மிக ஆபத்தான கட்டத்தை நோக்கிச் செல்வது கண்டு இணைத் தலைமைகள் துணுக்குற்றுள்ளன. இந்த வன்செயல் பெருக்கத்தால் குறிப்பிடத்தக்க அளவு உயிரிழப்புகள் ஏற்படுகின்றன. மனித உரிமை மீறல்களும் பரந்து பட்ட அளவில் நடக்கின்றன. இலங்கை அரசும், விடுதலைப் புலிகளும் யுத்த நிறுத்த உடன்படிக்கையைத் திட்டமிட்ட முறையில் தொடர்ச்சியாக மீறி வருவதனை இணைத் தலைமைகள் இதன் மூலம் கண்டிக்கின்றன. நாட்டின் பிரச்சினையை சமாதானமாகத் தீர்க்கும் பொருட்டு 2002 ஆம் வருட யுத்த நிறுத்த உடன்படிக்கை மூலம் உருவாக்கப்பட்ட சரித்திர முக்கியத்துவம் வாய்ந்த சந்தர்ப்பத்தை இரு தரப்பினரும் பற்றிக் கொள்ள முன்வர வேண்டுமென்றும் இணைத் தலைமைகள் இதன் மூலம் இரு தரப்பாருக்கும் அழைப்பு விடுக்கின்றனர். நிலைத்து நிற்கக் கூடியதும், வளமானதுமான தீர்வைப் பேச்சு மூலம் கண்டறிந்து விட வேண்டும் என்ற பற்றுறுதி மட்டுமே சுற்றிச் சூழ்ந்து வரும் பகைமை உணர்வுகளைத் தணிக்கவும், மனித உரிமை மீறல்களை மாற்றியமைக்கவும் உதவும்.

மக்கள் வாழும்பகுதிகள் சனத்தொகை கூடுதலான உள்ள பகுதிகளில் இருந்தவாறு பகைமையையும், மோதல் உணர்வு களையும் விடுதலைப் புலிகள் தூண்டுவதை இணைத் தலைமைகள் கண்டிக்கும் அதேவேளை, இந்த மக்கள் கூடுதலாக வாழும் பகுதிகளை நோக்கி எதிர்த் தாக்குதல்களை இலங்கை அரசு மேற்கொண்டு, அப்பாவிப் பொது மக்களைக் கொல்வதையும், காயப்படுத்துவதையும் இணைத் தலைமைகள் இதனால் தமது கண்டனங்களைத் தெரிவிக்கின்றன.

நவம்பர் 8 ஆம் திகதியன்று இலங்கை யுத்த நிறுத்தக் கண்காணிப்புக் குழுவின் தலைவர் தாக்குதலுக்கு உள்ளான சம்பவமானது இணைத் தலைமைகளை சஞ்சலப்படுத்தி வைத்திருக்கிறது. யுத்த நிறுத்த கண்காணிப்புக் குழுவின் சகல தீர்ப்புகளுக்கும், விதப்புரைகளுக்கும் மதிப்பளிப்பது மற்றும் "ஏ9' பாதை திறப்பு உட்பட யுத்த நிறுத்த உடன்படிக்கையை முழுமையாக நடைமுறைப்படுத்துவது என்பவற்றுக்கான பொறுப்புகள் இரு தரப்பாருக்கும் இருக்கிறது என்பதையும் இணைத் தலைமைகள் இதன் இரு தரப்பாருக்கும் ஞாபகப்படுத்தி வைக்கின்றன.

ஜெனிவா பேச்சு

ஜெனிவாவில் ஒக்டோபர் 28, 29 ஆம் திகதிகளில் நடந்த பேச்சை இணைத் தலைமைகள் அங்கீகரிக்கின்ற அதேவேளை தீர்வுக்கான யோசனை ஒன்று முன்வைக்கப்படுமிடத்து, முன் நிபந்தனைகள் எதுவும் இல்லாமல், மேலும் பேச்சு மேற்கொள்ளப்படுவதற்கு வசதியாக பேச்சை முன்னெடுப்பதற்கான நிலையான அட்டவணைக் கட்டமைப்பு ஒன்றை உருவாக்குவதற்கு இரு சாராரும் திடசங்கற்பம் கொள்ள வேண்டும் என்றும் இணைத் தலைமைகள் வேண்டி நிற்கின்றன. தீர்வுக்கான யோசனைகளை இலங்கை அரசு, பேச்சுக்கு வாய்ப்பாக முன்வைக்க முடியும் என்று இந்த ஜெனிவாப் பேச்சில் குறிப்பிட்டிருந்தது. விடுதலைப் புலிகளின் தூதுக் குழுவும் இதனை வரவேற்றிருந்து.

இனப்பிரச்சனைக்குத் தீர்வு காண சிறிலங்கா அரசாங்கமும் தமிழீழ விடுதலைப் புலிகளும் பேச்சுக்கள் நடாத்த வேண்டும் என்று அமெரிக்கா வலியுறுத்தியுள்ளது.

வொசிங்க்ரனில் நடைபெற்ற இணைத் தலைமை நாடுகளின் கூட்டத்துக்குப் பின்னர்

அமெரிக்காவின் இராஜாங்க திணைக்களத்தின் சார்பு செயலாளர் நிக்கலஸ் பேர்ன்ஸ் ஊடகவியலாளர்களிடம் கூறியதாவது:

சிறிலங்கா அரசாங்கம் மற்றும் தமிழீழ விடுதலைப் புலிகள் குறித்து அமெரிக்கா நடுநிலை வகிக்காது. அமெரிக்க மண்ணில் தமிழீழ விடுதலைப் புலிகள் இயக்கம் தடை செய்யப்பட்டுள்ளது.
