பிரித்தானிய வெளியுறவு அமைச்சிலிருந்து எனக்கு வந்த பதில்.

அண்மைக்காலமாக வன்னியில் நடக்கும் எம்மக்கள் மீதான இனக்கொலை சம்பந்தமான படங்களையும், ஒளிப்பதிவுகளையும் சேகரித்து அவற்றில் சிலவற்றைத் தெரிந்தெடுத்து கடிதங்களுடன் இணைத்து பலருக்கும் அனுப்பியிருந்தேன். அவுஸ்த்திரேலிய, பிரித்தானிய, அமெரிக்க வெளியுறவுத்துறைகள், சர்வதேச மன்னிபுச்சபை, சர்வதேச செஞ்சிலுவை, ஆசிய மனிதவுரிமைகளுக்கான அமைப்பு என்று பலருக்கும் இப்பிரதிகளை அனுப்பியிருந்தே. எவரும் பதில் எழுதவோ அல்லது உங்கள் பிரச்சனைகளை விளங்கிக் கொள்கிறோம் என்றோ ஒரு வார்த்தையேனும் தெரிவிக்கவில்லை. பலரிடமிருந்து தானியங்கிப் பதில்கள் வந்திருந்தனவே ஒழிய உண்மையான பதில் வரவில்லை.

ரெண்டு மூன்று நாளைக்கு முன்னர் பிரித்தானிய வெளியுறவுத்துறையிடமிருந்து ஒரு பதில்க் கடிதம் வந்திருந்தது. அதில் வங்கதேச, இலங்கை, மாலைதீவுகளுக்கான பிரித்தானிய வெளியுறவுத்துறையின் தென் ஆசியக் குழு உறுப்பினர் ஒருவர் எழுதியிருந்தார். நிலமைகள் ஓரளவிற்குத் தமக்குத் தெரியுமென்றும், கொத்தணிக்குண்டுகளின் பாவணை பற்றித் தாம் கேள்வியுற்றதாகவும், மக்கள் கொல்லப்படுவது பற்றிக் கவலைப்படுவதாகவும் குறிப்பிட்டிருந்தார். மேலும் இலங்கை சம்பந்தமான நடவடிக்கைகளுக்கென தாம் ஒரு விசேட பிரதிநிதியை நியமித்துள்ளதாகவும் அவர் இலங்கை அரசுடன் தமிழர் படும் அவல்ம் குறித்து பேசி வருவதாகவும் குறிப்பிட்டிருந்தார். இவை வழக்கமான கண்துடைப்புப் பதில்கள் என்றாலும், எமது குரல் சில இடங்களில் கேட்கத் தொடங்கியிருக்கிறது என்பதில் ஓரளவு மகிழ்ச்சியே.

Dear Anton,

Thank you for your e-mail of 13 February 2009, about the situation in Sri Lanka. The South Asia Group at the Foreign and Commonwealth Office which leads on Sri Lanka issues has been asked to reply.

We are extremely concerned about the impact that the conflict in northern Sri Lanka is having on civilians. Recent military developments have given rise to a deteriorating humanitarian situation. Civilians have been killed, while others have been wounded and are in desperate need of medical treatment. Humanitarian agencies are not able to deliver assistance. In a statement on 29 January, the Foreign Secretary called for an immediate humanitarian ceasefire in Sri Lanka so that civilians have the opportunity to move away from the conflict area and humanitarian assistance can be safely delivered. Wounded civilians must receive the care they urgently need and if necessary must be safely evacuated to appropriate medical facilities where they can be treated. We continue to urge all parties to facilitate safe and open access for humanitarian agencies to work in areas affected by the conflict and to abide by their obligations under International humanitarian law.

In January, the Department for International Development committed an additional

£2.5 million in humanitarian aid to the £2.5 million already provided in October 2008. These funds are being used to help underwrite the efforts of key UN agencies, the International Committee of the Red Cross (ICRC) and other humanitarian agencies organisations on the ground in Sri Lanka to provide protection and deliver humanitarian assistance.

We are aware of reports of the use of cluster munitions. The military hostilities and the lack of independent information coming out of northern Sri Lanka make it difficult to verify them independently. We have raised this directly with the Sri Lankan government and they have denied the use of such cluster munitions by their military in any operations. The suffering caused by cluster munitions in any conflict is of serious concern to the UK, which is why the Foreign Secretary signed the Convention on Cluster Munitions in December 2008. The UK is committed to encouraging the widest possible support for the new Convention, and to complementary international efforts within the UN framework.

Attacks which endanger civilians, medical facilities, their patients and staff are prohibited at all times, irrespective of the types of weapons used. International Humanitarian Law is unequivocal, and we have consistently called on all parties in this conflict to respect their specific obligations in this regard.

We remain concerned about the deteriorating human rights situation in Sri Lanka, which appear to affect the Tamil population disproportionately. The continuing abductions, disappearances, violence and intimidation against the media are of particular concern. We raise human rights concerns with the Sri Lankan authorities whenever possible. Violations must be investigated thoroughly and independently and those responsible must be brought to justice. We are working closely with international partners and the Government of Sri Lanka to strengthen human rights mechanisms and to bring the perpetrators of human rights violations to justice.

We condemn the killing of civilians by indiscriminate bombing in the strongest possible terms and have urged all parties to the conflict in Sri Lanka to take action to avoid civilian casualties.

In his Written Ministerial Statement of 21 January, the Foreign Secretary called on both sides to respect their obligations under international humanitarian law and to ensure the safety of civilians. We continue to underline to both sides the importance of protecting civilians in ongoing military activity, both by avoiding civilian casualties in bombing raids and by allowing civilians to move away from potential military targets.

The UK wishes to work constructively with the Government of Sri Lanka to help alleviate the humanitarian situation. We believe that for peace to be sustainable, an inclusive political process that takes fully into account the legitimate concerns of all Sri Lankan communities, Sinhalese, Tamil and Muslim, is essential. The UK will do what it can to help.

On 12 February the Prime Minister appointed Des Browne, MP, as his Special Envoy for Sri Lanka. The appointment of an envoy is a measure of the UK's commitment to work constructively with the Government of Sri Lanka. Presently, the Sri Lankan government has yet to accept the appointment. We continue to discuss this appointment with them.
