It’s a busy weekend in Toronto with multiple events and parades for Canada Day and the Pride festival. Here’s a look at the major road closures, fireworks displays and reductions in service.

Road closures

The Pride festival closes Church St. from Carlton to Hayden Sts. from 6 p.m. Friday to 6 a.m. Monday.

On Saturday, the Pride and Remembrance Run will close Wellesley St. from Jarvis St. up to and including Queen’s Park Circle from 8:30 a.m. to noon.

Also Saturday, the Dyke March will close several streets from 9 a.m. to 5 p.m. The parade itself runs from 2 to 4 p.m., starting at Church and Hayden Sts., heading north to Bloor St. E., turning west to Yonge St., then heading south to Carlton St. before looping east for a finish at Allan Gardens.

Sunday’s Canada Day parade will close Queen’s Park Circle from College St. to Hoskin Ave. from 6:30 a.m. to 7 p.m.

In Scarborough, another Canada Day parade will close Brimley Rd. from Progress Ave. to Ellesmere Rd. from 1 to 6 p.m. and from Ellesmere Rd. to Lawrence Ave. E. from 3 to 8 p.m. Ellesmere Rd. will be closed from Midland Ave. to McCowan Rd. from 4 to 5 p.m.

Also Sunday, the Pride Parade will close roads from 8 a.m. to 6 p.m. Floats will take up Rosedale Valley Rd. from Bayview Ave. to Park Rd. before the parade kicks off at Church St. and Bloor St. E., heading west to Yonge St., turning south until Gerrard St. and looping east to Church St.

Fireworks

Torontonians have many opportunities to watch fireworks across the GTA on Sunday night. Here are some locations, many following daylong celebrations:

Monday holiday closures

The Beer Store and most LCBO locations will be open Sunday, but all locations will be closed Monday. Yorkdale mall will be closed Monday.

Also closed will be libraries, government offices and most banks. Mail service will be postponed until Tuesday, as will garbage service for most GTA regions.

Tourist and shopping sites will remain open, including the Toronto Zoo, the ROM, Canada’s Wonderland, the Eaton Centre, and Square One mall.

The TTC will run on a holiday schedule, while GO Transit operates on its Saturday schedule.

Ongoing dispute ended in Scarborough murder, police allege

TORONTO - Nirosan Thillainathan chased his alleged killer after the two men renewed old hostilities, a Toronto Police homicide investigator said Monday.

Thillainathan, 22, bumped into his accused murderer Sunday at a gas station near McCowan and Pitfield Rds, Det.-Sgt. Tam Bui said.

Thillainathan and his accused killer knew each other and had an ongoing dispute, which the once again fought over at the gas station.

Both men were accompanied by friends and after a heated argument, the group split up, Bui said.

A little while later, Thillainathan and his friends again bumped into his accused killer and a fight began in an apartment building parking lot at 360 Pitfield Rd.

A friend of the accused killer called 911 around 2 a.m. Sunday to report that Thillainathan and his friends were assaulting them.

The alleged killer and his friends then fled the parking lot in an SUV, Bui said, adding Thillainathan and his friends chased the SUV.

“The SUV broke down,” said Bui, noting the group of men then resumed their fight on the roadside, near McCowan Rd. and Hwy. 401.

Thillainathan was fatally stabbed in the chest and stomach during the altercation and was left in a roadside ditch, Bui said.

“It was a happenstance occurrence that got way out of control,” said Bui, who’s still examining the nature of the ongoing dispute between Thillainathan and his alleged killer, but noted it doesn’t seem to be gang-related.

“The victim’s friends left him at the scene and fled,” said Bui, explaining it’s those men who he really needs to speak with now.

“They’re not being looked at for any criminal offence and are likely material witnesses to their friend’s murder,” said Bui, asking they contact police.

Zishan Malik, 20, of Toronto, has been charged with second-degree murder.

Toronto police are urging the mayor to get a driver, even though they will not be investigating after a picture began circulating on Twitter of the mayor reading while driving.

“On behalf of all the citizens of Toronto that value road safety, Mr. Mayor… please get a driver,” Sergeant Tim Burrows wrote on the Toronto police’s Facebook page. “It is obvious that you are busy enough to require one and no amount of money you are saving by not having one is worth the life of one of your citizens.”

Toronto Police Sgt. Tim Burrows wrote the Facebook post Tuesday afternoon after a picture of Mayor Rob Ford reading while driving began circulating online.The post was later modified and the last sentence was removed.Mark Pugash, spokesman for the Toronto Police, said he had instructed Sgt. Burrows to remove the “inappropriate” sentence.“It’s not for us to lecture people,” said Mr. Pugash. “That’s not our job.”Toronto police Constable Marco Ricciardi also re-tweeted Avery Nathens, Director of Trauma at St. Michael’s Hospital and Professor of Surgery at the University of Toronto, saying:

“Mayor Ford, I invite you to visit our trauma unit & see the result of distracted driving.”

Mr. Pugash said the distracted driving laws only cover electronic devices. Last week, police charged a 63-year-old woman with careless driving in Woodstock after an officer spotted her reading a book while driving at 100 kilometres per hour on Hwy 401.

However, Mr. Pugash said the two cases were entirely different and that an offence is only considered in the context of all related circumstances like speed, time of day and location.

Constable Clint Stibbe said reading is no different from changing radio stations while driving, and there will be no investigation launched because there is no evidence that Mr. Ford broke any laws. Const. Stibbe said evidence such as excessive braking, speeding or a collision are needed.

Messages to the mayor’s office for his reaction to the police statement were not returned.

The mayor did not deny that he was reading while driving. At a press conference this morning about his upcoming trip to Chicago to strengthen business ties between Toronto and Chicago, a reporter told the mayor that a picture of him reading and driving on the Gardiner Expressway was circulating on Twitter. When asked if it really was him, Mr. Ford answered flatly:

According to the CBC, the photo was tweeted by @RyanGHaughton who later tweeted that “the picture was taken around 10am while on the Gardner [sic] and traffic was moving at about 70 km heading eastbound just by Jameson.”

In the picture, Rob Ford is behind the wheel of his Cadillac Escalade looking at some printed ‘Letter-size’ papers in his right hand. His left hand is not visible in the picture.

Early Tuesday afternoon, @RyanGHaughton deleted his tweets about the picture, then closed his account itself prompting questions on social media sites if he was also driving while taking the picture.

This is not the first time Mr. Ford’s driving practices have come under public scrutiny.

The first incident happened last July when a woman said Mr. Ford gave her the middle finger after she and her six-year-old daughter admonished him for driving and talking on his cell phone with a thumbs-down gesture. The mayor called the incident a misunderstanding.

In October, a Toronto resident claimed to have seen Mr. Ford dialling and talking on his cell phone while the mayor was driving near Dundas Street and Spadina Street.

Earlier this summer in June, a streetcar driver accused Mr. Ford of illegally driving past a streetcar’s open doors at Dundas Street and McCaul Street. In that incident, Mr. Ford admitted to driving past the streetcar’s rear doors which he said were closed, but that he stopped behind the streetcar’s front doors.

The mayor has repeatedly turned down requests from his brother, Councillor Doug Ford, to get a driver like previous mayors before him.

During the conference, Mr. Ford said he was very excited to be travelling to Chicago from September 18 to 20. He will be travelling with George Cohon, the founder of McDonald’s in Canada and Russia, and Robert Deluce, chief executive at Porter Airlines.

It is not known if Mr. Ford, who was reportedly convicted of drunk driving in Florida in 1999, will be driving while in Chicago. Isaac Ransom, spokesman for the mayor’s office, said the trip is still a month away and that such details are still being planned.

“I don’t know the logistics of that portion of it yet and I can’t speculate at this point.”

Body parts belong to missing Toronto single mom

A single mother from Toronto was reported missing just days before parts of her body were found in two separate cities, police said Tuesday.

Peel Regional Police say that DNA testing has confirmed that the body parts found in Mississauga and Toronto in recent days belong to Hua Guang Liu, 41, of Scarborough.

Insp. George Koekkoek told reporters Tuesday that Liu was last seen alive on Aug. 10 and was reported missing the following day by friends. Her foot was found in the Credit River on Aug. 15.

Liu, a Canadian citizen of Chinese descent, was a single mother of three.

Until recently, Liu was "the owner of a now-defunct spa" on Eglinton Avenue in Scarborough, Koekkoek said.

He said police have executed search warrants in their investigation, including at a motel in Scarborough.

"We are working on suspect information," he said.

Police are treating Liu's death as a homicide.

"We have no reason to believe that this is anything other than an isolated case and that's the focus of our investigation thus far," Koekkoek said.

Police seek video from outside spa

The spa that Liu operated was known as Forget Me Not.

Helen Savo-Sardaro, the building manager for the complex where the spa was located on Eglinton Avenue, told CBC News that police told her that Liu left the spa at 5:30 p.m. on the day she disappeared.

Imran Bachcha, a pharmacist who works next door to the spa, said police have requested access to the video recorded by on-site security cameras.

Bachcha told CBC News that police were interested whether the cameras covered the exterior of the pharmacy.

They told him they were "doing some major investigations regarding that missing woman."

CBC News has also learned that a suitcase full of clothing found in Toronto on Monday is connected to the case.

The suitcase was found just two blocks from where some of Liu's remains were found.

Investigation launched after foot found

The investigation that led to Liu’s identification began when a human foot was found in the Credit River in Mississauga's Hewick Meadows Park last Wednesday. Other body parts were found nearby.

Savo-Sardaro said she knew who the victim was when police revealed details about what they had found.

"As soon as I heard it was yellow toenails, I knew it was her," she said.

On the weekend, Toronto police were alerted to the discovery of body parts on back-to-back days in the West Highland Creek.

After Liu was reported missing, Toronto police issued a news release with her description on Aug. 14.

She was described as being 5-1", weighing 108 pounds and having "thin eyebrows that are tattooed and long, straight auburn/brown hair."

Toronto Mayor Rob Ford is standing by his refusal to hire a chauffeur, saying he doesn’t believe in “wasting taxpayers’ money” on a driver for the chief magistrate of Canada’s largest city.

“A million people a day go to work in the city and they drive ... themselves. I don’t see why I’m any different. Right now, I’m not planning to go out and spend $50,000 or $60,000 to hire someone to drive me around,” Mr. Ford said Tuesday.

The mayor’s comments came a week after he was photographed reading papers while driving on the Gardiner Expressway, an incident that prompted calls for him to hire a driver, including from a senior Toronto police officer and the mayor’s own brother, Councillor Doug Ford.

Councillor Ford even floated asking council to essentially force a taxpayer-funded driver on his brother.

But the mayor, who has cemented his reputation as the ultimate frugal politician by refusing some of the traditional perks of his office, insisted he won’t heed those calls.

“They offered me a car when I first got elected, and a driver, and that was well over a $100,000 combined. I think that’s a waste of taxpayers’ money,” Mr. Ford said at a photo-op supporting a local boys’ soccer team.

In his first comments to reporters since initially shrugging off the Gardiner picture, the mayor also pointed out that his staff members sometimes take the wheel when shuttling him between events.

Last week’s incident isn’t the first bump on the road for Toronto’s mayor.

Mr. Ford has been caught talking on his hand-held cellphone while driving, and he had a verbal altercation with a Dundas streetcar operator after allegedly driving past the vehicle’s open doors. (The mayor later said he drove past the streetcar’s closed back doors but stopped before the open front doors.)
