கடந்த இரண்டு மாதத்தில் மட்டும் 700 சிறுவர்கள் அடங்கலாக 2018 தமிழர்கள் வன்னியில் கொல்லப்பட்டுள்ளதாக புலிகளின் குரல் வானொலி அறிவித்துள்ளது. புலிகளின் குரல் வானொலியின் "உறவுப் பாலம்" நிகழ்ச்சியூடாக இச் செய்தி வெளியிடப்பட்டுள்ளது.

அமெரிக்காவைத் தளமாக கொண்டு இயங்கும், மணித உரிமை அமைப்பும் 2000 தமிழர்கள் கொல்லப்பட்டிருப்பதாக அறிவித்துள்ளது, குறிப்பிடத்தக்க விடையமாகும். குறிப்பாக 700 சிறுவர்கள் கடந்த 2 மாதத்தில் கொல்லப்பட்டுள்ளனர். இலங்கை அரசானது , திட்டமிட்ட ரீதியில் இளைய சமுதாயத்தினரையும், சிறுவர்களையும் கொலைசெய்து வருவது, வருங்கால தமிழ் சமுதாயத்தை தளைக்கவிடாமல் வேரோடு களையும் நோக்கமே என்பது புலனாகிறது.

Voice of Tigers, the official radio of the Liberation Tigers of Tamileelam on Sunday said Sri Lankan armed forces have killed 2,018 Tamil civilians in January and February in Vanni and that 700 of the victims were children. The VoT has been airing a program, "Bridging the beloved" (U'ravup Paalam), where civilians have been providing details of their missing family members and whereabouts of the remaining members in the hope of locating their missed ones.

Some families were reporting that children as young as 5 years of age were missing during the artillery barrage by the Sri Lanka Army while they were displacing from a location to another. The radio broadcast has become a main source of information assisting people to find their kin and kith.

The US based Human Rights Watch, in its report issued on 20 February, have also put the civilian casualty figures at 2,000.

Newly obtained information places total civilian casualties at 7,000, with 2,000 deaths, the HRW said.

“During a three-week period from January 20 to February 13, 2009, independent observers in the Vanni collected information on 5,150 civilian casualties-1,123 deaths and 4,027 injuries-from the current fighting. This number was derived from a compilation of reports that recorded individual casualties, the date and place of the attack, and the nature of the attack," the HRW report stated.

Air attacks with cluster bombs, fire bombs and artillery barrage with cluster fitted shells have been systematically deployed by the Sri Lankan forces on civilian targets.

Human rights are universally applicable. Mahathma Gandhi said higher values in the form of rights are applicable to the least and the worst. Human rights norms treat people as human beings without categorizing them. Human rights activists are, therefore, expected to be above all differences, particularly, political ones. Those who speak of human rights have to first demonstrate they are tolerant of opposite views, however stupid those views may be. There cannot be a duality in human rights as between good persons and bad persons.

Tamil children lost their rights 61 years ago when all power of government was handed over to the majority Sinhalese.

Most Tamils wanted to, and some actually did, believe that when someone speaks about "inhuman practice of Tamil child soldiers" possessed “good intentions". But, now even Human Rights Watch (HRW) says more than 500 children have been killed by Sri Lanka and the death continues everyday. So, the real question is does anyone truly care about Tamil children? If so, where are they and what exactly they are doing?

The unilateral cessation of hostilities declared by the LTTE and government separately since December 24, 2001 and the official ceasefire brokered by Norway from February 22, have ushered in an atmosphere of tranquility in the hitherto bloody theatre of conflict the Tamil dominated northern and Tamil majority eastern provinces of the Island. The Tigers have given the lead in that peace process. Be it the unilateral declaration of cessation of hostilities, the signing of the ceasefire agreement, the opening of the A - 9 highway or nominating ceasefire monitors, the LTTE has been the 'first'. LTTE did invite the AI, UNICEF and other organizations to visit the LTTE controlled regions and conduct its own fact finding mission independently during peace process. LTTE assured of free movement and confidential access to people. Subsequently, many did visit and noticed LTTE is cooperating to combat child recruitment.

However, the same cannot be said about Sri Lanka. In May 2000, the UN finally adopted the optional protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict. The optional protocol signed by 93 states and ratified by 15, including Sri Lanka has come into force from February 12, 2002. This prohibits governments and armed groups from using under 18's in hostilities, bans all compulsory recruitment of under 18's, raises minimum age and requires strict safeguards for voluntary recruitment, bans specifically all forms of recruitment of under 18's by non - governmental armed groups.

The international community is successful in weakening the Tamil National Liberation Movement. Declaring Tamil Tigers (LTTE) as a “terrorist organisation”, levelling allegations of “recruiting child soldiers”, and persecuting Tamil associations abroad as “front organisations” of the LTTE are some of the better-known tactics. Foreign “mediation” is another such tactic. Today, as the war rages, the most powerful countries cannot even force Sri Lanka for a temporary ceasefire!

How many NGOs in Sri Lanka or abroad are raising their voice against the total violation and inhuman treatment of Tamil children in the northeast?

* What is the condition of schooling, assuming there is a school?

* Was there a single school building spared from aerial bombardment in Vanni?

* Who is worried about problems of malnutrition of the children in war torn areas?

* When children are pushed into the refugee camps in thousands and meted out the worst form of inhuman treatment why are most activists conspicuously silent?

Is it because they are Tamil children, or was it because speaking of human rights at that time could have upset the plans of the war- mongers??

Rights of children and the international standards in this respect would be meaningful if those children were living a condition in which all necessities are provided for by the state. In Sri Lanka the very right to survive was threatened by indiscriminate bombardment, starvation and denial basic health care. Under such conditions how on earth could one think of blocking these children from taking their own decision – even seeking refuge with the militants for the sake of mere survival?

Is there any single NGO or activist who speaks of child conscription and the rights of the child who would come forward to guarantee Tamil children all the facilities enjoyed by their counterparts in the Sinhala Sri Lanka or elsewhere?
