இலங்கையில் நடைபெற்ற இறுதி யுத்தம் தொடர்பான போர்க்குற்ற குற்றச்சாட்டுகள் பற்றி ஐ.நா. செயலாளர் நாயகம் பான்கீ மூனுக்கு ஆலோசனை வழங்குவதற்காக நியமிக்கப்பட்ட நிபுணர் குழுவின் அறிக்கை பான்கீ மூனிடம் கையளிக்கப்பட்டுள்ளது. இதன் பிரதி ஒன்றும் இலங்கை அரசுக்கு வழங்கப்பட்டிருக்கின்ற நிலையில் அந்த அறிக்கையை இலங்கை அரசு கடுமையாக விமர்சித்து நிராகரித்தும் உள்ளது. இந்நிலையில் இந்த நிபுணர் குழுவின் அறிக்கையில் என்ன குறிப்பிடப்பட்டுள்ளது என்பது பற்றிய விபரங்கள் உத்தியோகபூர்வமாக இன்னமும் வெளியிடப்படாத நிலையில் தகவல்கள் கசிந்து கொண்டிருக்கின்றன.. இந்த நிபுணர் குழு அறிக்கையின் முக்கிய அம்சமாக சர்வதேச விசாரணை பொறிமுறை ஒன்றை பான்கீ மூன் அமைப்பதற்கு நடவடிக்கை எடுக்க வேண்டுமென சிபாரிசு செய்திருப்பதாக நம்பத்தகுந்த இராஜதந்திர வட்டாரங்கள் தெரிவிக்கின்றன. நிபுணர் குழுவின் அறிக்கை இன்று ஐ.நா. செயலாளர் நாயகம் பான்கீ மூனின் உத்தியோகபூர்வ தளத்தில் வெளியிடப்படும் எனவும் இராஜதந்திர வட்டாரங்கள் தெரிவிக்கின்றன. இவ்வறிக்கை இலங்கை நேரப்படி இன்று இரவு வெளிவரலாம் என எதிர்பார்க்கப்படுகிறது. Sri Lanka: Ban Ki-moon étudie un rapport de l'ONU sur des crimes de guerre

NEW YORK (Nations unies) - Le secrétaire général des Nations unies s'est donné plusieurs jours pour étudier un rapport d'experts de l'ONU sur des accusations de crimes de guerre commis par l'armée sri-lankaise contre les rebelles tamouls en mai 2009.

Ban Ki-moon, qui a reçu le document mardi, "va soigneusement étudier le rapport et décidera des suites dans les jours qui viennent", a expliqué un porte-parole de l'ONU, Farhan Haq.

"Il y a une forte pression pour l'ouverture d'une enquête sur les événements au Sri Lanka. Il serait surprenant que les experts ne le recommandent pas", a-t-il déclaré.

Selon l'ONU, 7.000 civils tamouls - 30.000 selon des ONG - ont été tués lors des derniers mois de cette guerre civile qui s'est achevée en mai 2009 avec la défaite des Tigres tamouls des LTTE.

Le ministère des Affaires étrangères du Sri Lanka, qui a reçu une copie du rapport, l'a estimé "partial" et "fondamentalement sans valeur".

"Parmi d'autres insuffisances, le rapport se fonde sur des documents manifestement partiaux, présentés sans vérification", a estimé le ministère dans un communiqué sans préciser les points qu'il récusait.

L'ONU avait mis en place un groupe de trois experts en juin 2010 pour enquêter sur la responsabilité supposée du gouvernement sri-lankais dans ces crimes de guerre.

Colombo a mis en place sa propre "Commission de réconciliation" chargée notamment d'étudier les raisons qui ont amené en 2002 à la rupture de la trêve entre le gouvernement et les rebelles tamouls.

CG Request an International inquiry for Srilanka war crime ,response to Panel’s Report

Human rights organizations, for their part, have reacted very favorably to United Nations Secretary-General Ban Ki-moon’s promise to release the full report to the public, once Sri Lanka’s leaders have had a chance to digest it. The report could be made public in a matter of days.

The U.N. panel focused much of its attention on the final few months of Sri Lanka’s 26-year civil war. The country’s Sinhalese majority government won decisively in its campaign against militant Tamil separatists in 2009.

Alan Keenan is a senior analyst on Sri Lanka with the International Crisis Group. He says he hopes the U.N. experts will ratchet up international pressure to get answers.

“We hope that they will concur with us that the current Sri Lankan government initiative is not adequate, and that therefore some kind of an international commission of inquiry is required,” said Keenan.

Keenan says it is very unlikely the United Nations Security Council or Human Rights Council would form an investigative body. That is partly because powerful veto-holding members Russia and China are sympathetic to the Sri Lankan position that the civil war investigation is an internal matter.

“We think the easiest and most likely [option] is for the Secretary-General himself to appoint some kind of investigative body, and that could have enough investigative powers to produce a further, more detailed study than this panel of experts has been able to do,” Kennan said.

Meenakshi Ganguly, South Asia director for Human Rights Watch, says she hopes the U.N. report will legitimize her group’s accusations, which Sri Lanka has dismissed in the past as part of a conspiracy.

“What we are hoping is that it will put a final end to this round of allegations hurled at human rights groups that everything is conjured up,” said Ganguly.

Ganguly says failure to approach the issue of civil war atrocities transparently will cost Sri Lanka’s government its legitimacy in the long run.

“If Sri Lanka now becomes the proponent for a government that carpet bombs civilians to win a war, that is not the message that is going to be acceptable to most that believe in human rights,” said Ganguly. “And Sri Lanka, in a way, is destroying its own credibility by doing this kind of thing, so eventually it will hurt them.”

பல நாட்களாக உறுத்துகின்ற ஒரு சம்பவம். ரொரன்ரோவில் மனிதச் சங்கிலி செய்த நேரம், ஏதோ ஒரு தளத்தில் ஒரு தாடி வைத்த வெள்ளையர் எமது போராட்டத்துக்கு ஆதரவு தருவது போல ஒரு பலகையைப் பிடித்தபடி நின்று கொண்டிருந்தார். அதை விடச் சிறிய அளவில் அவரின் பேட்டியும் வெளியாகியிருந்தது. உண்மையில் சொன்னப் போனால் அவர் ஒரு வீடில்லாத கனடாக் குடிமகன். அவர் தொடரூந்து நிலையத்தின் நடைபாதையில் இருப்பதைப் பல தடவை நான் கண்டிருக்கின்றேன்.

ஏன் நாங்கள் இப்படி பொய்யான விளம்பரங்களில் ஈடுபட்டு எம்மை நாமே ஏமாற்றிக் கொண்டிருக்கின்றோம்?? அல்லது யாரை நாங்கள் ஏமாற்றுகின்றோம்?
