இலங்கையின் இராணுவ நடவடிக்கைகளில் கொடுமை நிறைந்த நிகழ்ச்சியாக குழந்தைகள் காப்பகம் தாக்கப்பட்டு குண்டுமாரி பொழிந்து 60-க்கும் மேற்பட்ட இளஞ்சிறார்களை கொன்று குவித்திருப்பது மனிதாபிமானம் ஒரு சிறிதும் அற்ற செயல் என்றே கருதப்பட வேண்டியுள்ளது.

மனித நேயத்தில் தோய்ந்துள்ள எவராயினும் அவர்களால் மன்னிக்கப்பட முடியாத நிகழ்ச்சிகளுக்கு முற்றுப்புள்ளி வைக்கப்பட வேண்டும் என்பதில் இருவேறு கருத்துக்கு இடமே இல்லை என்று கலைஞர் கருணாநிதி தனது அறிக்கையில் தெரிவித்துள்ளார்.

The United Nations Children's Fund (UNICEF) Tuesday said that the bombing on Monday of a Vallipunam Sencholai compound in Mullaithivu district that reportedly killed dozens of girls and wounded many more is a "shocking result of the rising violence," in Sri Lanka and called on all parties to respect international humanitarian law and ensure children and the places where they live, study and play are protected from harm. "These children are innocent victims of violence," said Ann M. Veneman, UNICEF Executive Director.

UNICEF: Children are victims of the conflict in Sri Lanka

Colombo, New York, Geneva, 15 August 2006 – The bombing on Monday of a Vallepuram compound in Mullaitivu district that reportedly killed dozens of girls and wounded many more is a shocking result of the rising violence in Sri Lanka, UNICEF said today.

"These children are innocent victims of violence," said Ann M. Veneman, UNICEF Executive Director. "We call on all parties to respect international humanitarian law and ensure children and the places where they live, study and play are protected from harm."

The compound in the northern part of the country was bombed, reportedly killing as many as 40 adolescent girls. Some 100 children were wounded, many critically. Girls from various schools in the nearby district of Mullaitivu and Kilinochchi were staying overnight at the compound, attending a two-day course in first-aid.

UNICEF staff from a nearby office immediately visited the compound to assess the situation and to provide fuel and supplies for the hospital as well as counselling support for the injured students and the bereaved families.

This latest incident comes amidst escalating hostilities in Sri Lanka in recent weeks, where tens of thousands of children were displaced from their homes. Hundreds of children have been injured, lost family members, and live in constant fear of the violence and continuous shelling of their communities.

UN disputes Sri Lanka raid claims

About 100 children are being treated in hospital, Unicef says.

UN officials and truce monitors in Sri Lanka have rejected government claims that children killed in an air force raid on Monday were child soldiers.

The team, from the UN children's fund (Unicef) and the Swedish-led Sri Lanka Monitoring Mission, visited the site and said victims were schoolchildren.

Tamil Tiger rebels say the raid targeted an orphanage and that 61 children were killed.

The government on Tuesday repeated its claim that it had hit a rebel facility.

The air strike took place early on Monday in the rebel-controlled northern district of Mullaitivu. A Unicef team went to the area later in the day.

Unicef spokeswoman Joanna Van Gerpen told AFP news agency that the victims had been "children from surrounding schools".

She said the team had visited a local hospital, where more than 100 children, mostly girls aged 16 to 19, were being treated - mostly for shrapnel injuries.

Ms Van Gerpen could not confirm how many people had died in the raid.

A spokesman for the Sri Lanka Monitoring Mission (SLMM) - which also visited the area - said no sign of rebel activity had been recovered from the site.

The government says the bombed facility was a rebel training camp.

'No war experience'

On Tuesday Sri Lankan government spokesman Keheliya Rambukwella dismissed the statements by Unicef and the SLMM, saying the groups had not used military experts to reach their conclusions.

"They have not sent people with any war experience to study the place," Mr Rambukwella told reporters in Colombo.

"We have studied this for three years and know what was going on. They used this place to provide combatants to the Tigers."

Meanwhile, fighting has been continuing between troops and rebels in the northern Jaffna peninsula.

The government has also been carrying out a huge search operation, saying the rebels have moved into civilian districts.

The military said it was using the air force against rebel positions

It says it fears reprisal attacks after Monday's violence.

Schools have been closed early for holidays in the capital, Colombo, after a bomb exploded near the Pakistani high commissioner's car on Monday, killing seven people.

The Tigers have ruled out peace talks with the government while heavy fighting continues between the two sides.

The recent flare-up in fighting has prompted international alarm that a 2002 ceasefire agreement is unravelling.

The truce aimed to halt more than two decades of war between the government and the rebels, who want an independent homeland for minority Tamils in the north and east.

It remains officially in effect, despite months of violence.

Sri Lanka gov't justifies airstrike on youths

(Kyodo) _ The Sri Lankan government on Tuesday justified Monday's airstrike on a compound in northeastern Mullaitivu district where the Tamil Tigers claimed over 60 schoolgirls were killed.

Government spokesman Keheliya Rambukwella described the bombed facility at a news briefing as a Tamil Tiger "transit camp" and not an "orphanage" as initially claimed by the Liberation Tigers of Tamil Eelam.

The U.N. Children's Fund, which visited the scene from its office at Kilinochchi, a rebel-held area closest to the location, said Tuesday that "dozens of girls" had been killed and many more wounded.

"These children are innocent victims of violence," said Anne Veneman, UNICEF's executive director. "We call on all parties to respect international humanitarian law and ensure that children and the places where they live, study and play are protected from harm."

The statement said, "As many as 40 adolescent girls were reportedly killed," but UNICEF gave no death toll from the airstrike.

However, observers from UNICEF and the Nordic Sri Lanka Monitoring Mission (SLMM) who visited the scene said they saw only 19 bodies, both male and female, though an SLMM spokesman said that several more had been removed when they reached the scene.

Rambukwella said that the LTTE were saying different things at different times after the bombing.

"First they said it was a school, then it was a nurses' training center and then it became an orphanage," he said.

He said that as far as the military was concerned the victims were terrorists deployed to kill government soldiers.

"Does UNICEF expect us to pamper them (underage soldiers) when they come to kill our troops?" he asked. "What matters is not their gender, nor their age but what they do."

Video clips from a surveillance aircraft showed a location in what appeared to be a jungle area with no habitation around. A tree canopy and a tall parapet wall were visible.

Film shot after the strike showed indistinguishable figures running. Government spokesmen described them as Tiger cadres.

The SLMM's Thorfinnur Omarsson said the target appeared to be civilian and no rebel uniforms or other material had been recovered from there.

He agreed that the place may have been used in the past as a military training camp because the location was good for that.

Jehan Perera, director of the National Peace Council, an nongovernmental organization actively advocating peace in Sri Lanka, said that even if the site were a training camp for child soldiers, it should not have been bombed.

"Everybody knows that the LTTE conscripts child soldiers," he said. "The children have no option. So do you bomb them for that?"
