Israel in talks with Congo and other countries on Gaza ‘voluntary migration’ plan

Senior official says Jerusalem working on postwar resettlement of Palestinians from Strip; some ministers tout Saudi Arabia as destination for Gazans seeking construction work

The “voluntary” resettlement of Palestinians from Gaza is slowly becoming a key official policy of the government, with a senior official saying that Israel has held talks with several countries for their potential absorption.

Zman Israel, The Times of Israel’s Hebrew sister site, has learned that Prime Minister Benjamin Netanyahu’s coalition is conducting secret contacts for accepting thousands of immigrants from Gaza with Congo, in addition to other nations.

“Congo will be willing to take in migrants, and we’re in talks with others,” a senior source in the security cabinet said.

 

Congo has high levels of inequality, and 52.5 percent of the population lives below the poverty line, according to the World Food Programme.

Meanwhile, Gaza is facing a growing humanitarian crisis amid the Israel-Hamas war, which was sparked on October 7 when thousands of terrorists stormed the border and rampaged through southern Israeli communities, massacring some 1,200 and kidnapping approximately 240 more as hostages in the Strip.

Last Monday, Netanyahu told a Likud faction meeting that he is working to facilitate the voluntary migration of Gazans to other countries.

“Our problem is [finding] countries that are willing to absorb Gazans, and we are working on it,” he said.

The prime minister was responding to Likud MK Danny Danon, who claimed that “the world is already discussing the possibilities of voluntary immigration,” though the idea has been roundly rejected by the international community.

The far-right Religious Zionism and Otzma Yehudit parties, headed by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben Gvir, respectively, have backed the plans for migration.

On Tuesday, the US State Department called out Smotrich and Ben Gvir for advocating the resettlement of Palestinians outside of Gaza, slamming their rhetoric as “inflammatory and irresponsible.” Smotrich dismissed the comments on Wednesday, claiming that over 70 percent of Israelis support the idea of “encouraging voluntary immigration” because “two million people [in Gaza] wake up every morning with the desire to destroy the State of Israel.”

Netanyahu’s office has issued statements in the past publicly insisting that Smotrich and Ben Gvir do not represent government policy on the matter, despite his own comments last week in support of a population transfer.

Ministers and lawmakers from Netanyahu’s Likud have also been advocating the policy.

On Tuesday, Intelligence Minister Gila Gamliel told Zman that “voluntary migration is the best and most realistic program for the day after the fighting ends.”

On Tuesday, during a conference held in the Knesset to examine possibilities for postwar Gaza, Gamliel said: “At the end of the war, Hamas rule will collapse. There are no municipal authorities; the civilian population will be entirely dependent on humanitarian aid. There will be no work, and 60% of Gaza’s agricultural land will become security buffer zones.”

In internal discussions, Gamliel presented a map of the Gaza Strip after the fighting that shows remaining residents boxed in. Israel would cut ties with Gaza and expand its security buffer zones; control the Philadelphi Corridor, which runs along the 14-kilometer (8.7-mile) Gaza-Egypt border (a plan attacked by an Egyptian lawmaker on Saturday after it was announced by Netanyahu); and establish a permanent naval blockade.

Gamliel said that Gaza must not be handed over to the Palestinian Authority, and Gazans must not be left in the Strip to be educated to hate, as that would mean that further attacks on Israel are only a matter of time. While rejecting the PA’s return, the government has offered few details on what political entity it wants to rule Gaza.

“The Gaza problem is not just our problem,” Gamliel said. “The world should support humanitarian emigration, because that’s the only solution I know.”

Likud’s Danon is another of the leading supporters of the plan to encourage Gazans to leave the Strip.

On Tuesday, he presented his five-step plan at a conference in the Knesset (demobilization, establishing a security buffer zone, Israeli presence at the Rafah border crossing between Gaza and Egypt, voluntary emigration, and eradicating the terrorist atmosphere).

In November, he published an op-ed piece in the Wall Street Journal along with Yesh Atid MK Ram Ben Barak in which the two detailed the plan for Palestinian migration for the first time, calling for “countries around the world to accept limited numbers of Gazan families who have expressed a desire to relocate.” Ben Barak later seemed to walk back the piece, claiming he had “not been completely understood.”

The security cabinet was supposed to meet Tuesday evening to discuss what will happen in Gaza at the end of the war.

Ministers intended to present their plans and in talks between some of them, the idea was also raised to ask Saudi Arabia to take in hundreds of thousands of Palestinians for work. The Gulf kingdom is in the midst of a tremendous construction boom and employs close to half a million workers, who currently come mainly from India, Bangladesh and other countries.

 

 

However, the security cabinet discussion was postponed until Wednesday due to the need for security consultations after Hamas’s deputy political leader, Saleh al-Arouri — wanted for years by Israel and seen as the group’s prime orchestrator of West Bank terrorism — was killed in an alleged Israeli strike in the Beirut suburb of Dahiyeh.

The idea of resettling Gazans was expected to take center stage during Wednesday’s security cabinet meeting.

The discussion comes amid growing frustration in Washington with Netanyahu’s government, which the Biden administration has continued to support diplomatically and militarily in the war against Hamas but has increasingly sparred with regarding planning for Gaza once the fighting ends.

கடந்த 2023 ஒக்டோபர் 7 ஆம் திகதி 2000க்கும் மேற்பட்ட பாலஸ்தீனத்தை சேர்ந்த ஹமாஸ் பயங்கரவாத அமைப்பினர், தெற்கு இஸ்ரேலில் அதிரடியாக தரை, கடல் மற்றும் வான் வழியாக நுழைந்து, தாக்குதல் நடத்தி, 1500க்கும் மேற்பட்டவர்களை மிருகத்தனமாக கொன்று, மேலும் சுமார் 250 பேர்களை கடத்தி சென்றனர்.

கடந்த ஒக்­டோபர் 7 ஆம் திகதி இஸ்­ரேலின் தென் பிராந்­திய நக­ரங்கள் மீது ஹமாஸ் போரா­ளிகள் ஊடு­ருவி தாக்­கு­தல்­களை நடத்­தினர். அதை­ய­டுத்து, ஹமா­ஸுக்கு எதி­ராக இஸ்ரேல் யுத்தப் பிர­க­டனம் செய்­த­துடன், ஹமாஸின் கட்­டுப்­பாட்­டி­லி­ருந்த பலஸ்­தீ­னத்தின் காஸா பிராந்­தியம் மீது இஸ்ரேல் தொடர்ச்­சி­யாக தாக்­கு­தல்­களை நடத்தி வரு­கி­றது.

இம்­மோ­தல்கள் ஆரம்­பித்து, இன்று 14ஆம் திகதி ஞாயிற்­றுக்­கி­ழ­மை­யுடன் 100 நாட்­க­ளா­கு­கின்­றன.

அதே­வேளை, காஸாவில் சுமார் 80 சத­வீ­த­மான மக்கள் இடம்­பெ­யர்ந்­துள்­ளனர்.

ஒக்­டோபர் 7ஆம் திகதி ஹமாஸ் நடத்­திய தாக்­கு­தல்­களால் இஸ்­ரேலில் சுமார் 1140 பேர் கொல்­லப்­பட்­ட­துடன், 250 பேர் பண­யக்­கை­தி­க­ளாக பிடிக்­கப்­பட்­டி­ருந்­தனர். அவர்­களில் இன்னும் 132 பேர் தொடர்ந்து பணயக்கைதி­க­ளாக உள்­ளனர் என இஸ்­ரே­லிய அதிகா­ரிகள் தெரி­வித்­துள்­ளனர்.

காஸா­வி­லுள்ள மக்­களில் நான்கில் ஒரு பங்­கினர் பட்­டி­னியால் வாடு­கின்­றனர் என ஐ.நா. மதிப்­­பிட்­டுள்­ளது. காஸாவின் 36 வைத்­தி­ய­சா­லை­களில் 16 வைத்­தி­ய­சா­லை­களே அதுவும் பகு­தி­ய­ளவில் இயங்­கு­கின்­றன என ஐ.நா. தெரி­வித்­துள்­ளது. மாண­வர்கள் பல மாதங்­க­ளாக பாட­சா­லைக்கு செல்ல முடி­யாத நிலையில் உள்­ளனர்.

காஸாவில் இஸ்ரேல் இனப்­ப­டு­கொலை செய்­வ­தாகக் குற்­றம்­சு­மத்­திய தென் ஆபி­ரிக்கா, காஸா மீதான தாக்­கு­தல்­களை நிறுத்­து­மாறு உத்­த­ர­விடக் கோரி, நெதர்­லாந்தின் ஹேகு நக­ரி­லுள்ள சர்­வ­தேச நீதிமன்­றத்தில் வழக்குத் தொடுத்­துள்­ளது. இவ்­வழக்கின் ஆரம்ப 2 நாள் பகி­ரங்க  விசா­ர­ணைகள் கடந்த வியாழன், வெள்ளி ஆகிய தினங்­களில் நடை­பெற்­றன.

இஸ்ரேல் சார்பில் ஆஜ­ரான சட்­டத்­­த­ர­ணிகள்   தென் ஆபி­ரிக்­காவின் இன அழிப்பு குற்­றச்­சாட்டை நிரா­க­ரித்­தனர்.

இஸ்­ரே­லிய சட்­டத்­த­ரணி டெல் பெக்கர் வாதா­டு­கையில், இஸ்ரேல் தற்­காப்பு நட­வ­டிக்­கை­யி­லேயே ஈடு­பட்­டுள்­ள­தா­கவும் அந்­ந­ட­வ­டிக்கை காஸா­வி­லுள்ள பலஸ்­தீன மக்­களை இலக்­கு­ வைக்­க­வில்லை எனவும் கூறி­னார்.

ஹமாஸ் இயக்­கத்­தினர், பெற்­றோர்களின் முன்­னி­லையில் சிறார்­க­ளையும் சிறார்கள் முன்­னி­லையில் பெற்­றோர்­க­ளையும் சித்­தி­ர­வதை செய்­தனர், மக்­களை தீக்­கி­ரை­யாக்­கினர், வல்­லு­ற­வுக்­குட்­ப­டுத்­தினர் எனவும் அவர் கூறினார்.

இன அழிப்பு குற்­றச்­சாட்டு தொடர்­பாக சர்­வ­தேச நீதி­மன்றம் இறுதித் தீர்ப்பை அறி­விப்­ப­தற்கு பல வரு­டங்கள் செல்லும் எனக் கரு­தப்­ப­டு­கி­றது.

எனினும் காஸா­­வில் கொலை­­­க­ளை­யும் அழி­வு­க­ளை­யும் நிறுத்­து­வ­தற்கு அவ­சர உத்­த­ரவு பிறப்­பிக்­கப்­பட வேண்டும் என்ற தென் ஆபி­ரிக்­காவின் கோரிக்கை தொடர்­பி­லேயே, நீதி­மன்­றத்தின் ஆரம்ப விசா­ர­ணை­களின் கவனம் குவிந்­தி­ருந்­தது.

The Israeli occupation forces (IOF) have acknowledged on Monday the killing of 3 additional officers of their Paratroopers Brigade and the wounding of 3 others in battles with the Palestinian resistance in Khan Younis, south of the Gaza Strip.

Israeli media reported that Today was an "Extremely difficult" day, detailing that the dead members were part of the 202nd battalion.

Israeli media published the names of the three dead IOF members, 2 Majors, a deputy commander of a battalion and a company commander, and a Captain who was a platoon commander.

 

As for the wounded, among them was an IOF member in the same battalion seriously injured, while the other 2 injuries were for two members from the 603rd engineering battalion.

 

 

This raises the number of killed Israeli soldiers to 535 since the start of the start of Operation al-Aqsa Flood, with 200 killed in action since the start of the Israeli invasion of the Gaza Strip on October 27.

Israeli media outlet Yedioth Ahronoth reported, citing the Israeli occupation's Ministry of Health, that since October 7, 2023, and the start of the Israeli occupation's incursion into the Gaza Strip, about 405 occupation soldiers suffering serious injuries have been transported to hospitals across occupied Palestine.

According to Ynet, around 13,572 Israeli occupation soldiers and settlers have actually been transported to hospitals since the launch of Operation Al Aqsa Flood. This number included those injured in the war in Gaza and at the northern front with Lebanon, according to Israeli media.

The Israeli occupation's Health Ministry further claimed that as of Monday, around 233 occupation soldiers are currently receiving treatment in hospitals, with 48 of them being described as being "in serious condition".

Israeli media had formerly contradicted the official reports made by the Israeli occupation government, revealing that the number of injured differed from what had been disclosed.

It is noteworthy that the resistance broadcasts videos that show that the real number of IOF casualties is much larger than what is being admitted publicly by the occupation.

Twenty-one Israeli soldiers were killed during fighting in southern Gaza on Monday, the military said, in the biggest single loss of life for Israeli troops inside the battered enclave since the war with Hamas began.

In a televised statement Tuesday, Israel Defense Forces (IDF) spokesperson Rear Adm. Daniel Hagari said a tank that was protecting Israeli troops was hit by a rocket-propelled grenade (RPG).

Israeli media reported that two soldiers in the tank were killed.

 

 

Simultaneously, two two-story buildings collapsed on soldiers following an explosion. Most of the Israeli forces killed were in or near the buildings, he said.

“The buildings probably exploded because of the mines that our forces laid there, in preparation to demolish them and the infrastructure around,” Hagari said.

The IDF spokesperson told CNN Tuesday that it is “still not clear” what caused the building explosion.

 

 

 

All families have been notified but only 10 names have been released so far, he said.

Another soldier was seriously injured in the same incident, Hagari added.

The Israeli army says 24 of its soldiers were killed in Gaza on Monday - the deadliest day for its forces since their ground operation began.

That includes 21 reservists who died in an explosion likely caused by mines that Israeli forces had placed in two buildings to demolish them, the Israeli Defense Forces (IDF) said.

It is thought a missile fired by Palestinian armed fighters hit a tank near the buildings.

The IDF is investigating what happened.

According to Gaza's Hamas-run Health Ministry, 195 Palestinians have been killed in the past day.

Its chief spokesman, Rear Admiral Daniel Hagari, said the reservists were killed in central Gaza at around 16:00 (14:00 GMT) on Monday - close to the kibbutz of Kissufim on the Israeli side of the border.

 

He said they were involved in an operation to allow for residents of southern Israel to safely return to their homes after tens of thousands were evacuated after the Hamas attack on 7 October.

On Monday, Israel's military had already confirmed that three officers were killed in a separate attack in southern Gaza.

Israeli Prime Minister Benjamin Netanyahu described the deaths on Monday as "one of the most difficult days since the war erupted".

"In the name of our heroes, for the sake of our lives, we will not stop fighting until absolute victory," he wrote on X, formerly Twitter.

Israeli President Isaac Herzog said it had been an "unbearably difficult morning" learning about the extent of the death toll.

"On behalf of the entire nation, I console the families and pray for the healing of the wounded," he said.

 

Israel launched the war with the declared aim of destroying Hamas after waves of its gunmen killed 1,300 people - mostly civilians - and took about 250 others hostage in the unprecedented attack.

According to the IDF website, 217 soldiers have been killed since the beginning of Israel's ground invasion on 27 October out of a total of 545 killed since 7th October.

At least 25,295 people - mainly woman and children - have been killed in the Israeli military campaign in Gaza since then, according to the Hamas-run health ministry.

Hanadi Gamal Saed El Jamara, 38, says sleep is all that can distract her children from the aching hunger gnawing at their bellies.

These days, the mother-of-seven finds herself begging for food on the mud-caked streets of Rafah, in southern Gaza.

She tries to feed her kids at least once a day, she says, while tending to her husband, a cancer and diabetes patient.

 

“They are weak now, they always have diarrhea, their faces are yellow,” El Jamara, whose family was displaced from northern Gaza, told CNN on January 9. “My 17-year-old daughter tells me she feels dizziness, my husband is not eating.”

As Gaza spirals toward full-scale famine, displaced civilians and health workers told CNN they go hungry so their children can eat what little is available. If Palestinians find water, it is likely undrinkable. When relief trucks trickle into the strip, people clamber over each other to grab aid. Children living on the streets, after being forced from their homes by Israel’s bombardment, cry and fight over stale bread. Others reportedly walk for hours in the cold searching for food, risking exposure to Israeli strikes.

Even before the war, two out of three people in Gaza relied on food support, Arif Husain, the chief economist at the World Food Programme (WFP), told CNN. Palestinians have lived through 17 years of partial blockade imposed by Israel and Egypt.

தாதிமார்கள் ஹிஜாப்அணிந்த பெண்கள் மருத்துவர்கள் போல உடையணிந்த இஸ்ரேலிய விசேட படைப்பிரிவினர் மருத்துவமனைக்குள் நுழைவதை சிசிடிவி காட்சிகள் காண்பித்துள்ளன.

ஒருவர் சக்கரநாற்காலியை தள்ளிக்கொண்டு செல்கின்றார் மற்றுமொருவர் குழந்தைகள் நாற்காலியுடன் காணப்படுகின்றார்.

மருத்துவமனைகள் நுழைந்த இஸ்ரேலிய படையினர் பின்னர் ஒவ்வொருவராக மூன்றாவது தளத்திற்கு சென்று இரண்டு இளைஞர்களை கொலை செய்தனர் என மருத்துவமனைக்குள் காணப்பட்டவர்களை மேற்கோள்காட்டி பாலஸ்தீன அரச செய்தி முகவர் அமைப்பு தெரிவித்துள்ளது.

ஹமாஸ் மற்றும் இஸ்லாமிய ஜிகாத் அமைப்பை சேர்ந்தவர்களே கொல்லப்பட்டுள்ளனர் என இஸ்ரேல் தெரிவித்துள்ளது இஸ்ரேலிய அமைச்சர் ஒருவர் இந்த நடவடிக்கையை பாராட்டியுள்ளார்.

சமீபத்தில் குறிப்பிடத்தக்க பயங்கரவாத நடவடிக்கைகளை ஊக்குவிப்பதில் ஈடுபட்ட மருத்துவமனைக்குள் மறைந்திருந்த  முகமட் ஜலாம்னே என்பவரே கொல்லப்பட்டார் என இஸ்ரேல் தெரிவித்துள்ளது.

இஸ்ரேலிய படையினர் மீதான தாக்குதல்கள் உட்பட பலதாக்குதல்களில் ஈடுபட்டுள்ள ஜெனின் பட்டாலியனை சேர்ந்த ஜெனின் முகாமை சேர்ந்த முகமட் அல் கஜாவியும் அவரது சகோதரரும் கொல்லப்பட்டனர் எனவும் இஸ்ரேல் தெரிவித்துள்ளது.

It's been 36 years since the Indian military carried out a horrifying massacre at Jaffna Hospital in the city of Jaffna, Sri Lanka on October 21, 1987.

According to eyewitness accounts cited by Tamil Guardian, Indian troops systematically conducted the massacre within the hospital premises, resulting in the tragic deaths of 47 innocent Tamil patients and 21 doctors, all of whom were ruthlessly killed.

In 2008, the Sri Lankan government officially categorized the Jaffna Massacre as a grave crime against humanity.

Prior to this event, in 1987, the Indian military had been involved in similar incidents, such as the killing of 64 civilians in Welikada, 40 in Chavakachcheri in 1988, and over 40 innocent individuals in Kokkuvil in 1989.

The Tamil community, in response to these brutal actions, referred to the Indian Peace Keeping Force as the "Indian People Killing Force."

These atrocities ignited a wave of anger, leading the Tamil people to seek retribution and ultimately compelling the Indian military to withdraw from the country.

In 1991, the individual who attempted to assassinate Rajiv Gandhi was Kalaivani Rajaratnam, who was of Tamil descent and had been ganged raped by Indian military, Tamil Guardian reports.

Tamil Guardian also reported that the Indian military's involvement in Sri Lanka resulted in severe human rights violations, including incidents of looting, massacres, and various social injustices, leaving a lasting scar on their reputation.

இஸ்ரேல்-ஹாமஸ் மோதல் வெடித்ததிலிருந்து இதுவரை மொத்த பலி எண்ணிக்கை 27,019 ஆகவும், காயமடைந்த பாலஸ்தீனியர்கள் 66,139 ஆகவும் உயர்ந்துள்ளது.

(Bloomberg) -- South Africa has beefed up its state security agency and placed it on high alert amid concerns over the possible fallout of the government’s decision to take legal action against Israel to try and bring a halt to its war with Hamas. 

Khumbudzo Ntshavheni, the state security minister, reiterated concerns voiced by President Cyril Ramaphosa earlier this week that “foreign intelligence agencies” were being used to retaliate against South Africa for filing its lawsuit in the International Court of Justice. Neither of them named the countries they suspected of being involved. 

“There are international misinformation campaigns which are aimed at destabilizing the country,”  Ntshavheni said. “ As the security cluster we are very focused on that work, we are monitoring, and we are strengthening our capacity.”

The ICJ last week ruled that Israel — accused by South Africa of genocide amid its crackdown on Hamas — must act to prevent Palestinians from being killed or injured, but stopped short of demanding an immediate cease-fire. Israel denied that it was targeting civilians and re-affirmed it’s right to self-defense when it appeared before the UN Security Council on Wednesday.

Civilian Deaths In Ukraine War Top 10,000, UN Says

At least 10,000 civilians, including more than 560 children, have been killed and over 18,500 have been injured since Russia launched its a full-scale armed attack against Ukraine on 24 February 2022, the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU) said today.

On 15 November, four people were killed when a missile struck a four-storey apartment building in Selydove village in the Donetsk Oblast, in an area controlled by Ukraine, pushing the total number of those killed above 10,000. Among these latest victims was a family that had been displaced earlier in the war and an 85-year-old woman.  

“Ten thousand civilian deaths is a grim milestone for Ukraine,” said Danielle Bell, who heads the monitoring mission. “The Russian Federation's war against Ukraine, now entering into its 21st month, risks evolving into a protracted conflict, with the severe human cost being painful to fathom,” she added.

The HRMMU stated that the figure of 10,000 represents civilian deaths verified according to its methodology but cautioned that the actual figure may be significantly higher given the challenges and time required for verification.
