நேற்று வெள்ளிக்கிழமை கிழக்கு மாகாணத்தில் உள்ள மட்டக்களப்பு மாவட்டத்தின் கரடியனாறு பிரதேசத்தில், சிறீலங்கா காவல்துறையினரின்; நிலையத்திற்கு அண்மையில் வெடித்துள்ள பல தொன் எடை கொண்ட டைனமைற் என்ற வெடிபொருள் பூகோள பிராந்திய அரசியலில் ஒரு வெடிப்பதிர்வை ஏற்படுத்தி உள்ளது.

சிறீலங்கா அரச தலைவர் மகிந்தா ராஜபக்சா அமெரிக்காவில் நிற்க, பாதுகாப்புச் செயலாளர் கோத்தபாயா ராஜபக்சா சீனாவுடன் இராணுவ ஒத்துழைப்பு ஒப்பந்தங்களில் கைச்சாத்திட, ஐரோப்பிய ஒன்றியம் மற்றும் ஐ.நாவின் கொழும்பு வதிவிட பிரதிநிதிகள் கிழக்கு சென்றுள்ள நிலையில் சீனா நிறுவனத்திற்கு சொத்தமான வெடிபொருள் கொள்கலன் வெடித்துச் சிதறியுள்ளது. சீனா நாட்டு பிரஜைகளும், பெருமளவான சிறீலங்கா காவல்துறையினரும் கொல்லப்பட்டுள்ளனர். வெடிமருத்து நிரம்பிய மூன்று பார ஊர்திகள் வெடித்துச் சிதறியுள்ளதாக தெரிவிக்கப்படுகின்றது.இதனை ஒரு விபத்தாக சிறீலங்கா அரசு அவசர அவசரமாக தெரிவித்துள்ளபோதும், அது தற்போது ஒரு உயர்மட்ட விசாரணைக்கு உத்தரவிட்டுள்ளது. மகிந்தாவின் ராசி எண்ணான 8 ஆம் இலகத்தில் (17) இந்த வெடிப்பு நிகழந்தது துரதிஸ்ட்டத்தின் ஆரம்பமாகலாம் என அரசு அஞ்சுகின்றது.

அரசுக்கு தற்போது உள்ள ஒரே சந்தேகம் இந்தியா மீது தான் என தனது பெயரை குறிப்பிடவிரும்பாத கொழும்பை தளமாக கொண்ட அரச அதிகாரி ஒருவர் தெரிவித்துள்ளர்.சிறீலங்காவை ஒரு இராணுவ நெருக்கடிக்குள் வைத்திருக்க புலம்பெயர் நாடுகளில் உள்ள விடுதலைப்புலிகளின் முன்னாள் போராளிகளிடம் வேண்டுகோள் விடுத்த இந்திய தரப்பு, அது கைகூடாத நிலையில் சிறீலங்காவில் இயங்கும் ஒட்டுக்குழுக்களை கையகப்படுத்தி உள்ளதாக அரசு சந்தேகம் கொண்டுள்ளது. கிழக்கு மாகாணத்தில் இயங்கிவரும் பிள்ளையான் குழு என்ற துணைஇராணுவக் குழுவினருக்கும், அரசுக்கும் இடையில் அண்மையில் ஏற்பட்ட முறுகல் நிலை, கடத்தல் வரை சென்றிருந்தது. பிள்ளையான் குழுவின் நகரசபை உறுப்பினர் ஒருவர் கடத்தப்பட்டிருந்தார். இந்திய வெளியுறவுச் செயலாளர் நிருபாமா ராவுக்கும், பிள்ளையானுக்கும் இடையில் ஏற்பட்ட நெருக்கமே இந்த முறுகல் நிலைக்கு காரணம். துணை இராணுவக்குழுக்களின் மூலம் சிறீலங்காவில் பல நாசவேலைகளை மேற்கொள்ள இந்தியா திட்டமிட்டுள்ளதாக சிறீலங்கா அரசு அஞ்சுகின்றது. சிறீலங்காவுக்குள் ஊடுருவியிருந்த இந்திய புலனாய்வுப்பிரிவின் (றோ) அதிகாரிகளை அண்மையில் சிறீலங்கா அரசு நாடுகடத்தியிருந்ததும் இங்கு கவனிக்கத்தக்கது. சிறீலங்காவில் சீனாவின் பிரசன்னம் என்பது வெளிப்படையானது, அம்பாந்தோட்டை, கொழும்புத் துறைமுகம் என அதன் அபிவிருத்திப் பணிகள் விரிவடைந்து செல்கையில் தென்னிலங்கையிலும், வடக்கிலும் அது பல வீதி அபிவிருத்திப் பணிகளையும் மேற்கொண்டு வருகின்றது. அம்பாந்தோட்டையில் நிலத்தடி எண்ணை சேமிப்பு கிடங்குகளை அமைப்பதற்காக பல தொன் வெடிபொருட்களை சீனா பயன்படுத்தியபோது ஏற்படாத வெடிவிபத்து மட்டக்களப்பில் ஏற்பட்டது ஏன் என்ற கேள்விகளும் எழுந்துள்ளன.2006 ஆம் ஆண்டு கொழும்பில் வைத்து சிறீலங்காவுக்கான பாகிஸ்த்தான் தூதுவர் மீது மேற்கொள்ளப்பட்ட குண்டுத் தாக்குதலும் இந்தியாவின் கைவரிசை எனவே பேசப்பட்டது.

Chinese Death Trap For Batty

Only just picking itself up from the debris of a dastardly war Batticaloa was rocked Friday (17) by a deadly blast at the Karadiyanaru Police Station. The blast killed 21 persons and injured 44. The incident happened when three explosive-laden containers that were stored at the Karadiyanaru Police Station detonated at the hands of two Chinese construction workers.

Jumbled Details

Initial reports in the aftermath of the incident said that an explosion had taken place in an ‘explosives dump belonging to a foreign company….near the Karadiyanaru Police Station’. (Ministry of Defence website). It was later confirmed however that the fatal accident had taken place within the premises of the ill-fated Police Station.

The website for the Media Centre for National Security, immediately after the explosion said that two containers containing dynamite, brought for development work on the Ampara – Batticaloa highway had exploded within the premises of the Karadiyanaru Police Station.

It later corrected its assessment to three containers laden with explosives, although Police Spokesman SP Prashanth Jayakody – who was contacted via phone by the Leader at the time – said that two explosive laden containers had been on the premises of the Karadiyanaru Police Station.

The Explosion

Reports from the Ministry of Defence said that the incident had occurred when the two Chinese nationals had arrived at the Karadiyanaru Police Station in a double cab to ‘unload the explosives from the containers’. It said that in the process of unloading, one container had blown up, setting a chain reaction – or what is known as sympathetic detonation – with the other explosives.

A BBC reporter however had quoted a local journalist as saying that a police jeep had accidentally crashed into the trucks belonging to the Chinese nationals. This version of the incident however has not yet been confirmed by any other sources.

A report by a journalist from the Associated Press on Saturday (18th) said that officials were probing ‘negligence’ as the cause for the incident, saying that ‘serious’ mistakes had been made in storing both explosives and detonating agents in the same place.

The Chinese Connection

Police Spokesman SP Prashanth Jayakody told the Leader that the two Chinese nationals that died as a result of the blast had been identified as Lu Jing Sin and Su Syon Yong, ages 53 and 30. He said that one of the containers belonged to a Chinese construction company – the Chinese Overseas Company, and that the other to one V.V Karunaratne. The ownership, and existence, of the the third container of explosives remains unkown.

Following reports of the explosion, the Chinese Embassy in Colombo has said that two of of its officials would immediately be travelling to the site of the blast. Ambassador Yang Xiuping was expected to fly to Karadiyanaru. China had also said, Friday, that it would be conducting a separate probe into the incident.

China has been at the forefront of construction work taking place in the North and East of Sri Lanka. It is not clear why its officials would want to hold an impartial or private investigation into the explosion that the Government has already said was ‘an accident.’

Official Contradictions

When contacted Friday, Military Spokesman Major General Ubaya Medawela initially said that as many as 60 persons had died in the explosion. Director of the Media Centre for National Security, Lakshman Hulugalle said that 25 persons had died due to the blast. Police Spokesman SP Prashanth Jayakody meanwhile said that the death toll from the blast stood at 19.

When asked to make a statement on the cause of the explosion, the Police Spokesman said that while it was ‘believed’ that the explosion took place as a result of a ‘mistake’ made by the two Chinese nationals, that he had ‘no further details’ on the incident. Military Spokesman Ubaya Medawela told the Leader that he no longer had any details, saying that the incident was now in the hands of the Police.

When contacted, the Batticaloa Base Hospital refused to divulge any figures on numbers of wounded and dead. The Hospital instead directed journalists to the Media Centre for National Security – a strange but reoccurring phenomenon.

The IGP Speaks

A media release, from the Inspector General of Police Mahinda Balasuriya, on Saturday(18th), said that 21 persons – 12 police officers, 2 Chinese nationals and 7 civilans – had died from the explosion that took place in Batticaloa.

It said that two Chinese officials and 6 others had arrived at the Karadiyanaru Police Station on Friday, and that the explosion had taken placed when the contents of one of the containers were being examined by the Chinese men.

The release said that 23 policemen had been injured as a result of the blast. 19 other PCs – inclusive of 3 WPC’s – were currently being treated for injuries at the Batticaloa Hospital.

In addition to these numbers, 21 other civilians were also receiving treatment for injuries at the Batticaloa Teaching Hospital.

The Director of the Batticaloa Hopsital had according to police said the injured were not critical and out of danger. Four policemen – one WPC and three PC whose condition was critical – had been airlifted to the Colombo National Hospital for emergency treatment Friday.

Director of Accident Services at the Colombo National Hospital – when contacted by the Leader – said that that three of the four policemen were in serious condition in the Intensive Care Unit. He said that they had been inflicted with multiple injuries, including one PC who had suffered severe head injuries.

The media release also said that a team of officers from the CID, Deputy Inspector General (Crimes) Anura Senanayake and Deputy Inspector General (Welfare) Shantha Wanaguru and a Government Analyst were currently in Karadiyanaru conducting investigations.

Initial investigations by the Government Analyst and the Criminal Investigations Department, the media release said, had uncovered evidence to support the fact that the incident was, indeed, an accident

நடந்துமுடிந்த சில சம்பவங்களை கோர்வையாக வைத்துப் பார்த்தால் இந்தியாவின் கைவரிசை என எண்ண இடமுண்டு.

1) பாகிஸ்தானுடன் இலங்கை கொஞ்சி மகிழ்ந்தபோது பாகிஸ்தான் தூதரக அதிகாரிமேல் குண்டுத்தாக்குதல் நடத்தப்பட்டது. அந்த அதிகாரியே நடந்தது இந்தியாவின் கைவரிசை என்றார்.

2) பிறகு பாகிஸ்தானில் வைத்து இலங்கை கிரிக்கட்காரர்களுக்கு வெடி விழுந்தது. அத்துடன் பாகிஸ்தானின் கிரிக்கட் அம்பேலானது. அங்கே இப்போது யாரும் கிரிக்கட் விளையாடச் செல்வதில்லை. இதில் அரசியல் / பொருளாதார இலாபமடைந்தது இந்தியாதான்.

3) தற்போது சிங்களத்தால் இந்தியா புறக்கணிக்கப்பட்டுவரும் நிலையில், அதுவும் கோத்தா சீனாவிலும், மகிந்தர் அமெரிக்காவிலும் இருக்கும் நிலையில் ஒரு குண்டுவெடிப்பு. இதுவும் இந்தியாவின் கைவரிசையே என்று எண்ணத் தோன்றுகிறது. எப்படியாக இருந்தாலும் இது ஒரு விபத்து என்பதற்கு மிகக் குறைவான சாத்தியக்கூறுகளே உள்ளன.

இத்துடன் நான்காவதாக, பிடிபட்ட லஷ்கர்-ஈ-தொய்பா ஆள் கொழும்பில் பயிற்சி பெற்றதாக இந்தியாவினால் சொல்லப்பட்ட விடயம். இது உண்மையில் நடந்திருந்தாலும் நடந்திராவிட்டாலும் காதும் காதும் வைத்தமாதிரி இலங்கையுடன் அணுகாமல் இந்தியா வெளிப்படையாக செயற்பட்டுள்ளது. இரு வருடங்களுக்கு முன்னர் இது நடந்திருந்தால் வெளி வந்திராது.
