ஐ.நா பொதுச்சபையில் நேற்று முன்தினம் உரையாற்றிய கனேடிய வெளிவிவகார அமைச்சர் ஜோன் பயார்ட், போர்க்குற்றங்கள் தொடர்பாக சிறிலங்கா மீது நம்பகமான குற்றச்சாட்டுகள் இருந்த போதும், ஐ.நா நடவடிக்கை எடுக்கத் தவறிவிட்டதாக குற்றம்சாட்டியுள்ளார்.

ஐ.நா தனது வாக்குறுதியை செயலில் காட்ட வேண்டும் என்றும் அவர் வலியுறுத்தியுள்ளார்.

சிறிலங்காவில் 2013ம் ஆண்டில் கொமன்வெல்த் தலைவர்களின் மாநாடு நடைபெற்றவுள்ளது குறித்து கனேடியப் பிரதமரின் கவலையும் அவர் வெளிப்படுத்தியுள்ளார்.

சிறிலங்காவில் போரின்போது இருதரப்பினராலும் இழைக்கப்பட்ட அனைத்துலக மனிதாபிமான மற்றும் மனிதஉரிமை சட்டமீறல்கள் குறித்த நம்பகமான குற்றச்சாட்டுகளை விசாரிக்க, சுதந்திரமான விசாரணைகள் நடத்தப்பட வேண்டும் என்ற அழைப்புகளுக்கு கனடா ஆதரவளிப்பதாகவும் ஜோன் பயார்ட் மேலும் கூறியுள்ளார்.

நியுயோர்க் சென்றிருந்த சிறிலங்கா வெளிவிவகார அமைச்சர் ஜி.எல்.பீரிஸ், கடந்தவாரம் கனேடிய வெளிவிவகார அமைச்சரைச் சந்தித்துப் பேச்சு நடத்தியிருந்தார் என்பது குறிப்பிடத்தக்கது.

In policy shift, Stephen Harper presses Sri Lanka on human rights

Stephen Harper’s government, which alienated many Tamil-Canadians in the last days of Sri Lanka’s civil war in 2009, is aggressively campaigning to pressure Sri Lanka on human rights and political reconciliation.

It’s a dramatic shift in the Conservative approach to Sri Lanka’s fractured politics. For years they vilified the separatist Tamil Tigers as terrorists, and didn’t vocally criticize the Sinhalese-majority government for discriminating against minority Tamils. The new approach, a mix of diaspora politics and foreign-policy principles, will have implications abroad and at home with a long-frustrated Tamil-Canadian community.

Mr. Harper warned this month that he’ll boycott the 2013 Commonwealth summit in Sri Lanka if that government doesn’t show accountability for human-rights abuses and take steps to reconcile with the Tamil minority, and suggested other leaders do the same – a threat, widely reported abroad, that will likely make Sri Lanka a topic at next month’s Commonwealth summit in Australia.

Foreign Minister John Baird has made the campaign a priority, taking up the cudgel in a UN speech last week, in talks with foreign counterparts and meetings with Sri Lankan officials.

Last Thursday, he told Sri Lanka’s Foreign Affairs Minister, G.L. Peiris, that Canada wants progress on human rights and post-civil war reconciliation, pushing back, according to a summary provided by sources, against Mr. Peiris’s “trust us” assurances.

He met earlier this month with Sri Lankan envoy Chitranganee Wagiswara, raising allegations of abuses during the civil war that ended in 2009, and complained that Sri Lanka barred UN investigators, showed a lack of accountability and used “heavy-handed tactics” since the war. “We want to see action,” said Chris Day, Mr. Baird’s spokesman.

In his meetings with Sri Lankan officials, Mr. Baird noted Canada had listed the Tamil Tigers as a terrorist group – apparently to make a point that Ottawa now expects respect for human rights from Sri Lanka.

Sri Lanka denies abuses, but in March, a UN panel found “credible allegations” that in the last months of the war the government shelled civilians, no-fire zones and hospitals, and after the war ended, tortured some in camps for displaced people.

Others, such as the United States, are also pressuring Sri Lanka, but now Canada, which provided $200-million in aid to Sri Lanka since 2006, is working to widen the campaign.

It may also have an impact in Canada, in the 300,000 strong Tamil-Canadian community that felt unheard in the last, bloody days of the civil war.

உலகம் சும்மா கந்தன்,பூதன் கதை கேட்டு புலியை தடை செய்யவில்லை.எல்லா நிகழ்வுகளும் காலம் காலமாக ஆவணப்படுத்தப்பட்டு பின்னர் எச்சரிக்கையும் திருந்த கால அவகாசமும் கொடுத்து முடியாமல் தான் தடை செய்தார்கள். புலிகளை அழிக்க முழு உலகும் சிக்னல் கொடுத்ததால் தான் சிங்களவனுக்கு அவர்களுடன் சேர்த்து அப்பாவி தமிழனையும் அழிக்க கூடியதாக இருந்தது.

Canada was the 12th-largest exporter of military hardware in the world in 2010, according to data from the Stockholm International Peace Research Institute.

This represents a significant spike in sales from 2008 and 2009, when Canada was the 15th largest international arms dealer.

Most of these guns, bombs, aircraft and armoured vehicles went to close NATO allies, but Canadian arms also found their way to human rights abusers -including Saudi Arabia, China, Libya and Tunisia.

Between 2006 and 2009 Canada exported some $1.4 billion worth of military gear, according to the Report on the Export of Military Goods from Canada for 2007-2009, published by the Department of Foreign Affairs.

Canada exported military hardware to 70 countries between 2007 and 2009, and currently has arms embargoes on Myanmar (Burma), Belarus and North Korea.

Sales to NATO allies accounted for $737 million, or 52 per cent, of all reported sales from 2006 to 2009. Among the top NATO buyers were the United Kingdom, France, Germany and Norway. Such close non-NATO allies as Australia and New Zealand also made major purchases, as did South Korea.

Airplanes, helicopters and aerospace components were the hottest items, with sales totalling more than $387 million in three years. Bell helicopters and Bombardier jets were big sellers, as were aircraft engines from Pratt & Whitney.

Canada's high-tech defence sector has also boomed, with strong sales of sensors and guidance and fire control systems. Canada also sold aircraft-and ship-based radar systems to a range of countries, as well as imaging equipment and computer software.

The Light Armoured Vehicle III (LAV-III) has been used heavily by Canadian Forces in Afghanistan, and the vehicle -produced by General Dynamics Land Systems Canada -is selling quickly on the international market. Fleets were purchased by the United States, Saudi Arabia, Australia and New Zealand.

Canada also exported nearly a quarter-billion dollars worth of guns, bombs and ammunition from 2007 to 2009, to countries ranging from Afghanistan to Zimbabwe.

The $1.4-billion sales figure disclosed by the government does not include military sales to the United States. These figures are not disclosed, the report says, "due to close and long-standing military co-operation with the United States, including the integrated nature of North America's defence industry."

Kenneth Epps is a longtime arms trade watcher with the Canadian security think-tank Project Ploughshares. He says the government's reporting on its arms exports is woefully incomplete, and estimates that three-quarters of all of Canada's military exports go to the United States.

Epps said this unreported U.S. data also conceals weapons shipments that pass through the United States before being exported onward to countries like Pakistan.

In 2009, Libya purchased more than $6,000 worth of heavy guns and ammunition, and $80,000 worth of training devices.

"It looks like Canada was following the European pattern of accepting that (Col. Moammar) Gadhafi was some sort of reformed character and allowed exports that Canada, under the UN embargo, was legally required to prevent," Epps said. "The figures suggest Libya was being looked at as a new market."

Saudi Arabia was fourth-largest buyer of Canadian military goods from 2007 to 2009, with purchases totalling $79,995,569. Saudi Arabia has purchased almost $2.4 billion worth of Canadian military goods over past 20 years, averaging nearly $120 million per year, Ploughshares data says.

Epps also pointed out that the LAV-III vehicles Canada sold to Saudi Arabia have been deployed to Bahrain to help prop up the besieged regime of King Hamad bin Isa Al Khalifa.

"Saudi has low human rights standards, and in our view, the risk is very high they would be used against civilian populations," he said. "What is clear to us is Canada should at least put a hold on exports to Saudi Arabia until the Bahrain situation stabilizes."

Sri Lanka Tamil Issue Raised Again in Canadian Parliament!

Liberal Party member of Parliament for Scarborough—Agincourt, Hon. Jim Karygiannis and New Democratic Party member of parliament Ms. Rathika Sitsabaiesan representing Scarborough—Rouge River and requested the prime minister to urge the Commonwealth to revoke Sri Lanka's membership until it holds the war crime perpetrators to account and to urge the international community to take action against Sri Lanka.

Here is the transcript of the debate which was taken place on September 29th, Thursday – 2011 and answered by Minister of Foreign Affairs, Hon. John Baird .

Hon. Jim Karygiannis (Scarborough—Agincourt, Lib.):

Mr. Speaker, during the last days of the civil war, the Government of Sri Lanka killed thousands of Tamil non-combatant refugees. International and United Nations human rights organizations have condemned the Sri Lankan government's cover-up. The government did nothing when thousands of people were butchered.

Will the Prime Minister take steps today to urge the Commonwealth to revoke Sri Lanka's membership until it holds the perpetrators to account and they are judged in international courts? Will he support calls from the international community for action against the Sri Lankan government?

Hon. John Baird (Minister of Foreign Affairs, CPC):

Mr. Speaker, I can say that the Prime Minister has spoken out loudly and clearly on this very important issue of human rights. I have certainly relayed the Government of Canada's position to both the high commissioner and directly to my counterpart, the minister of foreign affairs of Sri Lanka, to express our concerns on the lack of accountability for the serious allegations of war crimes, the lack of reconciliation with the Tamil community and with events that have taken place since the end of the civil war. Canada will continue to speak loudly and clearly on behalf of human rights around the world, especially in Sri Lanka.

Ms. Rathika Sitsabaiesan (Scarborough—Rouge River, NDP):

Mr. Speaker, last night, I joined MPs from all parties in hosting a screening of the documentary, Sri Lanka's Killing Fields . It moved me, as it did everyone else there.

Sadly, Canada and the rest of the world has stood idly by for far too long. Human rights organizations around the world are calling upon the United Nations to launch an independent inquiry into the possibility of war crimes and crimes against humanity in Sri Lanka.

A Conservative MP helped sponsor the event last night. Will his government now stand in the House today and finally commit to fighting for justice for Sri Lankans and call for a United Nations inquiry?

Hon. John Baird (Minister of Foreign Affairs, CPC):

Mr. Speaker, we did not sit idly by at the United Nations on Monday where I brought the plight of human rights violations to the floor of the General Assembly. The Prime Minister did not sit idly by when he expressed grave concern about attending a future summit of the Commonwealth in Colombo. We did not sit idly by when we spoke with the high commissioner to Sri Lanka and raised our concerns. I did not sit idly by last week when I met with the foreign minister of Sri Lanka to express our significant concerns.

We have not sat idly by. We will continue to stand up, do the right thing and fight for human rights around the world, especially in Sri Lanka.
