State multiculturalism has failed, says David Cameron

The prime minister will criticise "state multiculturalism" in his first speech on radicalisation and the causes of terrorism since being elected.

Addressing a security conference in Germany, David Cameron will argue the UK needs a stronger national identity to prevent people turning to extremism.

Different cultures are encouraged to live apart, and objectionable views met with "passive tolerance", he will say.

He will also signal a tougher stance on groups promoting Islamist extremism.

Mr Cameron is to suggest there will be greater scrutiny of some Muslim groups that get public money but do little to tackle extremism.

Ministers should refuse to share platforms or engage with such groups, which should be denied access to public funds and barred from spreading their message in universities and prisons, he will argue.

"Frankly, we need a lot less of the passive tolerance of recent years and much more active, muscular liberalism," the prime minister will say.

"Let's properly judge these organisations: Do they believe in universal human rights - including for women and people of other faiths? Do they believe in equality of all before the law? Do they believe in democracy and the right of people to elect their own government? Do they encourage integration or separatism?

"These are the sorts of questions we need to ask. Fail these tests and the presumption should be not to engage with organisations," he will add.

BBC political correspondent Ben Wright said the prime minister would be delivering a stark message to his audience in Munich - that European countries must "wake up to what's happening within their borders".

Mr Cameron will draw a clear distinction between Islam the religion and what he describes as "Islamist extremism" - a political ideology he says attracts people who feel "rootless" within their own countries.

"We need to be clear: Islamist extremism and Islam are not the same thing."

The government is currently reviewing its policy to prevent violent extremism, known as Prevent, which is a key part of its wider counter-terrorism strategy.

The short speech will make it clear that Mr Cameron wants a stronger sense of citizenship and national belonging to replace an approach he thinks has failed, added our correspondent.

'I am a Londoner too'

A genuinely liberal country "believes in certain values and actively promotes them," Mr Cameron will say.

"Freedom of speech. Freedom of worship. Democracy. The rule of law. Equal rights, regardless of race, sex or sexuality.

"It says to its citizens: This is what defines us as a society. To belong here is to believe these things.

"Each of us in our own countries must be unambiguous and hard-nosed about this defence of our liberty."

He will say that under the "doctrine of state multiculturalism", different cultures have been encouraged to live separate lives.

"We have failed to provide a vision of society to which they feel they want to belong. We have even tolerated these segregated communities behaving in ways that run counter to our values."

Building a stronger sense of national and local identity holds "the key to achieving true cohesion" by allowing people to say "I am a Muslim, I am a Hindu, I am a Christian, but I am a Londoner... too", he will say.

இஸ்லாமிய தீவிரவாத போர் பின்னைய நாளில் ஐரோப்பாவையே அதிகம் பாதிக்கும் என்று ஒரு அமெரிக்க ஆய்வாளர் தனது புத்தகம் ஒன்றில் எழுதியிருந்தார். வாசிக்கும் போது ஆப்கானிஸ்தான் ஈராக் போர்களுக்கு ஐரோப்பியர்களையும் இழுத்து செல்லும் ஒரு தந்திரமாக இது இருக்கலாம் என்றே நானும் உள்மனதில் நினைத்தேன். ஆனால் பல விடயங்களை ஆதாரங்களுடன் அவர் நிறுவியிருந்தார்.

என்னதான் இனதுவேசத்தை வெள்ளையர்கள் உள்மனதில் வைத்திருந்தாலும் இருந்தாலும் அமெரிக்காவில் வெள்ளையர்களுடைய மனநிலை ஐரோப்பியர்களின் மனநிலையோடு ஒப்பிடும்போது மேன்மையானது என்றே நான் அனுபவரீதியாக நினைக்கிறேன். நான் முன்பு ஒரு ஐரோப்பா நாடு ஒன்றில் பலகாலம் வாழ்நதுவிட்டே அமெரிக்காவிற்கு வந்தேன். இங்கே எனது தனிபட்ட முன்னேற்றத்திற்கு இன துவேசம் ஒரு தடையாக இல்லை......... அப்படியிருந்தாலும் சட்டம் எனக்கு துணையாகவும் பாதுகாப்பகவும் உள்ளது. அது என்னுடைய முன்னேற்றத்திற்கு இன்னொரு பலமாக இருக்கின்றது. ஆனால் ஐரோப்பியர்கள் பொறாமையினால் கூட எனது முன்னேற்றத்திற்கு தடையாக இருந்துள்ளார்கள் அவர்களது மனநிலை மிகவும் கேவலமானதாக கருதியிதாலேயே அந்த நாட்டைவிட்டே வெளியேற வேண்டும் என்ற எண்ணம் எனது உள்மனதில் குடிகொண்டது.

இது அங்கு வசிக்கும் எல்லா வெளிநாட்டவருக்கும் இருக்கும் என்றே நான் கருதுகிறேன். ஆனால் அமெரிக்காவில் அப்படியான ஒரு உணர்வுக்கு சாத்தியமில்லை. இத்தனை போர்கள் இஸ்லாம் நாடுகளுக்கு எதிராக நடந்தும் இங்குவாழும் இஸ்லாமியர்கள் ஜோhஜ் புஸ்சையும் அவரது அரசையும் சாடுகிறார்கள் அல்லது அவர்கள் மேல் கோபம்கொள்கிறார்களே தவிர அமெரிக்காவிற்கு எதிரான எந்த விடயங்களையும் அவர்களும் வெறுக்கிறார்கள். அமெரிக்காவிற்கு எதிரான எந்த நிலைபாட்டிலும் எனக்கும் தனிபட்ட ரீதியில் இஸ்டம் இல்லை ஆனால் நீதியாவும் நேர்த்தியான பாதையிலும் அமெரிக்கா பயணிக்க வேண்டும் என்ற நிலைபாடே எனது விரும்பும் ஆகும். அப்படியேதான் எல்லோருடைய நிலையும் இருக்கும் என்று நினைக்கிறேன்.............. ஆனால் ஐரோப்பாவில் வாழும் வெளிநாட்டவர்கள் அந்தநாட்டை வெறுத்தே வாழ்கிறார்கள் அந்த நாட்டு மக்களும் வெறுத்தே பார்க்கிறார்கள்.

வெளிநாட்டவர்கள் சனதொகை இனிவரும்காலங்களில் அதிகமாகும் ஒரு கால கட்டத்தில் ஒரு புரிந்துணர்வு எற்படுத்தபடவேண்டும்............. அல்லது பாரிய தோல்வி ஒன்றுக்க அது வழிகோலும் என்பதை தெளிகாக பார்க்க முடியகின்றது.

LONDON—State multiculturalism has failed and left young Muslims vulnerable to radicalisation, British Prime Minister David Cameron said on Saturday, arguing for a more active policy to heal divisions and promote Western values.

Cameron, in a speech to a security conference in Munich, argued that Britain and other European nations need to “wake up to what is happening in our countries” as well as tackling terrorism through military operations overseas.

“It is time to turn the page on the failed policies of the past,” he said.

“So first, instead of ignoring this extremist ideology, we—as governments and societies—have got to confront it, in all its forms.”

His comments echo those made by German leader Angela Merkel last year and reflect a push by European governments to better integrate immigrants, given persistent domestic tensions between different cultures.

Conservative leader Cameron will also deny that cuts to defence spending as part of efforts to tackle a record budget deficit mean that Britain was retreating from an “activist” global role.

“That is the complete reversal of the truth,” he will say. “Yes, we are dealing with the deficit, but we are also making sure our defences are strong.”

DIRECTION OF TRAVEL

Aides say his comments on multiculturalism and radicalization give a direction of travel for future policy, and it remains unclear how the Conservative-Liberal Democrat coalition intend to turn his vision into a reality.

Critis point out that Western foreign policy in the Middle East and beyond, not just a clash of cultures at home, has played a big part in stirring up anti-Western sentiment.

“Under the doctrine of state multiculturalism, we have encouraged different cultures to live separate lives, apart from each other and the mainstream,” Cameron will say.

“We have failed to provide a vision of society to which they feel they want to belong . . . All this leaves some young Muslims feeling rootless.”

Some members of Cameron’s centre-right Conservative party, activists in right-wing movements and some voters believe that Britain has become a safe haven for people with anti-Western political views.

Others argue this tolerant approach is the lifeblood of any open and thriving democracy, fearing a crackdown on civil liberties would undermine the kind of society the government was seeking to establish.

Cameron said it was time to replace Britain’s “passive tolerance” with an “active, muscular liberalism” to send a message that life in Britain revolves around certain key values such as freedom of speech, equal rights and the rule of law.

“A passively tolerant society . . . stands neutral between different values,” he will say. “A genuinely liberal country does much more. It believes in certain values and actively promotes them.”

Muticulturalism a failed experiment

Can anyone say ethnic ghetto? Thats what has happened to our cities. Name an area of the GTA and there will be a hyphen attached to it. Little... When you think of Markham what nationality comes to mind. Woodbridge? Brampton-malton? East Gerrard? The Danforth? Most associate their identities with their homeland. Its great to be proud of where you came from but isnt it also great to be proud of where you are. Just one Canadians view.

Multiculturalism

Does not, cannot and will not ever work. Religion is not the only divisor, race, culture and language are as well. People do not need to speak English to live here (and indeed, many first generation immigrants do not speak it effectively), so how will they communicate with us? While immigration from countries with similar cultures is better facilitated, people will always find things to fight and bicker over. And no, the secular west is not better than the east when it comes to this. Humans are built to take advantage of each other, anyone who studies history knows this. Our multicultural and free society was built on backs of slavery and racism, and that's the truth folks.

EMBRACE CANADA...and our cultures

I never understood why people want to migrate to Canada and yet they bring and practice their homeland cultures and protests here. Embrace your new Country and live as Canadians do. Leave your baggage behind. Canada is all too accepting of everything and everybody without expecting anything in return. Religious practices and dress are fine however keep them in your places of worship or in your home not out in the public domain.

Multiculturalism conflicts with unity

I've always been suspicious of the claims about multiculturalism; it is a practice that divides people rather than uniting them. The world is multicultural, which is based on the plurality of nation states; but each state has its own identity and culture that differentiates it from others. A shared history, culture, religion, customs, and language is what gives "a people" its identity; when you try to mix different aspects of these into one whole, you end up with a mixture of "peoples", but within the same borders. Canada is no exception, and those who believe so are fooling themselves. Without these things in common, what brings different people together? Shared rights, a shared passport, and other social programs are superfluous at best; the nation ends up being as united as a workplace or your local mall. Sure, there may be interests that converge, but a nation won't survive for too long on that foundation; and history is plight with examples... the Austro-Hungarian Empire was far

Now isn't that surprising? When you encourage people to celebrate their differences, reward them for keeping their connections to the old country and turn a blind eye to them creating communities that are replicas of the places they chose to leave ,that it would result in their failure to join the collective. When people pointed out that this was the ultimate conclusion to the sacred cow "multi cult" they were branded as uneducated red neck rascists. Apparently their only sin was in being right.Trudeau may not have been much of a Canadian but he was intelligent and knew full well enforcing multi cult on the R.O.C would ultimately delute the English reality which would leave French as the dominate factor. Guess what he was right, it did. Much like introducing the Charter was less about peoples rights as it was with removing another aspect of the English fact. ( BNA act). Like most of his policies Canada is made to suffer long into the future

French president Nicolas Sarkozy on Thursday declared that multiculturalism had failed, joining a growing number of world leaders or ex-leaders who have condemned it.

Prime Minister David Cameron last month pronounced his country's long-standing policy of multiculturalism a failure, calling for better integration of young Muslims to combat home-grown extremism.

German Chancellor Angela Merkel, Australia's former prime minister John Howard and former Spanish prime minister Jose Maria Aznar have also in recent months said multicultural policies have not successfully integrated immigrants.
