Donor Co-Chairs working out "coalition humanitarian task force"

A Donor-Co-chair-backed humanitarian operation, spearheaded by the United States, to evacuate civilians trapped in the fighting in the Wanni is now taking shape.

A high-level team of the United States Pacific Command (US PACOM) from their headquarters in Hawaii is now in Colombo for this purpose. The exercise, The Sunday Times learns, will involve US military assets, including those of the Air Force and the Navy. The purpose will be purely to facilitate the movement of civilians from the northeastern coast to a ship in the deep seas. This is for transfer to IDP centres or hospitals outside the battle zones.

Foreign Minister Rohitha Bogollagama told The Sunday Time he was aware of the intended US led "coalition humanitarian task force" but could not give a date when it would be set up. He said yesterday that the Government was talking to member countries of the Donor Co-chairs on an individual basis."

Mr. Bogollagama added: "we are also talking to several other friendly countries for civilian evacuation.

They say they would always be comfortable with the direct involvement of the International Committee of the Red Cross (ICRC) carrying their flag with Government approval and supervision." One such offer has come from India.

Their acting Prime Minister Pranab Mukherjee told Lok Sabha (Parliament) in New Delhi on Wednesday that his Government had formally offered assistance including logistic support to evacuate civilians caught up in the battle zone. He said the Sri Lanka Government had accepted the offer based on the fact that it was coming from a "friendly country."

Though the Government has accepted the humanitarian operation in principle, it is not immediately clear when the evacuation exercise will get under way. One of the factors the move hinges on, it is learnt, is the ground situation since the Army has now further intensified its military campaign to regain control of the remaining areas in the Mullaitivu district. Another is the finalisation and co-ordination of logistic details.

The initiatives of the Donor Co-chairs, consisting of the United States, Norway, Japan and the European Union, The Sunday Times learnt, has met with some initial difficulties. The Liberation Tigers of Tamil Eelam (LTTE) has flatly rejected moves to allow the evacuation of civilians in the Mullaitivu district’s smaller areas which it is dominating. However, further contacts are under way.

In the light of serious concerns over civilian safety expressed by Donor Co-chairs as well as other countries and continued LTTE refusals, The Sunday Times learns, may force the Government to allow the humanitarian exercise to get under way notwithstanding LTTE objections.

However, such a move, highly placed defence sources said yesterday, would have to be after a close review of the ground realities. In the past few days, troops had made more territorial gains.

The re-capture of Puthukkudiyiruppu, now the guerrilla nerve centre, was a matter of days, these sources said.

Estimates of the number of civilians trapped in the battle zones vary from 125,000 to 75,000. This week there have been more complaints from those working for international agencies of LTTE firing at civilians to prevent them from moving to the newly-created Safety Zone. It lay on a thin stretch of land flanked by a lagoon on one side and the Indian Ocean on the other.

Britain to back move against Lanka

The British Government has voiced its support for an earlier call by Mexico for a briefing on the situation in Sri Lanka at the UN Security Council.

Britain’s UN Ambassador John Sawers has told New York's Inner City Press that his government was calling for a briefing on Sri Lanka. This was after the return to New York of UN's humanitarian affairs chief, Sir John Holmes. He ended a visit to Colombo only yesterday. However, UN Secretary General Ban Ki Moon's spokesperson Michelle Montas told reporters at Friday's noon briefing that Sir John would not be available for a Security Council briefing after his return.

He is to travel to Columbia. In Colombo, last Wednesday, the Cabinet rejected for a second time, a move by the British Government to name its former Defence Secretary Des Browne as special envoy to Sri Lanka.

Earlier, Mexico's call for a Security Council briefing on the Sri Lanka situation was shot down by Russia.

The British envoy's remarks come as Sri Lanka is due to figure at a number of international fora in the coming week.

Tomorrow, the European Union's Foreign Ministers are expected to issue a strong statement on Sri Lanka. On Tuesday, the US Senate Foreign Relations Committee will hold hearings on developments in Sri Lanka. The US Government's annual Human Rights Report is also due to be released in a fortnight.

Somersault: India calls for Govt-LTTE talks

In a sudden shift of policy, India yesterday appealed to the Sri Lankan government and the LTTE to hold talks and come to a peaceful settlement.

Acting Prime Minister Pranab Mukherjee said there was no military solution to the Sri Lankan crisis and a political solution must be found.

It was only just 72 hours ago, Mr. Mukherjee in a statement to parliament ruled out any Indian intervention to stop Sri Lanka’s military operations against the LTTE and slammed the LTTE as a banned organization that had done much damage to the Tamil community.'

Expressing concern over the latest turn of events in Sri Lanka in the wake of the LTTE air raids on Colombo, Mr. Mukherjee told reporters at Berhampore in West Bengal yesterday: "LTTE planes have been shot down. This is of concern. A political solution has to be found to the LTTE issue and military action will not do.”

India’s sudden turn-around came amidst concern in New Delhi over developments in Tamil Nadu where anti-centre sentiments are running high over the Congress-led government’s refusal to pressurize the Sri Lankan government to stop the war against the LTTE.

Four Indian Tamils have committed self-immolation after they accused the central government of failing to protect Sri Lankan Tamils, while protests by lawyers and students have also crippled Tamil Nadu, with rising Tamil nationalist sentiments causing concern in India’s ruling circles.

Maintaining that "a political solution is the only way out”, Mr. Mukherjee, who will be arriving in Sri Lankan on Friday for the SAARC foreign ministers’ meeting, said, "The two sides should sit across the table for a negotiated settlement of the issue. And, for that a congenial and peaceful atmosphere has to be created. Till that is not forthcoming, attacks and counter-attacks will continue to hit the country.”

Commenting on the plight of the civilians in the Wanni, Mr. Mukherjee said, “We are concerned.We are concerned for the huge Sri Lankan Tamil population, who has been caught in the crossfire. They are being killed and their normal life is seriously affected." He said India would appeal to Colombo to ensure that the rights of the minority Tamils were protected.

The Acting Premier also said the 1987 Indo-Lanka Accord should be implemented with more powers to the provincial councils being devolved. Mr. Mukherjee said the Tamils and other ethnic minorities in Sri Lanka must have an arrangement where their legitimate aspirations should be fulfilled within the framework of the Sri Lankan Constitution without affecting the territorial unity and sovereignty of Sri Lanka.

He said India expected a devolution package could be evolved fulfilling this criteria and the present impasse overcome. That should be the basis of restoration of normalcy, he added.

Political solution only way out, says Pranab

India expressed concern over the latest turn of events in Sri Lanka, particularly the air raids by LTTE over Colombo, and appealed to the Government and the militant organisation to come to a peaceful negotiated settlement.

It also said unless there was a congenial and peaceful atmosphere, attacks and counter-attacks would continue.

"An LTTE plane has been shot down. This is of concern. Political solution has to be found to the LTTE issue and military action will not do," External Affairs Minister Pranab Mukhjerjee, said.

Maintaining that ‘a political solution is the only way out’, he said, "The two sides should sit across the table for a negotiated settlement of the issue.”

Recalling the treaty signed in 1987 between the then Sri Lankan President and late Prime Minister Rajiv Gandhi, Mukherjee said, "the decisions arrived there should be implemented.”

"The decision for decentralisation of power and more powers to the provincial council should be followed," the minister said.

Japan's Ambassador Yukio Takasu, this month's president of the Council, told Inner City Press it is difficult to separate his nation's position from his role as president. He decried the Tamil Tigers for "using humanitarian" issues " to promote their military offensive." Video here, from Minute 12:22. He seemed to be implying that any focus on humanitarian suffering only helps the Tamil Tigers. But wouldn't Sudan's government make similar statements? Didn't Israel's?

Takasu said "I don't want to say human shields," but France's Jean-Maurice Ripert used the term, when asked by Inner City Press for France's position.Video here, from Minute 5:45. He said France is very concerned about "violations by both parties." Inner City Press asked, should it be discussed in the Council? I don't know, Ripert said, we'll see when Holmes gets back. In the UN, certainly, he said. We'll see.

Note: while Inner City Press continues to receive entreaties, including from people it respects, to not ask about civilian casualties in Sri Lanka "because it only helps the Tamil Tigers," there must be a way to respond to civilians deaths that is not dismissed as support of terrorists. The questions will continue.

Holmes whitewashes Sri Lanka’s ‘slaughter’

Within a day of Human Rights Watch’s damning report stating that “Sri Lankan forces are shelling hospitals and so-called safe zones and slaughtering the civilians there,” the UN Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, Sir John Holmes, went out of his way to avoid criticising the hardline Mahinda Rajapaksa regime and instead praised the “good cooperation” between the government and the UN agencies vis-à-vis the needs of the displaced Tamil population. Instead, he blamed the LTTE for the continuing suffering of the Tamil civilians in Mullaiththeevu.

Sir Holmes said: “it is hard to say how many of those killed are civilians and who is responsible for any particular incident.”

தமிழீழத்தை.. இன்னொரு ஈராக், ஆப்கானிஸ்தான்.. சோமாலியா.. ஆக்கிற திட்டத்தோடதான் இருக்கினம்.. வெள்ளைத் தோல் பிரபுக்கள்..!

அவர்கள் எதை எதிர்பார்க்கிறார்களோ அதையே நாம் வழங்கவேண்டும்...

அமெரிக்கா தமிழ்மக்களை தற்காலிகமாக காப்பாற்றலாம்.. இது நிரந்தர தீர்வாக ஒரு போதும் அமையாது..

இரண்டாவதாக புலிகளை நிரந்தரமாக அழித்து ஒழித்து தீர்வுகளைத்திணித்து தமிழ்மக்களை நிரந்தரமாக அடிமைகளாக்க உலக சதி நாடுகளின் திட்டமாகலாம்?

தமிழ்மக்களுகு மேலும் இந்த அணுகுமுறையால் பாதிப்பு நிகழ்வது நிச்சய்ம்.. எனவே தமிழ் மக்களே உஙளுக்கு ஒரே ஒரு தீர்வு தான் உண்டு

உடனடியாக எல்லா குழந்தைகளையும், முதியவர்களையும் பாதுகாப்பான எங்காவது காடுகள் பக்கம் பராமரித்துக்கொண்டு மிகுதி மக்கள் எல்லோரும் உடனடியாக போராளிகளுடன் சென்று இணையுங்கள்

ஆயிரக்கணக்கக போய்சேருஙள் முடிந்தால் இலட்சங்கலாகட்டும்.. வான் கரும்புலி கூறியது போன்று போதிய ஆயுத வளங்கள் இருக்கு.. எனவே மக்கள் போராட்டம் ஆகட்டும் அதில் மக்கள் உயிர்கள் போனாலும் அதில் நிச்சயம் வெற்றி உண்டு..

இப்பாடியே பிரங்கி, கொத்தணி, வான் தாக்குதல்,இரானுவத்திடம் நேரடியாக சுட்டு இப்படியாக அழிந்து எல்லோரும் சாவதை விட சாவை அர்த்தமாக்குங்கள்.. ஒரு நாடு நிச்சயமக மீட்கப்படும் மிகுதி மக்கள் ஆவது நிச்சயம் நிம்மதியாக வாழ்வார்.. இராணுவத்தின் பிரதெசத்திற்குல் போனால் சித்திரவதை, பாலியல் வல்லுறவு என உடன், நெடுங்கால திட்டத்தில் அழிக்கப்படப்போகிறீகள்..

"சிங்கள அரசு யுத்தத்தை தொடர்வதற்கு இயலாத நிலையில் சேடம் இழுக்கத் தொடங்கி விட்டதாகவும், அது ஆளணி இளப்பினாலேயோ அல்லதுபொருளாதாரம் தாக்குப் பிடிக்க முடியாமல் போவதனாலேயோ ஏதோ ஒரு காரணத்தால். சிங்களம், வடக்கத்தையானை இறக்கி விட்டு, எஸ்கேப்பாக துடியாக துடிக்கின்றதாம். ... அத்ற்கு பல வழிகளில் முயற்சிக்கின்றதாம். ஏதோ ஒரு மேற்கேத்தேய நாட்டு ராஜதந்திரி மூலமாவது ஐரோப்பிய யூனியனோ, நேட்டோவோ, அமெரிக்காவோ வர முயற்சிகள் மேற்கொள்வதாகவும், அதன் மூலம் இப்பிரட்சனைக்கு ஒரு தீர்வை எட்ட வைக்க முற்பட இருப்பதாக அறிக்கை விடக்கூட முயற்சிக்கிறதாம்!! ...... வடக்கத்தையானை இழுப்பதற்கான இன்னொரு நாடகமே ... வடக்கத்தையானின் கால அவகாசம் எப்போதோ முடிந்துவிட்டது..! இனி அவர்களுக்கு தங்கள் தேர்தல் தலைவலி..! இந்த நேரத்தில் எந்த ஒரு நாடும் முக்கியமான படையெடுப்பு போன்ற விடயங்களில் துணிந்து இறங்க மாட்டாது..! விடயம் அவர்கள் கை நழுவிச் செல்கின்றதுஎன்பதே உண்மை..! இனி மேற்குலகின் ஆட்டம் போல் தெரிகிறது..!

இதே வேளை இலங்கை அரசு, இன்னும் மிகக் குறுகிய நாட்களுக்குள் புதுக் குடியிருப்பு பகுதியையும் பிடித்து முற்று முழுதாக வன்னியை ஆக்கிரமித்து விடுவோம் என்று மிக வலிதாக நம்பிக் கொண்டு இருக்கும் கால கட்டத்தில், இந்தியாவும் அதனை நம்பிக் கொண்டிருக்கும் காலகட்டத்தில் இந்த முயற்சிக்கு எந்தளவு தூரம் தன் ஆதரவினை கொடுக்கும் என்பதும் கேள்வி

உண்மையான விடயங்கள் எவையும் வெளிவராத போது பொய்களை அவர்கள் நம்புவதால் புலிகள் பலவீனமாகி விட்டார்கள் எண்று சொல்கிறார்கள்( ஊடகங்களுக்கு மட்டுமே)... அதாவது சண்டையை விட இலங்கை படைகளின் பிரச்சாரம் பலமாக இருக்கிறது... மக்களை அவலப்படுத்தி, தடைகள் விதித்து கொல்வதை மட்டுமே புலிகளை பணிய வைக்கும் ஆயுதமாக அங்கே பயன் படுத்துகிறார்கள் என்பது தெளிவாக தெரியும் போது புலிகள் பலமாக இல்லை என்பது சரியான வாதமா...??

இலங்கையின் பிரச்சாரத்தை நம்பி சர்வதேசம் ( நோர்வே உட்பட ) முழுமையாக நம்பி புலிகளை ஆயுதங்களை கீழே போடு எண்று சொல்கின்றது... ஆனாலும் ஜனாதிபதி வெளிநாடிகளிடம் வடக்கு கிழக்கின் அபிவிருத்திக்கு உதவுமாறு வாய்வளி அறிக்கைகள் விடுமளவுக்கு இருக்கிறது வெளிநாடுகளின் இலங்கைக்கான உதவிகள் என்பதையும் கவனியுங்கள்... இது தான் எங்களுக்கு வெளிப்படையாக தெரிவது.. ஆனாலும் உண்மை நிலை என்ன, புலிகளின் பலம் எப்படி இருக்கும் என்பதும் அவர்களுக்கு தெரியும்...

வெளிப்படையாக சொல்ல முடியாத உண்மை எண்ட ஒண்டு உண்டு... அது இலங்கை படைகளை எதிர்க்கும் திரணி கொண்ட புலிகள் இந்திய படை உதவிகளையும் நேரடியான விமான, பீரங்கீகளை இயக்கும் திறனையும் எதிர்க்கும் திறண் அல்லது விட்டில் பூச்சி போல போய் மடியும் மோட்டு தனமும் புலிகளிடம் இல்லை என்பதுதான் ஜதார்த்தம்

இந்திய நேரடி தலையீட்டூக்கும் முன் புலிகளின் தரப்பில் தாக்குதல் வீடியோகள் , நிழல் படங்கள் எல்லாம் வெளிவிட்டு தங்களின் பலம் சம்பந்தமாக பிரச்சாரங்களை செய்த போது இங்கே யாழ்களத்தில் நக்கல் அடித்து கோமணங்களை பறக்க விட்டவர்கள் பலர்...!! அவைகளை தனியான தலைப்பில் எழுத முடியும். அவ்வளவு பெரிய பகிடிகள் விட்டார்கள்...!!

இந்திய பழைய இராணுவ ( சீக்கிய இன ) அதிகாரி ஒருவர் எனது வீட்டுக்கு அருகில் இருப்பவர் நீண்டாகாலமாக இலங்கை தமிழர் விடயங்களில் அக்கறையாக பேசுவார்.. ( காங்கிரசை வெறுப்பவர்) சொல்கிறார்... இந்தியா எது செய்வதானாலும் வரும் சித்திரை மாத்த்துக்கு முன்னர்தான் செய்யும் அது வரைதான் இலங்கைக்கான கெடு... அதுக்கும் முன்னர் இலங்கை பிரச்சினையை முடித்து , தலைவரை கொலை செய்தோ இல்லை கைது செய்தோ இந்தியாவுக்கு அனுப்ப வேண்டும் என்கிறார்..

சித்திரை மாதம் நாடாளுமற தேர்தல் அறிவித்ததின் பிற்பாடு காங்கிரஸ் எந்த முக்கிய முடிவையும் அரசினூடாக பிறப்பிக்க முடியாதாம், அதவது இலங்கைக்கு அனுப்பிய இராணுவத்தை திரும்ப பெறுவதை கூட ஜனாதிபதி தான் தேர்தல் முடியும் வரை பிறப்பிக்க முடியும் என்கிறார்...

செய்தி உண்மையானால்

சிங்களம் தன்னையும் அழித்து தமிழரையும் அழிக்க முடிவு செய்து விட்டது போலும்.ஈழத்தமிழன் அழிந்தாலும் தமிழன் வாழ்வான் உலகத்தில் சிங்களவன் அழிந்தால்அழிந்ததுதான்.ஆக மொத்தத்தில் இலங்கைத் தீவு இரத்தத் தீவாகப் போகிறது.ஈழம் தமிழர்களினதும் சிங்களவர்களினதும் இரத்தத்தால் மட்டுமல்ல இந்தியர்களினதும் வெள்ளையர்களினதும் இரத்தத்தால் சிவக்கப் போகிறது.

தமிழச்சி தயாவுக்கு எதிராக இப்ப சிலர் வரப்போகிறார்கள்.

நாம் அதாவது தமிழர்களோ அல்லது எங்களது தலைமையோ யாருக்கும் விரோதமானவர்கள் அல்ல என்பதை மீண்டும் கூறிக்கொள்கின்றோம்.
