காமன்வெல்த் அமைப்பிலுள்ள நாடுகளுடைய தலைவர்கள் பங்கேற்கும் மாநாடு இவ்வாண்டின் பிற்பகுதியில் இலங்கையில் நடப்பதற்கு அனுமதிக்கப்பட்டிருப்பது மிகுந்த அதிர்ச்சியும் கவலையும் தருகின்ற ஒரு முடிவு என கனடாவின் வெளியுறவு அமைச்சர் ஜான் பேர்ட் கூறியுள்ளார்.

காமன்வெல்த் அமைப்பு என்பது அடிப்படையில் சட்டத்தின் மாட்சிமை, ஜனநாயகம், நல்லாட்சி போன்ற விழுமியங்கள் சார்ந்த ஒரு கட்டமைப்பு என்று பிபிசிக்கு அளித்த பேட்டியில் குறிப்பிட்ட கனடிய அமைச்சர், இந்த விழுமியங்கள் அனைத்திலுமே இலங்கை அரசாங்கம் தோல்வியடைந்துள்ளது என்று கூறினார்.

இலங்கையில் உள்நாட்டு யுத்தத்தின் இறுதிக் கட்டங்களில் போர்க்குற்றங்கள் நடந்தன என்பதற்கான வலுவான ஆதாரங்களும் மற்றும் அதிகரித்துவரும் தடயங்களும் கிடைத்து வருவதாக அவர் குறிப்பிட்டார்.

சென்ற மாதம் ஐநா மனித உரிமைகள் மன்றமும் இலங்கையை கடுமையாக விமர்சித்து அறிக்கை ஒன்றை வெளியிட்டது என்பது குறிப்பிடத்தக்கது.

Canada still poised to boycott Sri Lanka's Commonwealth meet over human rights

The Harper government is setting the stage for a boycott of November’s Commonwealth leaders’ summit in Sri Lanka, delivering withering criticisms after ministers from the 54-nation organization took no action on the country’s human-rights record.

The Commonwealth’s Ministerial Action Group closed a meeting in London with no official mention of Sri Lanka – but Prime Minister Stephen Harper’s representatives emerged calling the prospect that the country will chair the Commonwealth summit “appalling,” an accommodation of “evil” – and referring to the treatment of the country’s Tamil minority as “soft ethnic cleansing.”

 

At issue is what Ottawa views as a slide into authoritarian rule, and poor treatment of Tamils and other minorities after the Sinhalese government’s 2009 victory that ended a civil war. Mr. Harper’s Conservative government once alienated much of the 300,000-strong Tamil diaspora in Canada by listing the Tamil Tigers as a terrorist group, but has since become a vocal critic of Colombo.

Although Mr. Harper still hasn’t made the final decision on boycotting the Colombo meeting, Foreign Affairs Minister John Baird said Sri Lanka’s human-rights record has worsened since he first warned of a boycott in 2011.

“I haven’t seen anything that would make me change my recommendation,” Mr. Baird said in an interview, calling the issue a “test” for the Commonwealth. “Canada is appalled that Sri Lanka is poised to host the summit.”

Many of the Commonwealth’s members are not keen for a confrontation and the issue was not even on the official agenda for the London meeting. Canadian officials said Mr. Baird raised the issue when talks turned to other business, sparking a lengthy discussion, however.

Mr. Baird said the January “sacking” of Sri Lanka’s chief justice, Shirani Bandaranayake, impeached suddenly by allies of President Mahinda Rajapaksa after she struck down government legislation to centralize spending and taxation powers, only underlines that the country is moving backward. And he said the country has failed to make efforts to reconcile with ordinary Tamils so they can return to their homes, make a living “and live in peace and security with their Sinhalese neighbours.”

But the position has left Canada virtually isolated. Britain is also a critic of the Rajapaksa government, but has not threatened a boycott; Australia’s relations with Sri Lanka are consumed more with preventing migrant flows. It is not clear whether India’s Prime Minister, Manmohan Singh, will yield to pressure from his country’s Tamils and skip the summit.

But Conservative Senator Hugh Segal, tasked by Mr. Harper with visiting Sri Lanka in March for a fact-finding mission to deliver a recommendation on Canada’s participation in the summit, said he saw nothing to make the PM change his mind.

“What I saw was frankly pretty desperate,” he said. “I want to be careful with my terminology, but you did see a pattern of soft ethnic cleansing.”

Sri Lanka’s army, in control of the Tamil-populated north, is a professional organization, he said, but its control of the northern economy leaves “no space for Tamils to rebuild businesses, to buy land in the north, to rebuild their farms, to get back into the fisheries.” Newspapers that take stands against the government see their staffs beaten by “thugs,” and there’s a pervasive attitude among some government officials that “all Tamils are sort-of terrorists or side with terrorists,” he said.

The country’s Muslim population is “scared to death,” he said. He asserted that Defence Secretary Gotabhaya Rajapaksa, a brother of the President, exhorted people at a nationalist Buddhist temple to protect the Sinhalese identity – and then thugs from the temple burned a clothing warehouse owned by a Muslim, while police did nothing.

“It reeks of Kristallnacht, quite frankly,” said Mr. Segal, referring to the 1938 attacks on Jews by Nazi brownshirts and supporters.

கனடா அரசு அறிக்கை விடுவதுடன் நின்றுவிடும் கூட்டத்தில் கலந்து கொள்வது அல்லது அதைத் தவிர்த்தல் என்பது கனடாவின் சொந்த முடிவு.அப்படிக் கலந்து கொள்ளாத பட்சத்தில் ஈழத்தமிழர்களுக்கு ஏதும் ந்ல்லதொரு முடிவு கிட்டவா போகின்றது. எல்லாம் அரசியல். கனடாவில் வசிக்கும் ஈழத்தமிழர்களின் வாக்குக்களை இலக்கு வைத்துக் கனடிய அரசியல்வாதிகள் விடும் அறிக்கைகளை நம்பி தமிழர்கள் மீண்டுமொரு முறை ஏமாற்றாம் அடைவது தான் மிச்சம். ஈழத்தில் இனவழிப்பு, நில அபகரிப்பு பெண்கள் மீது வன்கொடுமைகள் அதிகரித்து உள்ள நிலையில், சிங்கள அரசு போர்க்குற்றம் சாட்டப்பட்ட நிலையில், அதற்கான ஆதாரங்கள் வலுவான நிலையில் உள்ள காலத்தில் கனடாவால் ஈழத்தை ஏன் அங்கீகரிக்க முடியாமல் இருக்கின்றது. கனேடிய அரசியல்வாதிகளும் வாய்ச்சொல்லில் தான் வீரர்கள் போலிருக்கின்றது

கனடா ஒரு நாட்டு பிரதமர் ஒருவர்தான், இலங்கை தருஸ்மன் அறிக்கை என்று தட்டிக்கழித்த அறிக்கையை அது ஐ.நாவின் அறிக்கைத்தான், அது சரியானது என்று கூறியவர். இதன் பின்னர்தான் நாடுகள் துணிச்சலுடன் ஐ.நா பிரேரணைக்கு முன் வந்தன.

 

இப்போது முதன் முதலாக நிபந்தனையுடன் இன அழிப்பு என்று கூறியிருக்கிறார்கள்.  வருவதை பார்ப்போம்.

The Commonwealth’s general secretary said on Friday that he saw no reason to strip Sri Lanka of the honour of staging the meeting in November despite mounting international concern over the country’s failure to tackle human rights abuses and demonstrate a clear commitment to democracy and the rule of law.

 

John Baird, Canada’s foreign minister, said he was stunned that Colombo was not facing censure for its behaviour.

 

"We’re appalled that Sri Lanka seems poised to host CHOGM and to be chair-in-residence of the Commonwealth for two years," he told the Guardian.

 

"Canada didn’t get involved in the Commonwealth to accommodate evil; we came to combat it. We are deeply disappointed that Sri Lanka appears poised to take on this leadership role."

 

Far from seeing "meaningful progress" since the last CHOGM in Perth in 2011, said Baird, the Sri Lankan government had only grown more authoritarian and less accountable and open to reconciliation.

 

He added: "It’s not just Canada: the Commonwealth Journalists’ Association; the Commonwealth Human Rights Initiative; the Commonwealth Lawyers’ Association; the Commonwealth Legal Education Association; the Commonwealth Magistrates’ and Judges’ Association; Human Rights Watch, the United Nations Human Rights Council – all of these people have come out and unanimously have said that not only has Sri Lanka not made progress, but in many instances, is getting worse."Baird pointed to the impeachment and sacking three months ago of the country’s chief justice and her replacement with a successor who is close to President Mahinda Rajapaksa.

 

"Both of those actions are appalling and they show that not only have we not seen an improvement, we’ve seen a deterioration in recent months and that is causing Canada great concern," he said.

 

The Canadian prime minister, Stephen Harper, has repeatedly raised concerns over Sri Lanka’s hosting of CHOGM and threatened to boycott the meeting if Colombo does not show real evidence of progress.

 

Asked whether Harper was planning to snub CHOGM, Baird said: "Certainly nothing I’ve learnt in recent months and days would lead me to give him any contrary advice on that issue."

Mr Baird told the BBC's Newshour: "Canada finds it appalling that the government in Colombo would be given the honour and the privilege and responsibility of hosting Commonwealth leaders.

"The Commonwealth has fundamental values of freedom, democracy, human rights, the rule of law, good governance and the government in Colombo has failed in all of those respects."

He said there had been "little, if any, accountability since the war ended".

Mr Baird said: "We've seen no meaningful attempt at reconciliation with the Tamil population. If anything it's getting worse."

He also said there was "a growing authoritarian trend" in Sri Lanka's governance, adding: "These are all fundamentally at odds with Commonwealth values and we don't think Sri Lanka should be hosting the Commonwealth."

தமிழ் மக்களுடனான நல்லிணக்க விடயத்தில் எதுவிதமான அர்த்தமுள்ள முயற்சிகளும் மேற்கொள்ளப்பட்டதை நாம் காணவில்லை.  அப்படி ஏதாவது முயற்சி எடுக்கப்பட்டிருந்தால் அது இருந்ததைவிட மோசமாகவே இருக்கிறது. என்று திரு பெயர்ட் கூறினார்.

 

சிறிலங்காவினுடைய ஆட்சியில் எதேச்சதிகாரமான ஒரு நிலை வளர்ந்து வருகின்றமையைத் தான் காணக்கூடியதாக இருக்கின்றது என்றும் அவர் கூறினார்.  இவை அனைத்தும் பொதுநலவாய அமைப்பின் கோட்பாடுகளுடன் முரண்பட்டு நிற்கின்றன.  ஆகவே, பொதுநலவாய நாடுகளின் தலைவர்களின் கூட்டத்தை சிறிலங்கா நடத்தலாம் என்று நாம் நினைக்கவில்லை என மேலும் கூறினார்.

கனடா அரசு அறிக்கை விடுவதுடன் நின்றுவிடும் கூட்டத்தில் கலந்து கொள்வது அல்லது அதைத் தவிர்த்தல் என்பது கனடாவின் சொந்த முடிவு.அப்படிக் கலந்து கொள்ளாத பட்சத்தில் ஈழத்தமிழர்களுக்கு ஏதும் ந்ல்லதொரு முடிவு கிட்டவா போகின்றது. எல்லாம் அரசியல். கனடாவில் வசிக்கும் ஈழத்தமிழர்களின் வாக்குக்களை இலக்கு வைத்துக் கனடிய அரசியல்வாதிகள் விடும் அறிக்கைகளை நம்பி தமிழர்கள் மீண்டுமொரு முறை ஏமாற்றாம் அடைவது தான் மிச்சம். ஈழத்தில் இனவழிப்பு, நில அபகரிப்பு பெண்கள் மீது வன்கொடுமைகள் அதிகரித்து உள்ள நிலையில், சிங்கள அரசு போர்க்குற்றம் சாட்டப்பட்ட நிலையில், அதற்கான ஆதாரங்கள் வலுவான நிலையில் உள்ள காலத்தில் கனடாவால் ஈழத்தை ஏன் அங்கீகரிக்க முடியாமல் இருக்கின்றது. கனேடிய அரசியல்வாதிகளும் வாய்ச்சொல்லில் தான் வீரர்கள் போலிருக்கின்றது

 

வாத்தியார், வாத்தியார், வாத்தியார் நீங்கள் இப்படி எழுதியிருப்பது வேதனைக்குரிய விடயம். கனடிய அரசியல், அதன் அரசியலமைப்பு, கனடிய தேர்தல் தொகுதி அமைப்பு என்பனபற்றித் தெரிந்த பிற்பாடு தான் நீங்கள் இப்படி எழுதியிருக்கிறீர்கள் என்று நம்புகிறேன். இல்லை என்றால் இனியாவது தெரிந்து கொள்ளுங்கள்.

கனடாவில் எம்மக்களது தொகை அதிகமாக இருந்தாலும், ஒரு தேர்தல் தொகுதியை எம்மவர் வாக்குகளால் முற்றுமுழுதாகக் கைப்பற்றும் நிலையில், எமது குடிப்பரம்பல் தேர்தல் தொகுதிகளில் இல்லை என்பது தான் இங்கு நிதர்சனம். இந்நிலையில் கனடிய அரசியல்வாதிகள் எம்மவர் வாக்குகளில் தங்க வேண்டிய அவசியம் அவர்களுக்கு இல்லை என்பதும் தான் உண்மையாகும். நீங்கள் கேட்கலாம் ராதிகா எப்படிக் கடந்த தேர்தலில் தெரிவானார்? என்று.

 

 

நம்பினால் நம்புங்கள். அவரது வெற்றிக்கு மிகவும் உறுதுணையாக அமைந்த பெரிய விடயம், அந்தத் தொகுதியில் 21 ஆண்டுகளாக தொடர்ந்தும் பா.உ. ஆகப் பதவி வகித்து வந்த டெரிக் லீ கடைசி நேரத்தில் ஓய்வு பெற்றதாகும். தேர்தலுக்கு இரண்டு  மாதங்களுக்கு முன்னர்தான் அவரது ராஜினாமா அறிக்கை வெளிவந்தது. இதனால், அந்தக் கட்சியின் புதிய வேட்பாளருக்கு  பிரச்சாரங்களை மேற்கொண்டு வாக்குகளைப் பெறுவதற்குரிய கால அவகாசம் போதவில்லை.

ராதிகாவுக்கு விழுந்த வாக்குகள் தனிப்பட்ட ராதிகாவிற்கல்லாமல் அவரது கட்சித் தலைவரின் ஆளுமையின் நிமித்தம் அவரது கட்சிக்கு விழுந்த பல்லின மக்களின் வாக்குகளாகும், தனிப்பட்ட தமிழ் மக்களின் வாக்குகள் அல்ல. அதுமட்டுமின்றி, அந்தத் தேர்தலில்  அனைத்து தமிழ் அமைப்புகளும் எதுவித பேதமுமின்றி ராதிகாவின் வெற்றிக்குச் சேர்ந்து உழைத்ததும் ஒரு காரணம்

 

இந்த உண்மைகளை வழமைபோல் எமது தமிழ் ஊடகங்கள் மறைத்து விட்டன.

 

 

கனடாவால் ஈழத்தை ஏன் அங்கீகரிக்க முடியாமல் இருக்கின்றது என்று கேட்டிருக்கிறீர்கள். நல்ல கேள்விதான். தமிழ் மக்கள் அதிகமாக இருக்கிறார்கள் என்பதற்காக ஈழத்தை அங்கீகரிக்க வேண்டிய கடமைப்பாடு கனடாவுக்கு இல்லை. இதற்கும் மேலாக தமிழீழம்தான் ஈழத்தமிழர்களின் பிரச்சினைக்கு ஒரே முடிவு என்று பலமாகக் கூறி ஐ.நா.வுடனோ அல்லது அமெரிக்க, இந்திய அரசுகளுடனோ பேச்சுவார்த்தைகளில் ஈடுபடும் அளவிற்கு பலம் பொருந்திய அமைப்பு ஒன்றும் எம்மிடம் இல்லை. உதிரிகளாகச் செயற்படும் எம் அமைப்புகளும் அந்த அமைப்புகளின் நலன்களுக்காக உதிரிகளாக்கப்பட்டுள்ள எம் மக்களும் சிதறிய நிலையில் இருந்து கொண்டு தமிழீழத்திற்கான கோசத்தை இட்டால் நான் மேற்குறிப்பிட்ட ஸ்தாபனமோ   அல்லது  வேறு    நாடுகளோ    எமது கோசத்தைக் காதில் வாங்கிக் கொள்ளப் போவதில்லை.

கனேடிய அரசியல்வாதிகள் வாய்ச்சொல்லில் வீரர் என நீங்கள் குறிப்பிட்டிருப்பது மிகவும் தவறான ஒரு விடயம். உங்களுடைய இந்தக் கூற்று ஒரு தமிழன் என்ற முறையில் உங்களுடைய தமிழுணர்வின் வெளிப்பாடாக இருக்கலாம். கனேடிய அரசியல்வாதிகள் தாங்கள் கொடுத்த உறுதிமொழிகளை மீறுவது மிகவும் குறைவு. அதிலும் கனேடியப் பிரதமர் தான் சொல்வதைச் செய்பவராகவே இன்றுவரை இருந்திருக்கின்றார். அவர் எடுக்கும் முடிவுகளில் உறுதியாக நிற்பவர் எனப் பெயரெடுத்தவர். சிறிலங்காவின் தமிழர்களின் மீதான மனித உரிமை மீறல்கள் குற்றச்சாட்டுக்களை விசாரணைக்குட்படுத்தாதவரை 2013 பொதுநலவாய அமைப்பு நாடுகளின் தலைவர்கள் கூட்டத்தில் கனடா பங்கெடுக்காது என்பதை 2010 முதல் இன்றுவரை கனேடியப் பிரதமர் உறுதிபடத் தெரிவித்து வந்திருக்கிறார் என்பதையும் இங்கு சுட்டிக் காட்ட விரும்புகின்றேன். இந்த மாநாடு பற்றி இன்று கனடா எடுத்திருக்கும் நிலைப்பாடு இன்னும் எத்தனை நாடுகளின் முடிவுகளை மாற்றப் போகிறது என்பது பொறுத்திருந்து பார்க்க வேண்டிய விடயம். தற்போது வெளிவருகின்ற செய்திகளின்படி ஐக்கிய இராய்ச்சியமும் இத்தகைய ஒரு முடிவை எடுக்கின்ற சாத்தியக்கூறுகள் தென்படுவதாகத் தெரிகின்றது. அதுவும் நடக்குமாக இருந்தால் ஏனைய மேற்குலக நாடுகளும் கனடாவோடும் ஐக்கிய இராச்சியத்தோடும் அணிசேரலாம். தற்கால அரசியல் இப்படி இருக்கின்ற நிலையில் ஒரு நாடு எம்மவர் சம்பந்தப்பட்டவொரு விடயத்தில் எடுக்கவிருக்கும் முடிவு பற்றிய தவறான வாதங்களை நாம் தவிர்த்துக் கொள்ளுதல் நல்லது.

இலங்கையில் காமன்வெல்த் மாநாடு:கனடா அமைச்சர் கண்டனம்

 

இலங்கையில் காமன்வெல்த் மாநாடு நடத்த அனுமதி வழங்கப்பட்டுள்ளதற்கு கனடா வெளியுறவுத்துறை அமைச்சர் ஜான் பெய்ர்ட் கண்டனம் தெரிவித்துள்ளார்.மேலும், இந்த முடிவு கவலை தருவதாக உள்ளது என்றும் அவர் கருத்து தெரிவித்துள்ளார்.

மனித உரிமை மீறல்கள் மற்றும் போர்க் குற்றங்கள் குறித்து விசாரணை நடத்த இலங்கை அரசு எந்தவித முயற்சிகளையும் எடுக்கவில்லை என்றும் ஜான் பெய்ர்ட் குற்றம்சாட்டியுள்ளார்.

மேலும், தமிழர் பிரச்னைக்கு தீர்வு காண்பதில் உரிய கவனம் செலுத்தப்படவில்லை என்றும் அவர் கூறியுள்ளார். இதனிடையே, போர்க்குற்றம் குறித்து முறையாக விசாரணை நடத்தப்படவில்லை என்றால், காமன்வெல்த் மாநாட்டை புறக்கணிப்போம் என்று கனடா பிரதமர் ஸ்டீபன் ஹார்பர் தெரிவித்துள்ளார்.

The Canadian foreign minister tells Channel 4 News he is "appalled" the Commonwealth heads of government meeting will still take place in Sri Lanka despite concerns over human rights in the country.

 

Canada's foreign minister John Baird said it was "not a good day for the Commonwealth" that its secretariat was going ahead with plans to host the heads of government meeting (CHOGM) in Sri Lanka in November.

Sri Lanka will also take on the chairmanship of the Commonwealth after the summit - amid mounting concerns that some of the Commonwealth's key democratic values are being ignored in the country.

Alleged war crimes committed at the end of Sri Lanka's three-decade long civil war, which ended when the government crushed the Tamil Tiger rebels in 2009, have never been properly investigated and attempts at reconciliation since then have effectively failed amid an ongoing atmosphere of government repression.

 

"We are appalled that Sri Lanka is going to be hosting this summit." Canadian Foreign Minister John Baird

 

Mr Baird, speaking in London after a meeting of Commonwealth foreign ministers, told Channel 4 News: "We are appalled that Sri Lanka is going to be hosting this summit.

"The Canadian prime minister has been very clear that unless we saw progress on accountability, on reconciliation, and some sort of change on the growing authoritarian trend we've seen in the country, that he wouldn't attend the summit."

However, at this point Canada is the only Commonwealth country taking such a strong position on Sri Lanka. At a press conference earlier, the Commonwealth Secretary General Kamalesh Sharma, a former Indian diplomat, confirmed that the meeting in Sri Lanka was still going ahead.

He added: "All member states subscribe to the same principles and values equally. Interacting with them [sri Lanka] on many fronts as I have been doing at all levels, I am fully persuaded that they are sincere in subscribing to and following those values [of democracy and protection for human rights]."

 

 

Will the Queen attend?

The Queen is also due to attend the meeting in Sri Lanka as head of the Commonwealth. Prime Minister David Cameron is also on the list, but the British government has as yet made no decision about a possible boycott in protest at the situation in Sri Lanka.

Sri Lanka's record on human rights has been questioned at the highest level across the international community, with particular focus on abuses committed at the end of its civil war in 2009. The UN has twice voted to urge the country to properly and transparently investigate killings and disappearances from the period.

Recent events such as the impeachment of the country's chief justice, reports of torture of Tamils deported from the UK, and the shooting of a journalist have only heightened concerns. The government denies all allegations of abuses.

Earlier this year, former foreign secretary David Miliband described the idea of the Queen visiting Sri Lanka for CHOGM as "grotesque".

 

However, speaking today in London, Australian foreign minister Bob Carr said he hoped that engaging with Sri Lanka would allow the Commonwealth to check how much progress the country was actually making on human rights.

"It's a view that many of us hold that in the lead up to CHOGM, this Commonwealth with its adherence to democratic values is in a good position to engage with the government of Sri Lanka and monitor progress," he said.

But Canada's foreign minister John Baird said there was no sign that this had made any difference so far - and referred to fears that the Commonwealth position on Sri Lanka was making the body look increasingly irrelevant in the modern world.

"We had hoped that the leader's summit being in Colombo at the end of this year would see progress on accountability for the war crimes that took place at the end of the war, that it would mean some meaningful effort at reconciliation with the Tamil population, and that we would see improvements in good governance and respect for human rights.

"Regrettably, we haven't seen any of these three - and in fact they've gotten worse...It's obviously not a good day for the Commonwealth."

முள்ளிவாய்கால் அவலத்தின் போது எமது ஊடகங்கள் விட்ட அண்ட புளுகுகளும் ஆய்வாளர்கள் ஏதோ தங்கள் ஒபாமாவுடன் கைத்தொலைபேசியில் கதைத்துக்கொண்டு இருப்பது மாதிரி ஏற்படுத்திய நிலைமைகளும் எனக்கு தெரியும் .

தேசியம் என்று இல்லாத ஒன்றை அவிழ்த்துவிட்டு பெருமை தேடுவதுதான் பலர் பிழைப்பாக போய்விட்டது .

பி பி சி யில் ஜோன் பியாட்டின் பேட்டி இருக்கு முடிந்தால் கேட்கவும் .

கனடா மகா நாட்டிற்கு போகாவிட்டால் வந்து அப்பவே சொன்னேன் என சொல்ல வேண்டாம் ,இன்றைய திகதியில் கனடா அந்த முடிவை இன்னமும் எடுக்கவில்லை என்பதுதான் உண்மை .
