Cabinet rejects special UK envoy

UK envoy says he will liaise with all parties

The Cabinet has rejected the appointment of a special envoy to Sri Lanka by the British government, Daily Mirror learns. British Prime Minister Gordon Brown had appointed Des Browne MP as his Special Envoy to Sri Lanka yesterday.

The official announcement was made late last night. However, well informed government sources said that Cabinet, which had been informed of the move earlier in the day by the British Prime Minister, had decided to reject it on the grounds that such an appointment would be an infringement of Sri Lankas sovereignty.

The British High Commissioner in Colombo had also reportedly discussed the matter with Foreign Minister Rohitha Bogollagama yesterday before the official announcement was made.

Daily Mirror learns that the Foreign Ministry was later tasked by Cabinet to notify the British Foreign Office of the Sri Lankan government’s stand on the appointment.

The British government said that, in his new role, Des Browne would focus on the immediate humanitarian situation in northern Sri Lanka and the Government of Sri Lanka's work to set out a political solution to bring about a lasting end to the conflict.

As special envoy, he will work closely with the Sri Lankan government, leaders from all communities in Sri Lanka, international agencies and the wider international community. However, there was no direct mention of whether the special envoy would seek to engage with the LTTE.

Speaking of his appointment, Des Browne had said he welcomed the opportunity to act as the Prime Minister's Special Envoy and was looking forward to contributing to the UKs efforts to improve the serious humanitarian situation and liaising with all parties that may have a role to play in taking forward work on a sustainable political solution in Sri Lanka.

British Foreign Secretary, David Miliband, had last week called for an immediate humanitarian ceasefire in the conflict in Sri Lanka, as the death toll continued to rise and conditions for the civilian population deteriorated.

He had said that, if peace were to be sustainable, there needed to be a new drive for political engagement by the Sri Lankan Government with all communities in Sri Lanka, to address their legitimate concerns.

The British Foreign Secretary had also said on his blog website that he had spoken to President Mahinda Rajapaksa two weeks ago about his concern regarding the humanitarian situation in the North. “News today of further fighting and no sign of the ceasefire that the Government proposed, renews that concern. Reports of deadly attacks on international medical centres are rightly at the top of the news,” he said. (ER)

UN mistakes Sri Lanka for Zimbabwe

UNITED NATIONS, February 11 -- The day after UN Secretary General Ban Ki Moon called the crisis in northern Sri Lanka "under-reported" and spoke of sending a UN humanitarian assessment team there when he finds it appropriate, the level of UN's un-engagement in Sri Lanka became clear. Inner City Press asked Ban's spokesperson Michele Montas for information about Ban's assessment mission idea, whether the Sri Lankan government would grant access, and what level of UN official has been allowed into the Vanni region since September 2008.

Ms. Montas responded that "where Ms. Bragg will go with the delegation is going to be determined" once there, "if it can enter Vanni" is not known, but it will aim "wherever we have the highest civilian casualties."

But as Inner City Press pointed out, the UN's Catherine Bragg is going to Zimbabwe, not Sri Lanka. “Oh I see,” Ms. Montas apologized. She acknowledged that the UN people given access are "operational people working on the ground." She added, "He feels that it is needed." But would the government give access? "We don't know yet," Ms. Montas said.

While on the one hand Ban's spokesperson went beyond his February 10 comment that he would send humanitarian assessment teams "whenever I think it is appropriate," but saying "he feels that it is needed," to mistake Zimbabwe for Sri Lanka raises more questions.

Later on Wednesday, Inner City Press asked the head of one of the UN humanitarian agencies, UNICEF's Ann Veneman, if the UN has had difficulty accessing north Sri Lanka and especially Vanni. "We have difficulties with access now for our humanitarian work," Ms. Veneman answered, adding that she was in Northern Sri Lanka in 2005 and that her agency would get more information to Inner City Press.

India appeals to Govt, LTTE to resume negotiations

Conveying concerns over the “plight of civilians” displaced in Sri Lanka due to the military conflict, Indian President Pratibha Patil yesterday appealed to the Sri Lankan government and to the Liberation Tigers of Tamil Eelam (LTTE) to return to the negotiating table for a negotiated settlement.

“This can be achieved if, simultaneously, the Government of Sri Lanka suspends its military operations and the LTTE declares its willingness to lay down arms and to begin talks with the government,” she told the Indian parliament.

In her address to the joint session of the two houses of parliament, the president also focussed on Indias improving relations with neighbours in South Asia, and underlined that although ties with Pakistan made “considerable progress” over the last five years, the continuation of terrorism has eroded this process.

Underscoring Indias independent foreign policy, the president also spoke glowingly about Indias global nuclear deal that ended 34 years of nuclear isolation and New Delhis transformed relations with Washington.

“The opening of such cooperation with India is a vindication of Indias impeccable record on non-proliferation and our long-standing commitment to universal, non-discriminatory and comprehensive nuclear disarmament,” the president said while alluding to Indias re-entry into the global nuclear mainstream after the September 6, 2008 waiver by the Nuclear Suppliers Group (NSG).

“The conduct of our foreign policy has enhanced Indias stature in the world. My government’s foreign policy has been imbued with the values that our nation rests upon - of independence of thought and action, ensuring a democratic, just and equitable world order and the rule of law,” Patil said.

“Indias views on the major international issues of our times are not just heard, but are now being actively sought,” she stressed.

“My government worked actively with the international community to address key global challenges of terrorism, energy and food security, climate change and sustainable development, the global economic and financial crisis, and the reform of international institutions, including the United Nations, to reflect contemporary realities,” the president said. Sri Lanka rejects British envoy: foreign minister

COLOMBO (AFP) — Sri Lanka on Thursday rejected the appointment of former defence minister Des Browne as a special envoy to the island, accusing London of interfering in its internal affairs.

Foreign Minister Rohitha Bogollagama said the government in the former British colony saw Browne's appointment as a unilateral move by London and decided not to accept him.

"It is tantamount to an intrusion into Sri Lanka's internal affairs and is disrespectful to the country's statehood," the minister told AFP, warning "there could be major repercussions" for relations with Britain.

He dubbed Britain's move "extremely unhelpful" but did not specify if any measures would be taken in retaliation.

"There is no further discussions with London on the matter," Bogollagama said, after the British Foreign Office has said talks were ongoing to resolve the dispute.

Earlier in London, Prime Minister Gordon Brown's office said Browne, who left office last October, would work with all sides.

"In this new role, Des Browne will focus on the immediate humanitarian situation in northern Sri Lanka and the government of Sri Lanka's work to set out a political solution to bring about a lasting end to the conflict.

"As special envoy, he will work closely with the Sri Lankan government, leaders from all communities in Sri Lanka, international agencies and the wider international community," it said in a statement.

The statement, also issued by the British High Commission in Colombo, quoted Browne as saying he was "looking forward to contributing to Britain's efforts to improve the serious humanitarian situation and liaising with all parties."

Sri Lanka has resisted calls for a "no-fire period", amid claims from relief agencies that a "humanitarian catastrophe" was unfolding in the island's war zone, where tens of thousands of civilians are trapped.

Downing Street had no comment on Sri Lanka's rejection of Browne.

Senior Sri Lankan government officials said here that London had not consulted with Colombo before making the appointment.

The appointment came two days after nationalists protested outside the British High Commission here, demanding that international officials keep out of Sri Lanka's internal affairs.

Hardline nationalists accuse Western governments, aid agencies and humanitarian organisations as well as international media of supporting Tamil Tiger guerrillas, who are cornered in a small area in the north of the island.

Sri Lanka rejects UK's new envoy

Sri Lanka has rejected the British PM's nomination of a former defence secretary, Des Browne, as his special envoy to the country.

It said the nomination of Mr Browne was "a disrespectful intrusion".

PM Gordon Brown had said Mr Browne would work closely with the Sri Lankan government and community leaders.

But President Mahinda Rajapaksa and his cabinet said the appointment was "unhelpful" and was made without consulting them.

A foreign ministry statement said the appointment was tantamount to an "intrusion of Sri Lanka's internal affairs".

"Further, the cabinet perceived that this would be a hindrance in pursuing a sustainable solution to the conflict in terms of a Sri Lankan agenda," it said.

Correspondents say that Colombo's rejection of Mr Browne is an embarrassment for the British government, especially because Sri Lanka has accused the UK - its former colonial power - of "unilaterally" appointing him.

A Downing Street spokesman told the BBC that an ongoing dialogue over Mr Browne's role was still taking place with Sri Lanka and that it still hoped he could work with all sides to secure a peace agreement and alleviate further suffering.

But Foreign Minister Rohitha Bogollagama warned of "major repercussions" for relations with Britain over his nomination.

"There is no further discussion with London on the matter," Mr Bogollagama told the AFP news agency.

Media Minister Anura Yapa said the government had voiced its "displeasure" to the British High Commission in Colombo.

"We are not a British colony any more," the minister said. "We are quite capable of looking after the internally displaced persons."

'Influx'

Tens of thousands of civilians are still believed trapped in fighting between the army and Tamil Tiger rebels in the north-east.

The defence ministry has said that hundreds more Tamil civilians have fled the war zone.

It says that they crossed the front lines in the district of Mullaitivu, where the army has surrounded the rebels.

The government has accused the rebels of using civilians trapped by the fighting as "human shields" and of preventing them from leaving the area.

The rebels have in turn accused the army of randomly shelling civilian areas including hospitals.

About 50,000 soldiers are pressing the Tamil Tigers into a patch of north-eastern jungle after taking the key areas of Kilinochchi, Elephant Pass and Mullaitivu.

The government has rejected international calls for a ceasefire, demanding the rebels lay down their arms.

The Tigers have said they will not do so until they have a "guarantee of living with freedom and dignity and sovereignty".

The rebels started fighting in the 1970s for a separate state for Tamils.

LTTE welcomes appointment of British Special Envoy

Liberation Tigers of Tamileelam (LTTE) has welcomed the appointment of Des Browne as Special Envoy to Sri Lanka by the British Prime Minister on Thursday. In a letter addressed to Mr. Des Browne, LTTE's Head of International Diplomatic Relations S. Pathmanathan said the British government had a moral responsibility to intervene to stop the genocide being committed by the Government of Sri Lanka (GoSL) on Tamil civilians in the island of Sri Lanka.

The LTTE remained committed to a peaceful solution to the conflict and honoured the February 2002 peace pact, the letter addressed to Mr. Des Browne said.

Britain named a special envoy to Sri Lanka on Thursday to help bring about a political solution to the island’s long-running conflict and to ease hardships to Tamil civilians trapped in the Vanni warzone.

Sri Lanka swiftly rejected the appointment of the special envoy as “an intrusion into internal affairs” and said the British move was "disrespectful to the country's statehood."

Mr. Pathmanathan, a senior leader of the LTTE is working abroad with required mandate from the LTTE leadership to represent the movement in any future peace initiatives and to function as the primary point of contact for engaging with the international community.

London , Feb 13 (AFP) Britain fought off today angry objections from Sri Lanka over London's appointment of a special envoy to address the humanitarian needs of the war-torn country.

Britain's Foreign Office said Thursday's appointment of former defence secretary Des Browne was not made unilaterally and insisted discussions with the Sri Lankans were ongoing.

"The Foreign Secretary ( David Miliband) spoke this morning to the Sri Lankan Foreign Minister Rohitha Bogollagama,"a Foreign Office spokesman said.

"He explained the reasons the United Kingdom was proposing a special envoy and that this was not a unilateral decision.
