காமன்வெல்த் விளையாட்டுப் போட்டி: ஊழலுக்குக் கவசமாகும் ‘தேசிய கவுரவம்’!

பல தலைமுறைகளாக ஊழலிலே ஊறித்திளைத்த காங்கிரஸ் கொள்ளைக் கூட்டம், அடுத்த மாதம் நடைபெறவுள்ள காமன்வெல்த் போட்டிகளின் சந்து பொந்துகளில் எல்லாம் புகுந்து கீழ்த்தரமாகப் பொறுக்கித் தின்றிருப்பது இப்போது சந்தி சிரிக்கிறது.

சென்ற ஆண்டு ஒலிம்பிக் போட்டியை சீனா நடத்தியதைத் தொடர்ந்து, இந்தியாவிலும் அதைப் போன்றதொரு போட்டியை நடத்தி அந்நிய முதலீடுகளை ஈர்க்கப் போவதாக ஆட்சியாளர்கள் கூறிவந்தார்கள். அதன்படி, 40 ஆயிரம் கோடி ரூபாய் செலவில், வரும் அக்டோபர் 3-ஆம் தேதி முதல் 16-ஆம் தேதிவரை காமன்வெல்த் நாடுகளின் போட்டிகளை டெல்லியில் நடத்தவிருக்கிறார்கள்.

இந்தப் போட்டிக்கான ஏற்பாடுகளை செய்வதற்கென அமைப்புக் கமிட்டி ஒன்று ஏற்படுத்தப்பட்டு, அதன் தலைவராக சுரேஷ் கல்மாடி என்ற முன்னாள் காங்கிரசு அமைச்சர் நியமிக்கப்பட்டார். இந்தப் போட்டிகளுக்காக நவீன விளையாட்டு அரங்கங்கள், நீச்சல் குளங்கள், விளையாட்டு வீரர்கள் தங்கும் குடியிருப்புகள் போன்றவற்றைப் புதிதாகக் கட்டுவது, ஏற்கெனவே உள்ள விளையாட்டு அரங்கங்களைச் சர்வதேச தரத்திற்கு நவீனப்படுத்துவது எனப் பல வேலைகள் தொடங்கி நடந்து வருகின்றன.

இந்தத் திட்டங்களின் எல்லா இடங்களிலும் வகைதொகையின்றி, அரசியல்வாதிகளும் அதிகார வர்க்கமும் உள்நாட்டு – வெளிநாட்டு முதலாளிகளும் கூட்டுச் சேர்ந்து ஊழல் செய்துள்ளது அம்பலமாகி வருகிறது. சென்ற மாதத்தில் இவர்களது ஊழல் வெளிப்படாத நாளே இல்லை என்று கூறும் அளவிற்கு தினந்தோறும் ஏதாவதொரு திட்டத்தில் ஊழல் நடந்திருப்பது அம்பலமாகியது.

பிரிட்டனின் முன்னாள் காலனி நாடுகள் அதனிடமிருந்து ‘சுதந்திரம்’ பெற்ற பின்னரும், எஜமான விசுவாசத்துடன் அமைத்துள்ள கூட்டமைப்புதான் காமன்வெல்த் என்பதாகும். காலனிய அடிமைத்தனத்தின் மிச்சசொச்சமாக விளங்கும் காமன்வெல்த்தின் தலைமைப்பீடமான பிரிட்ஷ் பேரரசியின் முன்னிலையில் நடைபெற்ற ’காமன்வெல்த் சுடர்’ ஊர்வலத்தை அகன்ற திரையில் காட்டவும், அந்த ஊர்வலத்திற்கு கார்களை வாடகைக்கு எடுக்கவும், ஏ.எம்.பிலிம்ஸ், ஏ.எம்.கார்ஸ் ஆகிய பிரிட்டிஷ் நிறுவனங்களுடன் பல கோடி ரூபாய்க்கு ஒப்பந்தம் செய்யப்பட்டன. ஆனால், அது போன்ற நிறுவனங்கள் எதுவும் உண்மையில் இல்லை. இந்தியாவில் இவர்கள் கொடுத்திருந்த முகவரியும் போலியானது. ஒப்பந்தத்தை வழங்குவதற்காக பிரிட்டனில் உள்ள இந்திய தூதரகம் அனுப்பியது போன்றதொரு போலியான சிபாரிசுக் கடிதத்தை அதிகாரிகளே உருவாக்கி ஏமாற்றியுள்ளனர். பிரிட்டிஷ் பேரரசியே தனது அதிருப்தியைத் தெரிவிக்குமளவுக்கு இந்த ஊழல் சில்லறைத்தனமாக நடந்துள்ளது.

நாட்டிலுள்ள தனியார் மற்றும் அரசு நிறுவனங்களிடம் இவ்விளையாட்டுப் போட்டிக்கு விளம்பரம் திரட்டித் தரவும், விளம்பரக் கட்டணத்தை வசூலிக்கவும் ஸ்போர்ட்ஸ் அண்ட் மேனேஜ்மென்ட் என்ற ஆஸ்திரேலிய நிறுவனம் அமர்த்தப்பட்டது. இந்நிறுவனம் இதுவரை ஒரு விளம்பரதாரரைக் கூடப் பிடித்து தரவில்லை. அரசு நிறுவனங்கள் அரசு விழாக்களுக்கு விளம்பரம் தருவதென்பது வழக்கமான செயல்தான். இந்திய அரசுத் துறை நிறுவனங்கள் தாமே முன்வந்து வழங்கிய கோடிக்கணக்கான விளம்பரதாரர் தொகையில் 23 சதவீதத்தை, செய்யாத வேலைக்குக் தரகுப் பணமாக இந்த நிறுவனத்திற்குத் தரவேண்டும்.

நாக்பூரில் புதிதாக ஒரு விளையாட்டு அரங்கம் கட்டுவதற்கு ஆன செலவு 84 கோடி ரூபாய்தான். ஆனால், டெல்லி நேரு விளையாட்டரங்கை ‘மேம்படுத்த’ மட்டும் 669 கோடி ரூபாய் செலவழித்துள்ளனர். இவ்வாறு ‘மேம்படுத்தப்பட்ட’ அரங்கத்தின் கூரை, அண்மையில் பெத லேசான மழைக்கே ஒழுக ஆரம்பித்துவிட்டது. இதேபோன்று இன்னும் 17 அரங்கங்களை பல ஆயிரம் கோடிகளில் ‘மேம்படுத்தி’யுள்ளனர்.

“டிரெட் மில்” என்னும் உடற்பயிற்சி சாதனத்தின் அதிகபட்ச விலையே ரூபாய் மூன்று லட்சம்தான். ஆனால், அதனை 9.75 லட்சத்திற்கு வாடகைக்கு எடுத்துள்ளனர். 10,000 ரூபாய் மதிப்புள்ள ஏர் கூலரை 40,000 ரூபாய்க்கும், ரூ.25,000 மதிப்புள்ள கணினியை 89,052 ரூபாய்க்கும் வாடகைக்கு எடுத்துள்ளனர். கையை சுத்தம் செய்ய சோப்புக் கலவையை உமிழும் சாதனத்தின் விலையே 450 ரூபாய்தான். இதனை 3,397 ரூபாய்க்கு வாடகைக்கு எடுத்துள்ளனர். குடைகளை 6,000 ரூபாய்க்கு வாடகைக்கு எடுத்த அநியாயம் குறித்து கேட்ட பொழுது, அக்குடைகளெல்லாம் ‘தனிச் சிறப்பானவை’ என்று கூச்சநாச்சமின்றிப் புளுகுகின்றனர். 50 முதல் 100 ரூபாய் மதிப்புள்ள கழிவறைக் காகிதச் சுருளை, 3,757 ரூபாய்க்கு வாங்கியுள்ளனர். அவற்றில் ‘தனிச் சிறப்பாக’ ஏதேனும் இருக்குமோ என்னவோ?

இதேபோல முக்கிய பிரமுகர்கள் அமரும் சோபாசெட்டுகள், குளிர்சாதன எந்திரங்கள், கார்கள் என பலவற்றை அவற்றின் சந்தை விலையை விட பல மடங்கு கூடுதலான விலைக்கு வாடகைக்கு எடுத்துள்ளனர். தொடக்கவிழாவின் போது ஒளிவெள்ளத்தைப் பாச்சும் ஹீலியம் பலூனூக்கு அன்றைய ஒருநாள் வாடகையாக ரூ.50 கோடி வாரியிறைக்கப்பட்டுள்ளது. ஆனால், அது அரங்கத்தின் பாதியளவுக்குத்தான் ஒளியை உமிழும் என்று தொழில்நுட்பவாதிகளே அம்பலப்படுத்துகின்றனர்.

2003-இல் திட்டமிடப்பட்ட போது, இப்போட்டியை நடத்த மொத்தத்தில் ரூ.1,899 கோடி செலவாகும் என்று மதிப்பிடப்பட்டது. ஆனால், எல்லா அதிகாரிகளும் முதலாளிகளும் போட்டி போட்டுக் கொண்டு பணத்தைச் சுருட்டியதால் தற்போது செலவு மதிப்பீடு 35,000 கோடிகளில் வந்து நிற்கிறது. வேலைகள் எதுவும் முடிந்த பாடா இல்லை என்ற நிலையில், திட்டமிட்டதை விட 1575% செலவு அதிகரித்துவிட்டது. இதனை ஈடுகட்ட டெல்லி மாநில அரசின் பல்வேறு நலத்திட்ட நிதிகள் இதற்குத் திருப்பி விடப்பட்டுள்ளன. ஆதரவற்ற முதியவர்களுக்கான 171 கோடி, தாழ்த்தப்பட்டவர்களுக்கான 744 கோடி நிதி ஒதுக்கீடு ஆகியன காமன்வெல்த் போட்டிகளுக்கு செலவு செய்யப்பட்டன. இதுதவிர, மெட்ரோ ரயில் திட்டத்திற்கென டெல்லி அரசு கொடுக்க வேண்டிய 5,000 கோடி ரூபாய், பல்வேறு கலாச்சார அமைப்புகளுக்கான டெல்லி அரசின் நிதி ஒதுக் கீட்டில் 14 கோடி ரூபாய் – என பிற நலப்பணிக்களுக்கான நிதிகள் காமன்வெல்த்தில் கரைக்கப்பட்டுவிட்டன.

இந்த விளையாட்டுப் போட்டியை நடத்த தனியாக ஒரு நகரத்தை உருவாக்காமல், தெற்கு டெல்லியை ஆட்சியாளர்கள் ஆக்கிரமித்துக் கொண்டுள்ளனர். இதற்காக தெற்கு டெல்லியில் நீண்டகாலமாகக் குடியிருந்து வரும் சேரிவாழ் மக்களை, நகரை அழகுபடுத்துவது என்ற பெயரில் விரட்டியடித்துள்ளனர். இதன் மூலம் டெல்லி பெருநகரத் திட்டத்தை தெற்கு டெல்லிவரை விரிவுபடுத்தி மேட்டுக்குடியினர் ஆதாயமடைந்துள்ளனர். விளையாட்டுப் போட்டிகளை ஒட்டி கட்டப்படும் வீடுகளை, போட்டிகள் முடிந்த பின்னர் கைப்பற்றிக்கொள்ள இப்போதே போட்டாபோட்டியும் ஊழல்களும் பெருகி, வெளியே கசியத் தொடங்கிவிட்டன.

இலஞ்ச ஒழிப்புத்துறை, இதுவரை நடத்திய விசாரணை மூலம் 16 திட்ட ஏற்பாடுகளில் முறைகேடுகள் நடந்துள்ளதை உறுதி செய்துள்ளது. இது மட்டுமின்றி, கணக்கு தணிக்கை அதிகாரியின் இடைக்கால அறிக்கையும் ஊழல் மோசடிகள் நடந்துள்ளதை நிலைநாட்டியுள்ளது. இருப்பினும், ஊழல் வெளியாகி இத்தனை நாட்களாகியும் சுரேஷ் கல்மாடி இன்னும் பதவியில் நீடிக்கிறார். ஊழல்-செய்தவர்களுக்கு ‘கடும்’ தண்டனை கொடுக்கப்படும் என்று மன்மோகன் சிங் சவடால் மட்டும் அடிக்கிறார். இவை ஒருபுறமிருக்க, போட்டியில் விளையாட்டு வீரர்களைச் சேர்த்துக் கொள்ள இலஞ்சம் வாங்குவது, வீராங்கனைகளுக்கு பாலியல் நிர்ப்பந்தங்கள் கொடுப்பது என பல வழிகளிலும் அதிகார வர்க்க ஊழலும் மோசடியும் அட்டூழியங்களும் நடக்கின்றன.

கும்பி கூழுக்கு அழும்போது கொண்டைக்குப் பூ வைத்த கதையாக, நாட்டின் பெரும்பான்மை மக்கள் ஒரு வேளைச் சோறின்றி வாடும் போது ரூ.40 ஆயிரம் கோடி செலவில் இதுபோன்ற ஆடம்பர விழாக்கள் நடத்துவதென்பதே மிகவும் வக்கிரமானது. இந்த விழாவின் பெயரில் அதிகாரிகள் பொறுக்கித் தின்பதற்கு டெல்லிவாழ் ஏழை உழைக்கும் மக்களும், பல மாநிலங்களைச் சேர்ந்த கூலித் தொழிலாளர்களும் தமது வாழ்வைப் பறிகொடுத்துள்ளதுதான், இதை விட வக்கிரமானது. காமன்வெல்த் போட்டிக்காக டெல்லியை அழகுபடுத்துகிறேன் என்று கூறிக் களமிறங்கிய முதலமைச்சர் ஷீலா தீட்சித், டெல்லியிலுள்ள 60,000 பிச்சைக்காரர்களை விரட்டியடித்தார். சேரிகளை இடித்துத் தரை மட்டமாக்கி இலட்சக்கணக்கான ஏழை மக்களை வீடற்ற அனாதைகளாக, கடுங்குளிரில் அல்லாடவிட்டார். இனி, டெல்லியில் திருடர்களும் ஊழல் பேர்வழிகளுமான முதலாளிகளும் ஓட்டுப் பொறுக்கிகளும் இருக்கலாம். ஆனால் பிச்சைக்காரர்களும் ஏழைகளும் இருக்க முடியாது என்றாகிவிட்டது.

காமன்வெல்த் போட்டிக்காக டெல்லியின் உள்கட்டுமானத்தை மேம்படுத்தும் கட்டுமானப் பணிகளை ஒப்பந்தமெடுத்து ஊழல் செய்தவர்கள், இன்னொரு பக்கம் பீகார், ஜார்க்கண்ட் போன்ற மாநிலங்களில் இருந்து 10 இலட்சத்திற்கும் மேற்பட்ட தொழிலாளர்களை அற்ப கூலிக்கு வரவழைத்து, கொத்தடிமைகளாகக் கசக்கி பிழிந்து வேலை வாங்கியுள்ளனர். சந்தை விலையை விட அதிக விலைக்குப் பொருட்களை வாடகைக்கு எடுத்தவர்கள், தொழிலாளர்கள் தங்குவதற்கு வீடுகள் கூடக் கொடுக்காமல் பிளாஸ்டிக் தார்பாயிலும் தகரக் கொட்டைகளிலும் மொத்தமாக அடைத்ததால், தொற்று நோ தாக்கி இதுவரை நூறு பேருக்கும் மேல் பலியாகியுள்ளனர். கட்டுமானப் பணிகளில் போதுமான பாதுகாப்பு ஏற்பாடுகள் செய்து தரப்படாத நிலையில் ஏற்பட்ட விபத்துகளிலும், தரக்குறைவான பொருட்களால் கட்டப்பட்ட பாலங்கள், கட்டுமானங்கள் இடிந்து விழுந்த சம்பவங்களிலும் நூற்றுக்கணக்கில் தொழிலாளர்கள் கேள்வி கேட்க நாதியின்றி கொல்லப்பட்டுள்ளனர். இதே போன்ற விபத்துகளின் காரணமாக மெட்ரோ ரயில் திட்டப் பணியில் மட்டும் 90-க்கும் மேலான தொழிலாளர்கள் பலியாகியுள்ளனர்.

காமன்வெல்த் விளையாட்டில் கரைபுரண்டோடும் ஊழலைப் பற்றிப் பேசினாலே, விளையாட்டுப் போட்டியால் இந்தியாவின் பெருமிதம் உயரும்போது, “ஊழலைப் பற்றிப் பேசி தேசத்தின் கவுரவத்தைக் குலைக்காதீர்கள்” என்று ஆளும் வர்க்கத்துக்கு ஆதரவாகத் ‘தேசபக்தி’ கூச்சல் போடுகின்றனர். காங்கிரசு முன்னாள் அமைச்சரான மணிசங்கர் அயர் இந்த ஊழல்களைப் பற்றி வாய்திறந்தவுடனேயே, இதை காங்கிரசும் பா.ஜ.க.வும் ஊடகங்களும் கண்டிக்கின்றன. மேட்டுக்குடி இந்தியாவின் பிரச்சினை என்று வரும்போது இங்கே கட்சி வேறுபாடுகள் கூட மறைந்து போகின்றன. பொதுவில் காமன்வெல்த், ஒலிம்பிக், ஆசிய விளையாட்டுப் போட்டிகள் என்றாலே ஊழலும் முறைகேடுகளும் நடப்பது சகஜம்தான் என்று சாதாரணமாக எடுத்துக் கொள்கின்றனர். நல்லபடியாக போட்டி நடக்கட்டும், ஊழலை பிறகு விசாரித்து முடிவு செய்வோம் என ஊழலுடன் ஒத்துப்போக வைக்கும் கண்ணோட்டம்தான் ஆளும் வர்க்கங்களாலும் ஊடகங்களாலும் பரப்பப்பட்டு வருகிறது.

NEW DELHI (Reuters) - More nations delayed departure for the Commonwealth Games in India as organizers raced against time on Thursday to address security and health concerns that have already prompted several top athletes to pull out.

New Zealand joined Canada and Scotland in delaying a decision due to poor accommodation for athletes at the New Delhi Games village, compounded by heavy monsoon rains and a dengue epidemic.

Australian Prime Minister Julia Gillard highlighted security fears surrounding the Games and said athletes should decide for themselves whether or not to attend. Two foreign visitors were shot and wounded by suspected militants in the city on Sunday.

"There is obviously widespread concern about the Commonwealth Games," Gillard told reporters in Canberra.

Prime Minister Manmohan Singh was meeting key ministers during the day as he reviewed preparations, an official in his office said, in what was seen as a last-ditch effort to avoid national withdrawals.

But he was not scheduled to meet Commonwealth Games Federation president Michael Fennell, who arrived in Delhi in the evening and had requested an emergency meeting.

Suresh Kalmadi, the chairman of the organizing committee, said no team would pull out from the Games and no one should be worried about security.

"I can assure you that security is well in place. Now if some people have their own conception (of security), I can't help," he told reporters.

The Games, held every four years for members of the organization of mostly former British colonies, are estimated to have cost $3-6 billion. India had hoped to use them to display its growing global economic and political clout, rivaling China.

Instead, they have snowballed into a major embarrassment for the government, having to fend off criticism of shoddy construction, inadequate security and unfit accommodation.

In a sign of desperation, the federal government ordered the organizing committee to hand over management of the Games Village, which will house 6,500 athletes, to the government.

In contrast, preparations for the November's Asian Games in China, which held a hugely successful Summer Olympics in 2008, are on track, with organizers in Guangzhou handing the athletes' village over to the Asian Games authorities for sign-off earlier this week.

PRE-GAMES GLITCHES

Many sporting events have suffered glitches in the run-up to the opening ceremony, such as the 2004 Athens Olympics, and some infrastructure projects, like a new metro and international airport in Delhi, have been widely praised.

But polls in Indian newspapers show that a vast majority of Indians are ashamed.

Singh has been accused of being out of touch and failing to

recognize that events like the Games carry huge international prestige. Much of the Congress-led government remains focused on its rural vote.

"I genuinely feel sorry for what has happened and would like to apologize not only on my behalf and on behalf of the organizing committee, but for everyone connected," A.K. Mattoo, Organizing Committee Secretary General, told NDTV broadcaster.

"This is a collective failure."

Organizers have promised a prompt clean up. Teams start arriving this weekend for the October 3 official start and so far no one has said the Games will be canceled or delayed.

New Zealand chef de mission Dave Currie said the organizers' failure to admit to problems had seen them lose the faith of competing countries.

"Every time we raised an issue (we received) 'yes that will be fixed tomorrow', but you know clearly that it won't be fixed tomorrow," he said. "And they weren't."

ATHLETES PULL OUT

World discus champion Dani Samuels of Australia has pulled out of the Games because of security and health concerns, as did England's world triple jump champion Phillips Idowu. Four other champions have quit due to various reasons, including injuries.

Triple Olympic sprint champion Usain Bolt of Jamaica is the highest profile athlete to skip the event.

A dengue epidemic has also spread through the Indian capital, sending thousands of people to hospital. Nevertheless Games organizers were upbeat.

"We had a meeting with all the chefs de missions today and they are all much happier than before," Kalmadi said. "Everything will be all right today."

Some officials blamed the athletes.

"They (athletes who compete in numerous competitions) may not be able to sustain their performance so they find out some reason or other why they are not participating, but these things happen in every game, every competition," Lalit Bhanot, secretary general of the organizing committee, told CNN IBN.

Scotland and Canada had already announced they were delaying sending athletes to New Delhi and Wales said it had sought guarantees that venues and athletes' accommodation were safe.

Other nations have also threatened to stay home.

The New Zealand Olympic Committee (NZOC) told their athletes to delay their arrival until at least next Tuesday, just five days before the Games are due to open.

"It is tremendously disappointing," said NZOC President Mike Stanley in a statement. "The long list of outstanding issues has made it clear the village will now not be ready for New Zealand athletes to move in as planned."

Images of stray dogs, stagnant water, workers urinating in public and human feces found at the unfinished athletes' village in central Delhi have overshadowed the successes of the Games -- the main stadium and other sporting venues.

A portion of false ceiling in the weightlifting venue caved in on Wednesday, a day after the collapse of a footbridge by the main stadium, injuring 27 workers.

The event has also been plagued by security concerns.

Two foreign tourists were shot and wounded at the weekend by unknown assailants in Delhi.

Delhi street vendors evicted before Commonwealth Games

Delhi has roughly 350,000 street vendors and the civic authorities want every one out

Every day for the past 30 years, Ram Prakash has been selling fruit in Delhi's Sarojini Nagar market.

He earns between 150 and 200 rupees ($3 and $4) a day, with which he supports the nine members of his family.

But now the Indian capital is getting ready to host the 11-day Commonwealth Games in October and Ram Prakash has been told by the civic authorities to pack up and leave.

"I have been told to go," he says. "They told me: disappear from Delhi and don't come back until the Games are over."

The order has left him seething.

"What can we do now? We will be forced to turn to crime, we will steal, we will rob people, we will pickpocket," he tells me.

"Or maybe I will poison my kids and then take poison myself and commit suicide. We'll either die ourselves or kill other people. What other option do I have," he asks me angrily.

Threatened

Ram Prakash is among more than 4,000 hawkers who sell their wares on the pavements of Sarojini Nagar market and whose livelihoods are now threatened.

Sarojini Nagar market is popular with those looking for a bargain

In June, the Delhi authorities announced that roadside vegetable sellers, cobblers, presswallahs (who iron clothes), and "illegal" vendors selling clothes and food were a "major security risk" and would be evicted.

Over the years, many of the vendors at this market have applied several times for licences. Since they have not received their licences, they are considered illegal, even though they can show the authorities documentary proof of their applications.

Officials from the municipal corporation arrive at the market every morning at 1000 and they do not let anyone set up stalls here.

Kavita Jadav, a henna artist for 15 years, says it is getting impossible for her to feed her family.

"The authorities say they want to clean up Delhi for the foreign visitors. They want to showcase Delhi as a beautiful city, they want to show that it's very clean and that there are no crowds.

"But they are doing that by taking away the livelihood of poor people like us."

Dinesh Kumar Dixit, secretary of the hawkers' association, says: "People come here from all over India for livelihood. Many have already left and gone back to their villages.

"When we go to the authorities, they say they will think about us after the Games. But by then, many will die of hunger. We've spent our entire lives here, where can we go now?"

Not welcome

The hawkers at Sarojini Nagar are not alone in their misery. There are roughly 350,000 street vendors in Delhi and the civic authorities want every one out.

Hundreds of ice-cream carts which have done brisk business at the Delhi landmark, the India Gate, for decades have been told they are no longer welcome there.

Many shoppers say they don't want the vendors to be forced out

Omwati, a hawker from west Delhi's Uttam Nagar area, tells me that she and more than 200 other vendors have been evicted from there too.

The sole bread-winner for her family, she says she has to borrow money to be able to feed her children. "The Games are still some time away - how can we go without selling for so long," she asks?

Prabhakar Kumar Shaw has been evicted along with 250 others from the Dabri area, also in west Delhi.

"We have ration cards and voter ID cards - we are also citizens of this city," he says. "But the government is not bothered about us. They are chasing us away.

"We should also be part of the Games. We want to present our market to foreign visitors; we want to welcome them," he says.

Another critic of the campaign says civic authorities should value the contribution of street vendors to city life, as they do elsewhere in the world.

"They want to make Delhi a world-class city - which means a city for the rich and the middle class," says Arbind Singh, co-ordinator of the National Association of Street Vendors of India (Nasvi), which represents 400 street vendor organisations from 22 states.

"But the poor also need to be integrated in the city. The infrastructure that's being developed and created in the city should also benefit the poor."

Mr Singh says hawkers and vendors "add to the dynamics and diversity of the city".

He is calling for street vendors to be made a part of the city's culture like their peers in "other world cities like Rio or New York".

"In Taiwan, tourists go to street markets for food. Why can't Delhi be the same?" he asks.

Hugely popular

It is mid-morning and even though the sky is cloudy, the temperatures are above 30 degrees and the humidity is oppressive.

But the shoppers are beginning to descend on Sarojini Nagar in large numbers.

The market is hugely popular with those looking for a bargain.

Young professionals and college girls scouring for branded export surplus clothing, fashionable imitation jewellery, fake designer bags and shoes are driving a hard bargain.

And they are unhappy with the decision to evict the vendors.

"We come here only for the vendors. College students like us prefer to buy things we can use and throw. We want cheap and cheerful stuff," says Shreya Nayar.

Her friend Poorti Sammadar says she is going to miss them. "I live nearby so I come here regularly. I buy daily wear t-shirts here for 100 or 200 rupees. Students like us can't afford the stuff in the showrooms."

Says housewife Kunti Rai: "This is their livelihood. This is the only way they can feed their children. Also for shoppers like us, where will we buy our stuff if they are not here? I don't want them to be evicted."

But civic authorities say anyone who does not have a licence to sell is "an encroacher on public land" and must be removed.

"Civic authorities routinely carry out drives against the encroachers and remove them," Municipal Corporation of Delhi spokesman Deep Mathur told the BBC.

"They are a hindrance to the pedestrian and traffic movement."

Mr Mathur says it is not possible to give licences to all applicants, since there is a limit on how many vendors can operate in the city.

The Commonwealth Games are going to be the biggest sporting extravaganza the Indian capital has ever hosted. Tens of thousands of tourists and visitors are expected to visit the city for the Games.

Delhi wants to put its best foot forward; it wants to look rich, clean and orderly. It seems that slums and hawkers, the poor and beggars have no place in the spruced-up city.

Mr Dixit, of the hawkers' association, says: "They don't want foreigners to see that India is poor. So if they get rid of the poor, there will be no poverty.

"It's a good plan," he adds, with bitter irony.

Disease threat at Delhi Commonwealth Games site

Floodwater can be seen near many of the main games venues

India's Commonwealth Games village in Delhi is being threatened by dengue fever-carrying mosquitoes which are breeding in a nearby swamp.

Experts say the threat has been made worse because about 3,000 Delhi fumigators - who normally would deal with the problem - are on strike.

Delhi's health minister has asked for army expertise to help drain water from the swamp, close to the River Yamuna.

Athletes are due to arrive for the start of the games in a fortnight.

Dengue fever is a mosquito-borne disease that causes severe head, muscle and joint pains.

The BBC's Sunil Raman in Delhi says that the games have been plagued by allegations of corruption, missed deadlines, leaky buildings and poorly-paid labourers.

Meanwhile, seven Indian athletes selected for the games face lengthy bans after "B" samples of their failed dope tests also returned positive, officials say.

Four wrestlers, a shot-putter and two swimmers - who were all part of India's games squad - tested positive for methylhexaneamine, a banned stimulant widely used as a nasal decongestant.

Stagnant pools

The strike by Delhi Municipal Corporation workers has meant that games organisers have had to turn to the army and private contractors to tackle the mosquito menace.

The fumigators are demanding permanent jobs and higher wages at a time when 1,500 people have been admitted to hospitals with dengue fever.

Delhi loses patience

Responding to British concerns about the dengue threat, the Indian high commission in London issued a statement on Thursday which says the virus currently circulating is "of a milder nature".

"The government of India has undertaken a series of measures that have had a direct impact on reducing the aegypti mosquito and bringing the situation under control," the statement says.

It says that "stagnant water pools everywhere" have been sprayed with larvicide and "attendant source reduction measures" have been implemented to eradicate breeding.

"All public and private buildings would be visited by municipal teams to ensure that all possible breeding places are comprehensively free of the mosquitoes," the statement said.

But critics say that athletes are being housed in apartment buildings built on the flood plain of the river which has swollen after copious monsoon rains.

They say that in turn has produced numerous stagnant pools of water which are ideal habitats for mosquitoes.

The problem could get even worse because the neighbouring state of Haryana has released huge quantities of water into the Yamuna to prevent flooding.

Tens of thousands of squatters will have to leave the city during the Games

There is a grand plan to clean up the Indian capital for the Commonwealth Games - but it includes a very long list of who is to be banished from Delhi.

It started with stray dogs, slum dwellers and pavement squatters, but has now included cows, donkeys, bulls, goats, rats, snakes and even elephants and camels that are hired for general festivities and fairs.

And the cost to the government - $65m.

Delhi, a sprawling city of 16 million, is to host the Games from 3-14 October.

The Games will bring an estimated 10,000 athletes from 71 nations and territories to compete in 17 disciplines over 11 days.

In addition, there will be over 150,000 officials and an estimated 50,000 tourists.

The mess

"It is not easy to relocate nearly 250,000 stray dogs. Where are the homes?" asks Geeta Seshamani of Friendicoes, an NGO that takes care of stray animals in the city.

And it is the numbers that are causing the mess.

Delhi's beautification plan has no space for cattle

Consider the number of beggars. The municipal corporation estimates them at 60,000, but that is based on a survey done a decade ago.

According to estimates given by local NGOs, the number now is actually double.

"The government is trying to sweep the poor under the carpet. This will not help. Let's seek a more humane way of addressing a centuries' old problem," says Bibek Debroy, one of India's top economists.

Ashok Mohan Chakrabarti, the home secretary in India's eastern West Bengal state, who was recently asked by the Delhi government to take back beggars speaking ethnic Bengali, agrees.

"We have 75,000 beggars in our state and then Delhi wants to send its beggars.

"Moreover, how will we know that all Bengali language-speaking beggars in Delhi are from West Bengal and not from Bangladesh," Mr Chakrabarti asks?

'Mission impossible'

Delhi is also trying to figure out what to do with the 60,000 pavement squatters and another 800,000 slum dwellers.

"Should we dump everyone on the borders of Delhi and bring them back after the Games are over?" asks Dunu Roy, director at Hazards Centre, a Delhi-based non-profit group that provides professional services to community and labour organisations.

The government says it will provide flats to those evicted, and spend $5,000 per family.

"But - given past experiences - only a fourth of the affected families will get flats," Mr Roy argues.

Officials say there are 60,000 beggars in Delhi

But the city must get ready for the sporting extravaganza.

Thanks to the Games, 26 new flyovers and 18 railway bridges have been built at a cost of $1.4bn.

The city has got 3,775 low-floor buses, the city metro - with a $3.4bn budget - has moved into the suburbs and the Indian capital has got a new airport terminal capable of handling 60 million passengers a year.

The Games budget - predictably - has undergone several revisions.

From the initial projection of $413m, the estimates now range from the official figure of $2bn to the unofficial estimates of $6bn.

The big relocation and beautification project has drawn flak from several quarters because Delhi officials routinely updated their list of demands so that it began to resemble a mission impossible.

For example, the Municipal Corporation of Delhi (MCD) wants to clean the city of all rats.

"We propose to buy thousands of traps," says MCD's veterinary department director RBS Tyagi.

He says the MCD will also get incinerators to dispose of the dead rodents.

Such an idea has its critics. "Catching rats will also be ineffective because more rats simply move in to take their place. Why not keep Delhi's streets clean and free of garbage?" asks Poorva Joshipura of People for Ethical Treatment of Animals (Peta).

Snake charmers needed

That alone might not solve the problem.

The MCD will have to install over 10,000 public urinals to prevent people from urinating in public, fine people for spitting and throwing garbage on the streets and hire snake charmers to rid the city of its snakes before the Games.

It will also have to get local cowboys to clean the streets of its cattle population that stands at a whopping 45,000.

"It is a bit of madness that's creeping in," says Shalini Mishra, a research officer at the Delhi-based Habitat International Coalition, an NGO that recently released a critical report on the impact of the Games.

"Where will they get the snake charmers from?

"All this is to increase the city's civic pride but the heart is lost," she adds.

வாஷிங்டன் / புது தில்லி, செப்.23: காமன்வெல்த் விளையாட்டுப் போட்டியின்போது லஷ்கர்-இ-தொய்பா தாக்குதல் நடத்தலாம் என்று இந்தியாவை அமெரிக்கா எச்சரித்துள்ளது.

இதுகுறித்து அமெரிக்க தேசிய பயங்கரவாத எதிர்ப்பு மையத்தின் இயக்குநர் மைக்கைல் லெய்ட்டர் புதன்கிழமை கூறியதாவது:

அடுத்த மாதம் தில்லியில் நடைபெறவுள்ள காமன்வெல்த் விளையாட்டுப் போட்டியின் பாதுகாப்பு கவலை அளிக்கிறது. போட்டியின்போது லஷ்கர்-இ-தொய்பா தீவிரவாதிகள் தாக்குதல் நடத்த வாய்ப்பிருக்கிறது.

எனவே முன்னெச்சரிக்கை நடவடிக்கைகளை இந்தியா மேற்கொள்ளவேண்டும்.

மிகப்பெரிய விளையாட்டு போட்டியாக இது அமைந்திருப்பதால் பத்திரிகைகள், இதற்கு அதிக முக்கியத்துவம் தருகின்றன.

எனவே பாகிஸ்தானைச் சேர்ந்த லஷ்கர்-இ-தொய்பா போட்டியின்போது தாக்குதல் நடத்தலாம். ஏற்கெனவே காஷ்மீர் உள்ளிட்ட சில பகுதிகளில் லஷ்கர்-இ-தொய்பா தீவிரவாதிகள் தாக்குதல் நடத்தியுள்ளனர்.

போட்டியின்போது தாக்குதல் நடத்தினால் அது இந்தியாவுக்கும், பாகிஸ்தானுக்கும் இடையே பதற்றத்தை ஏற்படுத்தும்.

தெற்கு ஆசியப் பகுதியில் மிகப் பெரிய அச்சுறுத்தலாக லஷ்கர்-இ-தொய்பா உள்ளது.

மேற்கு பகுதியில் இதுவரை லஷ்கர்-இ-தொய்பா தீவிரவாதிகளோ அல்லது அவர்களிடம் பயிற்சி பெற்றவர்களோ தாக்குதல் நடத்தவில்லை என்றாலும் அவர்களால் அச்சுறுத்தல் உள்ளது என்பதை மறுப்பதற்கில்லை. அவர்கள் நேரடியாக இந்தியா, ஐரோப்பிய நாடுகளில் தாக்குதல் நடத்தவோ அல்லது அல்-காய்தா பயங்கரவாதிகளுடன் இணைந்து தாக்குதல் நடத்தும் அச்சுறுத்தல் உள்ளது என்றார் அவர்.

4 அடுக்கு பாதுகாப்பு: இந்த நிலையில் போட்டியின்போது 4 அடுக்கு பாதுகாப்பு வழங்க இந்திய அரசு முடிவு செய்துள்ளதாகத் தெரியவந்துள்ளது.

71 நாடுகளிலிருந்து சுமார் 8,500 வீரர், வீராங்கனைகள் இப்போட்டியில் பங்கேற்கவுள்ளனர்.

இதைத் தொடர்ந்து மைதானங்களுக்கும், வீரர்கள் தங்கியுள்ள பகுதிகளுக்கும் 4 அடுக்கு பாதுகாப்பு வழங்கப்படவுள்ளதாகத் தெரியவந்துள்ளது.

மேலும் மைதானங்கள், ஹோட்டல்கள், விளையாட்டு கிராம கட்டடங்களின் உச்சியில் பாதுகாப்புப் படை வீரர்கள் கண்காணிப்புப் பணியில் இருப்பர்.

மேலும் எந்தவித தாக்குதலையும் சமாளிக்கும் திறமை படைத்த கமாண்டோ வீரர்களும் பாதுகாப்புப் பணியில் ஈடுபடுத்தப்படவுள்ளனர்.

ரசாயனம், உயிரி ஆயுதங்கள், கதிரியக்க ஆயுதங்கள், அணு ஆயுதங்களைக் கொண்டு தாக்குதல் நடத்த எதிரிகள் முயலும்போது அதைத் தடுப்பதற்கான நிபுணர் குழுவினரும் பாதுகாப்புப் பணியில் ஈடுபடுத்தப்படவுள்ளனர்.

80 ஆயிரம் போலீஸôர்: பாதுகாப்புப் பணிகளுக்காக மொத்தம் 80 ஆயிரம் போலீஸôர் ஈடுபடுத்தப்படவுள்ளனர்.

அதுமட்டுமல்லாமல் துணை ராணுவப் படையினர் 17,500 பேரும், கமாண்டோ படை வீரர்கள் 3 ஆயிரம் பேரும் பணியில் ஈடுபடுத்தப்படுவர். சதிச்செயல் முறியடிப்புப் பிரிவைச் சேர்ந்த 100 படையினர் தில்லி முழுவதும் கண்காணிப்புப் பணியில் ஈடுபடுத்தப்படவுள்ளனர்.

ஆஸ்திரேலிய அணியில் கூடுதல் அதிகாரிகள்: காமன்வெல்த் விளையாட்டுப் போட்டியில் பங்கேற்க வரும் ஆஸ்திரேலிய அணியில் கூடுதல் அதிகாரிகள் சேர்க்கப்பட்டுள்ளனர் என்று ஆஸ்திரேலிய பிரதமர் ஜூலியா கிலார்டு தெரிவித்துள்ளார்.

இதுகுறித்து அவர் கூறியதாவது: ஆஸ்திரேலிய அணியுடன் கூடுதலாக அதிகாரிகள் செல்லவுள்ளனர். ஆனால் வீரர்கள் போட்டியில் பங்கேற்பதும், பங்கேற்காததும் அவர்களுடைய தனிப்பட்ட முடிவைச் சேர்ந்தது.

அவர்கள் விருப்பப்பட்டால் போட்டியில் பங்கேற்கலாம்.

ஆஸ்திரேலிய விளையாட்டுத்துறை அமைச்சர் மார்க் அர்பிப் இந்தியா செல்கிறார். 2000-ம் ஆண்டு முதல் தில்லியில் இதுவரை 14 முறை தீவிரவாதிகள் தாக்கியுள்ளனர். எனவே தில்லி, தீவிரவாதிகளின் பட்டியலில் இருக்கிறது.

எனவே ஆஸ்திரேலிய வீரர்கள் தில்லியில் இருக்கும்போது அதிக எச்சரிக்கையுடன் இருக்கவேண்டும். நான் துணைப் பிரதமராக இருந்தபோது தில்லிக்கு 2009-ம் ஆண்டில் சென்றேன். அப்போது மிகுந்த எச்சரிக்கையுடன் இருந்தேன் என்றார் அவர்.

நியூசிலாந்து நாட்டுக்கு சுற்றுலா செல்லும் போது ஒவ்வொரு நாளும் ஒவ்வொரு விடுதியில் தங்கி, ஒரிடத்தில் இருந்து கிட்டத்தட்ட 3 மணித்தியாலம் பயணம் செய்து இடம் பார்ப்பது வழங்கம். நான் 3 முறை நியூசிலாந்துக்கு சென்றிருக்கிறேன். முதல் முறை சென்றபோது பார்த்தவற்றை யாழில் இனிய பொழுதுப் பகுதியில் பதிந்திருந்தேன். 3ம் முறையாகச் சென்ற போது சென்ற 8 நாட்களுக்கும் 7 நாட்களில் நான் மொட்டலில்(Motel) தான் தங்கினேன். ஒரு நாள் மட்டும் கொட்டலில்(Hotel) தங்கப் பதிந்திருந்தேன். மொட்டலில் தங்குவதை விட கொட்டலில் விலை அதிகம். கிறைஸ் சேர்ச்சில் இருக்கும் கொட்டலில் தங்கப் பதிவு செய்திருந்தேன் . அந்த கொட்டலில் கிட்டத்தட்ட 140 அறைகள் இருக்கின்றன. எனக்குக் கிடைத்த அறைக்குச் சென்று பார்த்தால் மேலே தயா இணைத்த படங்களைப் போல சுத்தமற்றதாக இருந்தது. பிறகு தான் எங்களுக்குத் தெரிந்தது. இக்கொட்டலைச் சுத்தம் செய்பவர்கள் இந்திய மாணவர்கள் என்று. இதே போல எனது நண்பர் ஒருவருக்கு சிங்கப்பூரில் உள்ள விடுதியில் அனுபவம் கிடைத்தது. அங்கும் சுத்தம் செய்பவர்கள் இந்தியர்களாகவே இருந்தது. அமெரிக்காவில் இருக்கும் உறவினர் ஒருவர் அமெரிக்காவில் பட்டெல் (Patel)மார் நடாத்திகிற விடுதிக்குச் செல்வதில்லை. காரணம் அவை சுத்தம் குறைவாகவே இருக்கும்.

எனக்கு மேலே உள்ள படத்தைப் பார்த்து...... இரண்டு நாள் வடிவாக சாப்பிடமுடியவில்லை. ஒரே சத்தியாய் கிடக்குது.
